ITEM BACKGROUND: The County Administrator is recommending Cathy Crane as Monroe County's Community Services Director. This recommendation comes as part of a broader organizational restructuring initiative aimed at streamlining operations, improving efficiency, and enhancing service delivery to residents. The Community Services Director will direct the operation of, coordinate, and manage Community Support Services, In-Home Services,Nutrition, Monroe County Transit and Veterans Affairs programs. The position has primary responsibility for running a division that provides direct services to veterans and citizens of Monroe County. This strategic realignment includes the consolidation of departments with overlapping functions, such as the Veterans Affairs and Social Services departments, to reduce administrative overhead and ensure cohesive client service delivery. These departments, which provide similar direct services to citizens, are being merged under unified leadership to increase responsiveness, reduce redundancy, and optimize use of County resources. The elimination of a senior director position, along with other administrative realignments, reflects a "fresh eyes" approach to departmental organization. This approach identified vacant positions with no operational impact and led to targeted full-time equivalent (FTE)reductions through attrition, cross- training, and shared staffing models. These decisions were made carefully to preserve front-line services while achieving meaningful cost savings. The State's 2025-2026 Implementing Bill(SB 2502)underscores the importance of responsible local governance. The Governor's Office of Policy and Budget may review local government operations, including potential areas of waste, mismanagement, or duplication of services. Monroe County's current restructuring efforts align proactively with these expectations by consolidating roles, reducing duplicative functions, and enhancing fiscal responsibility. Additionally, estimated reductions in state sales tax revenues will significantly impact Monroe County's general fund, with a projected loss of nearly $4 million in FY 2025-2026. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: Section 1: That the foregoing "WHEREAS" clauses are hereby incorporated herein as findings of fact of the Board of County Commission., ratified, and confirmed as being true and correct and are hereby made a specific part of this resolution. Section 2: That the Board hereby approves the consolidation of the Veterans Affairs and Social Services Departments into the newly created Community Services Department. Section 3: That Board hereby confirms Cathy Crane, VSO, as the Director of the Community Services Department. Section 4: That the Board delegates all signature authority and grant oversight responsibilities that were approved by previous County Commission resolutions and vested in the position of Senior Director of the Monroe County Social Services Department, to the position of Director of the Monroe County Community Services Department, currently held by Cathy Crane. Section 5: That the County Administrator, or her designee,is hereby authorized to take such action as is consistent with this resolution to ensure continuity of daily County business and facilitate said transfer and delegation as it may impact contracts and other responsibilities moving forward. To the extent permitted by the Article I, Section 10 of the United States Constitution, and Article I, Section 10 of the Florida Constitution, all uses of the title "Senior Director of Social Services Department" shall be construed as referring to the Director of Community Services Department. Section 6: That the County Attorney, or his designee, shall have the authority to resolve disputes and/or questions regarding the legal interpretation of said transfer and delegation of signature authority and grant oversight responsibilities expressly made by this resolution. 2 Section 7: That if any clause, section, other part or application of this resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in application, it shall not affect the validity of the remaining portion or applications of this resolution.
