AGENDA ITEM WORDING: Approval of a Resolution approving the receipt of a donation by the
Key West Art and Historical Society for the Key West Lighthouse New Restroom and Storage
Buildings Project. This project is primarily funded by TDC grants.
ITEM BACKGROUND:
The Project Management Department applied for and was awarded two (2) grants by the Tourist
Development Council(TDC) for a total of$586,500.00 for the construction of two (2) new small
buildings on the Key West Lighthouse property - one building for a new ADA accessible restroom and
one building for storage.
A selection-based Request for Proposals (RFP)was advertised and posted to Bonfire in March 2024
with bids due April 24, 2025. A total of four (4)bids were received and a selection committee meeting
was held on May 23, 2025. Pedro Falcon Contractors, Inc. was selected as the highest ranked
responsible proposer by the selection committee members.
Pedro Falcon Contractor's bid was $2,325 over the total TDC grants. Project Management staff
contacted the Key West Art and Historical Society(KWAHS)who manage the Key West Lighthouse
property and asked if they would be willing to fund the budget shortfall. KWAHS stated they would
and provided a letter confirming their commitment.
In order to ensure this project is fully budgeted, staff is asking for Approval of a Resolution approving
receipt of the donation of$2,325.00 from KWAHS to fund the budget shortfall.
(Staff is asking for approval to award the construction agreement to Pedro Falcon Contractors for this
project, also at the June 18, 2025 BOCC meeting as a separate agenda item.)

RESOLUTION NO. -2025
A RESOLUTION BY THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS APPROVING THE RECEIPT
OF A DONATION BY THE KEY WEST ART &
HISTORICAL SOCIETY FOR IMPROVEMENTS TO THE
HISTORIC KEY WEST LIGHTHOUSE.
WHEREAS,the Key West Lighthouse property represents a significant historic site listed
on the National Register of Historic Places; and
WHEREAS, the Key West Lighthouse building constitutes a historic brick masonry
lighthouse completed in 1848, with additions in 1894; and
WHEREAS,the Key West Lighthouse property is owned by Monroe County and operated
as a museum for the benefit of the public by the Key West Art and Historical Society; and
WHEREAS, on July 20, 2023, Monroe County received a grant from the Monroe County
Tourist Development Council to fund the construction of a new Restroom Building and Storage
Building on the grounds of the Key West Lighthouse to enhance the public amenities on the
property and improve the functionality thereof, and
WHEREAS, on July 30, 2024, Monroe County received a second grant from the Monroe
County Tourist Development Council for additional funding for the construction of a new
Restroom Building and Storage Building on the grounds of the Key West Lighthouse to enhance
the public amenities on the property and improve the functionality thereof, and
WHEREAS,on March 8,2025,a Request for Proposals was issued by the Monroe County
Project Management Department soliciting qualified contractors to perform the construction of the
new Restroom Building and Storage Building on the grounds of the Key West Lighthouse; and
WHEREAS, on May 23, 2025, Pedro Falcon Contractors, Incorporated was selected as
the responsible and responsive contractor/respondent submitting the highest ranked proposal to the
competitive solicitation for the construction of the new Restroom Building and Storage Building
on the grounds of the Key West Lighthouse; and

WHEREAS, notwithstanding the submission of the highest ranked proposal by Pedro
Falcon Contractors, Incorporated for the construction of the new Restroom Building and Storage
Building on the grounds of the Key West Lighthouse, the proposal amount nevertheless
exceeded the funds available through the grants from the Monroe County Tourist Development
Council to perform the work; and
WHEREAS, in order to address the shortfall in funding and to facilitate the progress
toward the construction of the new Restroom Building and Storage Building on the grounds of the
Key West Lighthouse, the Key West Art and Historical Society has agreed to donate to Monroe
County the sum of Two Thousand, Three Hundred, Twenty-Five Dollars ($2,325.00) as set forth
in Exhibit A, hereto.
NOW THEREFORE,BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF MONROE COUNTY, FLORIDA, THAT:
Section 1. The Board hereby accepts the donation in the amount of $2,325.00 submitted by
the Key West Art and Historical Society to Monroe County.
Section 2. The Board hereby directs that said funds be placed in Fund 117-366000-RC_00316
to fund the shortfall between the contract amount and the funds available through the grant from
the Monroe County Tourist Development Council.
Section 3. Such donation shall not be due and payable to Monroe County unless and until all
permits and regulatory approvals are received by Pedro Falcon Contractors, Incorporated from the
City of Key West and a Notice to Proceed for the construction is issued by the Monroe County
Project Management Department.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
this 18t' day of June 2025.

This letter serves as confirmation that the Key West Art and Historical Society (KWAHS)
will cover the budget shortfall of$2,325 (based on the total TDC project funding of
$586,50o and Pedro Falcon Contractors' bid of$588,825). This will allow for the contract
amount to be fully funded.
This is an important project for the continued successful operation of the Key West
Lighthouse and Keeper's Quarters. KWAHS is grateful for the support from the TDC,
Monroe County Project Management, and Monroe County BOCC.
