AGENDA ITEM WORDING: Confirmation of Devin Tolpin, AICP, CFM, as Senior Director of
Planning and Environmental Resources, effective April 16, 2025.
ITEM BACKGROUND:
The Senior Director of Planning and Environmental Resources position manages all staff under
Planning and Environmental Resources, including Planners, Biologists, Marine Resources, and
Geographic Information Systems. The former director, Emily Schemper, was recently promoted to
Director of Growth Management.
Devin Tolpin, AICP, CFM, has been selected for the position, and we are seeking confirmation by the
Board. Section 125.74(1)(k), Florida Statutes, requires that the Board of County Commissioners
confirm all department heads.
Devin has been a member of the Planning & Environmental Resources Department for over eight years.
She has had experience in both planning and marine resources and currently holds the position of
Planning and Development Review Manager. Devin received her undergraduate degree in
environmental science and policy from the Florida State University and a Masters of Public
Administration degree from the University of Central Florida. Devin is a certified planner through the
American Institute of Certified Planners, and a Certified Floodplain Manager. She was born and raised
in the Keys and is an active member of the local community.
No additional Full Time Equivalent is needed for this position. We are filling an existing vacant FTE.

JOB SUMMARY
The primary function of this position is to lead the Department of Planning and Environmental Resources
including management of Comprehensive Planning, Current Planning, Transportation Planning,
Development Review Administration (ROGO/NROGO), Environmental Resources and Marine Resources.
In addition, this position assures coordination and consistency with other County Departments under the
Growth Management Director, including Building and Code Enforcement, as well as other related County
Departments, such as Public Works and Engineering Services.
ESSENTIAL JOB FUNCTIONS
• Performs general budgetary, personnel, and management functions of the department.
• Provides staff support to and serves as Chief Planning Advisor to Planning Commission.
• Directs Comprehensive Planning functions for the County in compliance with Florida Statues,
Rules and other applicable State and Federal regulations.
• Coordinates with other departments, agencies, and levels of government on comprehensive
planning issues.
• Directs Current Planning functions for the County in compliance with the Comprehensive Plan,
Land Development Code and other applicable State and Federal regulations.
• Enforces the provisions and renders interpretations(final decision making) of the Comprehensive
Plan and Land Development Code.
• Provides leadership for Current and Comprehensive Planning, Environmental Resources, and
Marine Resources sections. Supervises serves as technical and policy advisor to subordinate
professional and support staff.

• Directs and oversees preparation and review of text amendments, map amendments,
development orders.
• Directs other specialized planning programs for the County, including but not limited to
Transportation Planning and Geographic Information Systems (GIS).
• Directs the Environmental Resources section, including development review for land
preservation, the Tier System and other programs that implement Monroe County land
conservation policies.
• Directs the Marine Resources section, including marine resources preservation and quality
assurance, through the Derelict Vessel Removal Program — including managing a program to
provide vessels mobile marine pump out; Marker Program — ensures installation and
maintenance of waterway markers; and others.
• Facilitates intergovernmental coordination with internal and external entities.
• Administers state contracts and consultant agreements.
• Prepares or supervises preparation of technical and policy schedules and planning information
database.
• Responds to inquiries from the public, local, state, and federal agencies on Monroe County
Planning and Environmental issues.
• Provides planning recommendations and testimony to BOCC, Planning Commission, Development
Review Committee, Hearing officer, and other bodies.
• Speaks to civic clubs, homeowners' associations, radio and TV and newspapers as required.
• Develops and leads meetings and workshops to provide for public participation in Departmental
projects.
• Performs other related job duties as assigned.
• In the event of special, emergency, or disaster situations, employee may be required to work
schedules other than those for which they are regularly scheduled in any capacity deemed
appropriate.
QUALIFICATIONS
Education and Experience:
Master's Degree in Urban, Environmental,or Regional Planning,or related field.Seven (7)years minimum
of prior related work experience.

• Ability to oversee, plan, and implement major programs and services for the organization.
• Ability to develop policies, long range plans, and allocate funds. Ability to make decisions that
involve multiple priorities, limited resources, and internal and external challenges.
• Ability to perform work that involves high level issues, processes, or organizational needs.
• Ability to interact with senior managers, citizens, and elected officials on a regular basis. Ability
to ensure that the principles and objectives of the elected officials are implemented in an
efficient and effective manner.

PHYSICAL DEMANDS
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible
