ITEM BACKGROUND:
The County Administrator is recommending Cathy Crane as Monroe County's Community Services
Director. This recommendation comes as part of a broader organizational restructuring initiative aimed
at streamlining operations, improving efficiency, and enhancing service delivery to residents. The
Community Services Director will direct the operation of, coordinate, and manage Community Support
Services, In-Home Services,Nutrition, Monroe County Transit and Veterans Affairs programs. The
position has primary responsibility for running a division that provides direct services to veterans and
citizens of Monroe County.
This strategic realignment includes the consolidation of departments with overlapping functions, such
as the Veterans Affairs and Social Services departments, to reduce administrative overhead and ensure
cohesive client service delivery. These departments, which provide similar direct services to citizens,
are being merged under unified leadership to increase responsiveness, reduce redundancy, and optimize
use of County resources.
The elimination of a senior director position, along with other administrative realignments, reflects a
"fresh eyes" approach to departmental organization. This approach identified vacant positions with no
operational impact and led to targeted full-time equivalent (FTE)reductions through attrition, cross-
training, and shared staffing models. These decisions were made carefully to preserve front-line
services while achieving meaningful cost savings.
The State's 2025-2026 Implementing Bill(SB 2502)underscores the importance of responsible local
governance. The Governor's Office of Policy and Budget may review local government operations,
including potential areas of waste, mismanagement, or duplication of services. Monroe County's
current restructuring efforts align proactively with these expectations by consolidating roles, reducing
duplicative functions, and enhancing fiscal responsibility.
Additionally, estimated reductions in state sales tax revenues will significantly impact Monroe County's
general fund, with a projected loss of nearly $4 million in FY 2025-2026. This fiscal pressure makes

operational efficiency and effective leadership more critical than ever.
Cathy Crane brings a wealth of institutional knowledge and a record of effective management to the
Community Services Department. Her confirmation ensures continuity, stability, and strategic oversight
as the County navigates these financial and structural changes.
The County Administrator has selected Cathy for the position and is seeking confirmation from the
board. Section 125.74(1)(k), Florida Statutes, requires that the Board of County Commissioners confirm
all department heads. Therefore, confirmation is being sought. The County Administrator will transition
this position to a permanent position, upon successful probation period. No additional Full Time
Equivalent(FTE) is needed, the current position will be utilized and will result in a reduction of 1 FTE
previously allocated to the Sr. Director of Social Services.

JOB SUMMARY
The primary function of this role is to guide, direct the operation of, coordinate, and manage

ESSENTIAL JOB FUNCTIONS
* Assures the Departments under management provide excellent,accurate,and fair
services to the citizens of Monroe County.
* Carries out County Administrator and BOCC directives.
* Provides policy recommendations on community services issues and programs tothe
County Administrator, BOCC, and other Departments. Consults with the County
Administrator and Assistant County Administrator periodically concerning issues,
problems, and progress of the Department.
* Responds to inquiries by telephone to the general public, BOCC, County Attorney, State,
and Federal agencies.Acts as legislative liaison with local, State, and Federal elected
officials.
* Consults with the Social Security Administration, Civil Service, U.S. Department of
Veterans Affairs, Florida Department of Veterans Affairs, Alliance for Aging, Agency for

Healthcare Administration, Florida Department of Transportation, and other State,
County, and Federal Agencies.
• Interviews applicants, reviews applications, and recommends hiring of all direct reports.

• Speaks to civic clubs, homeowners, property owners, radio,TV, and newspaper as required.
• Directs the planning, application, development, review, and compliance of all Federal and
State grants and consultant contracts.
• Prepares, reviews, edits, recommends, and monitors the department's budgets.
• Prepares, reviews, edits, and approves items to be forwarded to the County
Administrator for placement on the County Commission's meeting agenda and handles
presentations at meetings with staff participation as necessary.
• Serves as Planning Director for Emergency Management during and after disasters to
best utilize Department resources.

QUALIFICATIONS
Education and Experience:
Requires a master's degree and 7—10 years'experience OR a bachelor's Degree and 12 years of
progressively responsible experience in a related field.
Special Qualifications:
Must possess a current State Director of Veterans Affairs County Service Officer Accreditation in
accordance with F.S. 292.11 from the Florida Department of Veterans Affairs;valid Florida Driver's
license.

COMMISSIONERS OF MONROE COUNTY, FLORIDA,
CONSOLIDATING THE VETERANS AFFAIRS AND
SOCIAL SERVICES DEPARTMENTS INTO THE NEW
COMMUNITY SERVICES DEPARTMENT, CONFIRMING
CATHY CRANE, VSO, AS THE DIRECTOR OF THE
COMMUNITY SERVICES DEPARTMENT, VESTING
SIGNATURE AUTHORITY AND GRANT
ADMINISTRATION OVERSIGHT RESPONSIBILITIES
THAT WERE PREVIOUSLY VESTED IN THE POSITION
OF SENIOR DIRECTOR OF SOCIAL SERVICES,
THROUGH PRIOR RESOLUTIONS OF THE COUNTY
COMMISSION,TO THE NEW POSITION OF COMMUNITY
SERVICES DIRECTOR; PROVIDING FOR
SEVERABILITY; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, F.S. 125.74(1)(j)vests the County Administrator with the power and duty to
organize the work of the County departments, subject to an administrative code developed by the
Administrator and adopted by the Board, and to review the departments, offices, administration,
and operation of the County and make recommendations pertaining to thereto for reorganization
by the Board; and
WHEREAS, Section 2-58 of the Monroe County Code adopts and incorporates the County
Administration Law into the County Code; and
WHEREAS, the County Administrator is continuously reviewing and assessing the work
within and among County Departments; and
WHEREAS, the County Administrator, pursuant to her authority and duties under F.S.
125.74(1)(j)and Section 2-58 of the County Code has proposed to consolidate the Veterans Affairs
and Social Services Departments into a newly created Community Services Department; and
WHEREAS, pursuant to the authority vested in her by F.S. 125.74(1)(k), the County
Administrator proposes naming current Veterans Affairs Director Cathy Crane, VSO, as the
Director of the newly created Community Services Department; and

WHEREAS, as part of that consolidation, the Administrator has determined that it is in
the best interest of the County to eliminate the position of Senior Director of the Social Services
Department; and
WHEREAS, to ensure continuity of daily County business and effectuate the transfer of
previously vested authority in the eliminated position,the County Administrator recommends that
the County Commission delegate all authority and grant oversight responsibilities that were
approved by previous County Commission resolutions and vested in the position of Senior Director
of the Monroe County Social Services Department,now to be transferred and vested in the Director
of the Monroe County Community Services Department.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
Section 1: That the foregoing "WHEREAS" clauses are hereby incorporated herein as
findings of fact of the Board of County Commission., ratified, and confirmed as being true and
correct and are hereby made a specific part of this resolution.
Section 2: That the Board hereby approves the consolidation of the Veterans Affairs
and Social Services Departments into the newly created Community Services Department.
Section 3: That Board hereby confirms Cathy Crane, VSO, as the Director of the
Community Services Department.
Section 4: That the Board delegates all signature authority and grant oversight
responsibilities that were approved by previous County Commission resolutions and vested in the
position of Senior Director of the Monroe County Social Services Department, to the position of
Director of the Monroe County Community Services Department, currently held by Cathy Crane.
Section 5: That the County Administrator, or her designee,is hereby authorized to take
such action as is consistent with this resolution to ensure continuity of daily County business and
facilitate said transfer and delegation as it may impact contracts and other responsibilities moving
forward. To the extent permitted by the Article I, Section 10 of the United States Constitution, and
Article I, Section 10 of the Florida Constitution, all uses of the title "Senior Director of Social
Services Department" shall be construed as referring to the Director of Community Services
Department.
Section 6: That the County Attorney, or his designee, shall have the authority to
resolve disputes and/or questions regarding the legal interpretation of said transfer and delegation
of signature authority and grant oversight responsibilities expressly made by this resolution.

Section 7: That if any clause, section, other part or application of this resolution is held
by any court of competent jurisdiction to be unconstitutional or invalid, in part or in application, it
shall not affect the validity of the remaining portion or applications of this resolution.
Section 8: That this resolution shall become effective upon adoption and shall continue
to be in full force and effect until modified or rescinded by subsequent resolution of this Board.
