Project Name: Key West International Airport—Financial Advisory and Consulting Services
Description of Services: Frasca &Associates, LLC (Frasca)will assist the Airport with ongoing monitoring,
analysis and reporting of financial matters related to the Concourse A Expansion and Terminal
Improvement Project("Project"), the Series 2022 Bonds, the PNC Line of Credit and other strategic
financial matters related to the Airport. Frasca will provide the following services:
• Monitor and update the Project cash flows and Airport-wide cash flows to ensure compliance
with the Airport's Bond Ordinance,
• Coordinate with the Airport Finance and Project Delivery teams regarding the timing and
payment of project expenses,
• Assist the Airport with monitoring the usage of AIP, BIL, and FDOT grants, PFCs, bond proceeds
and other funding sources,
• Monitor and report Project and Airport-wide cash flows on a monthly basis,
• Assist the Airport with required disclosures as it relates to the Series 2022 Bonds and PNC Line
of Credit,
• Assist the Airport with the preparation of financial and activity reports,
• Lead the preparation for and presentation of rating agency updates,
• As requested, prepare and deliver Project financial updates to the BOCC, airlines, and other
stakeholders,
• Support the Airport in evaluating strategic initiatives as requested by the Airport and/or County,
• Ongoing support and other assistance that may be requested by the Director of Airports,from
time to time, and which is not otherwise authorized under a then effective Purchase/Service
Order(PSO) between Frasca and the County.
Days to Complete: 365 days Lump Sum Fee: $49,000
