ITEM BACKGROUND: A second position of Assistant County Administrator is proposed to assist in managing multiple County departments. This position existed in the past and was eliminated in 2021. The position will manage multiple departments, which will be identified in a future agenda item after reorganization. Reestablishment of this position should improve management, assist in assuring accountability of Departments and their operations, and help streamline business practices. Further, this will give Department Heads additional support, especially when it comes to assuring policies and procedures are followed, such as procurement, contract management, and administrative instructions. Tina Boan, has been selected for the position, and we are seeking confirmation by the Board. Section 125.74(1)(k), Florida Statutes, requires that the Board of County Commissioners confirm all department heads. Therefore, confirmation is being sought. County Administrator will transition this position to a permanent position, upon a successful probation period. No additional Full Time Equivalent is needed for this position. Job Title: Assistant County Administrator Department: County Administrator Pay Grade: 326 FLSA Status: Exempt JOB SUMMARY The primary function of this position is to serve as Assistant to the Chief Administrative Official of the County. This is complex managerial and administrative work assisting the County Administrator in carrying out the functions and activities necessary for the effective and efficient operation of the County. These duties are in addition to performing senior management oversight to specific departments. ESSENTIAL JOB FUNCTIONS • Writes, recommends and implements County policies and procedures, including Administrative Instructions, and provides advice and direction to County departments. • Assiststhe County Administrator with development and/or implementation of broad County plans,goals and objectives. Frequently required to recommend courses of action to Elected Officials. • Provides guidance and direction to directors and managers to ensure follow-up in resolving problems or obtaining information. • Interacts with the press, public and interest organizations. • Responsible for decision making. • Assists developing upper-level management team (Directors and Managers) to increase skills, abilities, and technical knowledge to assure policy implementation and service delivery. 3630 Assistant County Administrator Page 2 • Oversight of the XXX(Add Departments here) services of the County. • Performs other related job duties as assigned. • In the event of special,emergency,or disaster situations,employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate. QUALIFICATIONS Education and Experience: Bachelor's Degree. Major(s) required: Public Administration, Business Administration or related field. Master's degree Preferred. 10 years minimum of prior related work experience. Experience may be substituted for Degree requirements. Special Qualifications: Must be eligible to be a member of ICMA or FAC. Knowledge, Skills and Abilities: • Ability to determine strategy as well as long range goals for the organization. • Ability to design processes,allocate resources,and report to elected officials or the public. • Ability to develop policies, long range plans, and allocate funds. • Ability to make decisions that involve multiple priorities, limited resources, and internal and external challenges. • Ability to perform work that involves high level issues, processes, or organizational needs. Decisions impact the community at large, most of the staff, or both. • Ability to Interact with senior managers, citizens, and elected officials on a regular basis. Principal role in the organization is to ensure that the principals and objectives of the elected officials are implemented in an efficient and effective manner. PHYSICAL DEMANDS The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required: • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. WORK ENVIRONMENT Work deals with regularly making decisions that could lead to major community or organizational consequences if an employee fails to make the appropriate decision at the time.
