ITEM BACKGROUND:
The position of Growth Management Director was a long-standing position within Monroe County for
decades. The Growth Management Director position assured management and coordination over three
related Departments (Building, Planning and Environmental Resources, and Code Compliance). Each
of these Departments work together to approve development,permitting, and enforcement of county
codes. Without a common management component, it is difficult for the citizens, contractors, and
professional consultants to navigate the requirements of the various processes.
The position of"Growth Management Director" was eliminated in 2015 as part of a reorganization of
county departments through Resolution 181-2015, which eliminated a management level known as
"division directors". Many members of the construction industry have reached out to the County
Administrator's Office to request this resource be re-created to assure they have a clear path to follow to
resolve issues that arise in the course of their business.
The County Administrator has selected Emily Schemper, AICP, CFM, for the position, and is seeking
confirmation by the Board. Section 125.74(1)(k), Florida Statutes, requires that the Board of County
Commissioners confirm all department heads. Therefore, confirmation is being sought. County
Administrator will transition this position to a permanent position, upon a successful probation
period. No additional Full Time Equivalent is needed for this position. We are using an existing vacant
FTE for this purpose.
PREVIOUS RELEVANT BOCC ACTION:
Board eliminated the position of Growth Management Director and other division director positions in
Resolution 181-2015.

JOB SUMMARY
The primary function of this role is to guide, direct, coordinate, and manage the Code Compliance,
Building,and Planning and Environmental Resources Departments.The position has primary responsibility
for the long-range future of Monroe County and affects operations beyond the scope of Monroe County
government.
ESSENTIAL JOB FUNCTIONS
• Assures the Departments under management provide excellent, accurate, and fair services to the
citizens of Monroe County.
• Carries out County Administrator and BOCC directives.
• Provides policy recommendations on growth management issues and programs to County
Administrator, BOCC, and other Departments. Consults with the County Administrator
periodically concerning issues, problems, and progress of the Department.
• Responds to inquiries by telephone to the general public, BOCC, County Attorney, State and
Federal agencies, such as Commerce, Governor's Office, Department of Environmental
Protection, Fish and Wildlife Commission, Federal Emergency Management Agency, and Army
Corp of Engineers, which include growth, permitting, property right issues, land development
regulations, code compliance, and environmental concerns.

• Interviews applicants, review applications, and recommends hiring of all direct reports. Directs,
implements, and monitors all county programs regarding personnel issues within the
Department.
• Plans, controls, staffs, organizes, represents, and directs all programs in the county.
• Provides assistance to legal staff and appears before the judicial system as an expert witness.
• Responds to written inquiries from the public.
• Speaks to civic clubs, homeowners, property owners, radio,TV, and newspaper as required.
• Administers grants and consultant contracts.
• Prepares, reviews, edits, recommends, and monitors the division's budgets.
• Prepares, reviews, edits, and approves items to be forwarded to the County Administrator for
placement on the County Commission's meeting agenda and handles presentations at meetings
with staff participation as necessary.
• Serves as Recovery Director for Emergency Management during and after disasters to best utilize
Department resources.
• Carries out such other projects as may be required to accomplish the function of the Department.
• Performs other related job duties as assigned.
• In the event of special, emergency, or disaster situations, employee may be required to work
schedules other than those for which they are regularly scheduled in any capacity deemed
appropriate.
QUALIFICATIONS
Education and Experience:
Requires Master's Degree and 7—10 years'experience OR Bachelor's Degree and 12 years of progressively
responsible experience in a related field.
Special Qualifications:
Valid Florida Driver License.

• Ability to oversee, plan, and implement major programs and services for the organization. Ability
to report progress to the organization's executive team.
• Ability to develop policies, long-range plans, and allocate funds. Ability to make decisions that
involve multiple priorities, limited resources, and internal and external challenges.
• Ability to analyze and make recommendations on how to improve the operational performance
of the organization.
• Ability to perform work that involves high-level issues, processes, or organizational needs. Ability
to make decisions impact the community at large, most of the staff, or both.
• Ability to provide updates to senior managers, elected officials, or other community groups or
organizations. Ability to work regularly with other Directors or senior managers to ensure the
provision of efficient and effective services.

PHYSICAL DEMANDS
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible
amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the
human body. Additionally,the following physical abilities are required:
• Crouching: Bending the body downward and forward by bending leg and spine.
• Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching
with skin, particularly that of fingertips.
• Grasping: Applying pressure to an object with the fingers and palm.
• Handling: Picking, holding, or otherwise working, primarily with the whole hand.
• Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction.
Ability to receive detailed information through oral communication, and to make the
discrimination in sound.
• Lifting: Raising objects from a lower to a higher position or moving objects horizontally from
position-to-position. Occurs to a considerable degree and requires substantial use of upper
extremities and back muscles.
• Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather
