ITEM BACKGROUND:
Sugarloaf Fire Station
The County entered into a Comprehensive Agreement with Fortress/Summit in July 2024 for
construction of a new fire station on Sugarloaf Key. Fortress/Summit is responsible for all design,
permitting, and construction and they have been actively working with the County Planning and
Environmental Resources as well as the Building Department in pursuit of variances and permits for the
project. Attached is a detailed report on the status of the design,permits, and other moving parts of the
project. The current schedule milestones are:
• Permits (County building, SFWMD, FDOT, FDEP): July 2025
• Temporary fire station ready for move-in: August 2025
• Demolition of existing station: August - September 2025
• Construction of new station starting September 2025
• Completion of the new station (move-in) October 2026
Layton Fire Station
Monroe County has staffed and maintained the fire station in the City of Layton for many years. The
fire station is aging and in need of replacement. The County is looking into pursuing federal funding
through a grant program for the replacement. Attached is a detailed report on the status of the future of
this project.

SUBJECT: Status Report for the New Sugarloaf Fire Station
In March 2022,Monroe County received an unsolicited proposal from Fortress Secured,LLC,in partnership with Summit
Construction Management Group,to construct a new Sugarloaf Fire Station,on the site of the existing Fire Station,using a Public
Private Partnership model. In conformance with Florida's statewide law authorizing public-private partnerships("P3"),section
255.065,Florida Statutes),the County advertised for competing proposals and,receiving none,commenced negotiations with Fortress
/Summit.
Originally,the proposal included a financing component that included building a commercial wireless network antenna through which
the debt for construction of the fire station would be financed via a lease agreement. Eventually,the County decided to finance the
construction of the fire station through its own means. A comprehensive agreement between the County and Fortress/Summit was
negotiated and approved by the BOCC on 7/17/2024. Sufficient space would be provided for the future construction of a wireless
network antenna,subject to a separate agreement between the County and the wireless provider.
Fortress/Summit,acting as the County's developer,is responsible for all design,permits,and construction,including providing a
temporary fire station to allow for demolition of the old fire station and construction of the new station. Fortress/Summit has been
meeting with the County Planning and Environmental team as well as with the Building Department in pursuit of possible variances
and of course permits for the project. The following is a summary of the current project status as recently reported by Summit:
• Building Plans and Building Permit:plans have been finalized and are ready to be submitted to Monroe County for review
and permitting.
• Civil Plans: The water management district had comments on the plan that substantially impacts the stormwater design.
Essentially the new rules do not allow our Storm Tee underground stormwater facility to be used,due to new regulations. We
have been in the process of switching to a different style of vaulted storm retention.Revised civil plans are due April 1,2025.
• Water Management District Permit: Aside from the stormwater comments above,we have addressed several other
comments from the district with native plants and groundcover.Applications will be submitted after acceptable civil plans
are received,anticipated to occur in the first week of April.
• FDOT Permit:Because of the County's screening and landscaping requirements,and the limited available space of the site
we have proposed to install some plantings inside the DOT ROW area along the frontage.FDOT has agreed to allow the
plantings there,but we are changing some plant species to be in-line with FDOT near-road guidelines. We have also updated
FDOT with the latest survey on the acquisition parcel documents. Applications will be submitted after acceptable civil plans
are received,anticipated to occur in the first week of April 2025. Note: The County has completed all transfers of surplus
rights-of-way(ROW)adjacent to the US-1 ROW in front of the fire station.
• Variance Request: The above-mentioned landscaping is a large component of the variance request,meeting the Monroe
County landscape buffer requirements along the property's frontage.Now that we have a path with FDOT for an alternative
to meeting those requirements by planting in the ROW,we have one additional variance item remaining-driveway spacing.
Because Monroe County does not have official guidance on parking requirements for a fire station,we remain hopeful the
County will accept our limited proposed parking and justification,based on the size constraints of the parcel and fire station

staffing,in lieu of a variance request. A revised variance application and supporting documents are being prepared and will
be submitted to Monroe County for review and Planning Commission public hearing scheduling. This is also pending the
completion of the civil plans.
• Temporary Fire Station: We have a tentative agreement from a nearby landowner to lease several cottages in the vicinity of
the fire station site for the duration of the demolition and construction of the permanent facility. These cottage units are to be
provided fully furnished. The units are near the fire station site and have plenty of parking for fire equipment. In summary,
the rental cottages provide 3 separated units,totaling approximately 1,500 SF of living space including 3 kitchens,restrooms
and up to 6 beds. We pivoted to the rental cottage solution because the due diligence on the parcel originally anticipated for
the temporary fire station site was prohibitively low in elevation,requiring many feet of fill for a modular unit to be placed.
Note: This change will accelerate the schedule by several months since it eliminates the permitting and building of a
temporary fire station using modular units as originally planned.
• Timing Summary: We anticipate finalizing the design and permitting efforts in the next 120 days.
Note: The following are the latest updates to the schedule milestones:

SUBJECT: Status Report for the New Layton Fire Station
Monroe County has staffed,equipped and maintained,the fire station in the City of Layton for several years. Via a separate project,
the County is using an HMGP grant to provide a new backup power generator for the Layton fire station. There are six contiguous lots
at this location,three owned by the City,containing the existing City Hall and the existing fire station and three lots owned by
Monroe County,one of which is vacant. The fire station building,owned by the city,is aging and in need of replacement.
In January 2023 the County's developer for the Sugarloaf Fire Station,Fortress Secured was approached by the City of Layton to
develop a conceptual site plan for the City Fire Station and City Hall. The attached exhibit presents a master plan for the proposed 2-
story/3 bay Layton Fire Station and a proposed 2-story City Hall. The concept was not pursued by the city at that time,due to the
lack of funding.
The opportunity to pursue federal funding through a grant program offered by the US Department of Housing and Urban
Development, Community Development Block Grant(HUD/CDBG)arose during discussions with Hale Innovation,a grant writing
and management consultant that the County has used successfully for CDBG grants in the past. The specific grant category that looks
promising is the CDBG Small Cities program.
After discussing this opportunity with Hale Innovations,the following is a summary of the opportunity and associated issues:
• This project can be a 100%funded project. With a fire station cost of around$10M,it would be a large request.
o CDBG used to have a$750k limit,but that restriction has been removed.
o Since the project will not likely succeed without the full$10M,it is recommended we go for the full request.
• The project is great fit. It appears there is enough data available to make sure the coverage area and Low—Moderate Income
(LMI)benefit is 51%or higher. According to the Florida Commerce/HUD tables,the LMI for Layton specifically is 76%.
Also,the Layton Fire Station serves a larger area than just the city,providing backup fire rescue services up and down the
US-1 corridor from Marathon to Islamorada;expanding the service area brings the LMI to around 70%, still a strong
application.
• The project itself will have to be phased. We can build the two projects(Fire Station and City Hall) simultaneously,but it'll
have to be two separate projects and two separate procurements. Our approach here would require significant coordination
the City of Layton.
• The rational for upgrading the Fire Station from 2-bays to 3-bays would require some justification.
• Hale Innovation will lead the grant application and has proposed$10,655 for this effort.
• There will be a NEPA compliance requirement as part of the grant. This would cost about$30,000 out of pocket,only if the
grant is awarded.
• The DCP(Design Criteria Package)would probably be around$25,000 and is not required until after award.
• The CDBG Small Cities is limited competition. Not all jurisdictions are allowed to go after this money. There is
approximately$40M in Small Cities funding available for Florida, so we would be asking for 25%of that. There is a chance
they might reach out and ask if you'll take less money to do the project and partially fund it,then you'd have a decision to
make.
Timeline/Requirements for the Grant Application:
• Application due May 02,2025
• 2 Public Hearings/Meeting Minutes advertised for 5 days each prior to submitting application.
• Grant Writing Task Order to Hale Innovation
• Develop the DCP This would also be led by Hale Innovation
• Updated Concept Plan/Coordination with City of Layton(use agreement).
