Board of County Commissioners Meeting
July 16, 2025
Agenda Item Number: C 16
2023-4223
BULK ITEM: Yes DEPARTMENT: Transit
TIME APPROXIMATE: STAFF CONTACT: Richard Clark
AGENDA ITEM WORDING:
Approval of a Resolution by the Monroe County Board of County Commissioners prioritizing traffic
flow improvement projects from the potential solution list of projects within Appendix G of the
approved U.S. 1 Transportation Master Plan that could alleviate congestion on U.S. 1 and assist in
improving the level of service on U.S. 1; and direction to forward the prioritized recommendations to
the Florida Department of Transportation.
ITEM BACKGROUND:
In February of 2022 the BOCC approved the potential solution list of projects within Appendix G of the
approved U.S. 1 Transportation Master Plan. This list of 183 projects was submitted to FDOT. A total
of 75 of the 183 projects were addressed by FDOT. Many of those 75 projects addressed have been
added to FDOT's 5 year work plan and continue to be completed.
Throughout 2025 the Florida Keys Transportation Coordination Committee (FKTCC) met and
evaluated the remaining 108 projects for prioritization. Further, projects from the FDOT Freight
Mobility Plan as well as new and updated projects were added to the list of projects for consideration.
As requested by the FDOT, the FKTCC broke the projects into tier 1 and tier 2 projects. The list of
projects within a tier are weighted equally.
The FKTCC is made up of elected officials from each city and the county.
After the FKTCC met, each city reviewed the project lists with their respective boards and each city
passed a resolution supporting a prioritization of the projects. Those resolutions are included as backup
to this resolution.
On May 6, 2025, the FKTCC created a final prioritization list. These projects are rank by tier and staff
plan to send the list to FDOT for them to review the projects and start prioritizing the projects in the
FDOT work plan, if they are the responsibility of FDOT.
Subsequently each and every municipality within the County voted unanimously to support their own
1081
resolutions in favor of the newly created priority project list.
On June 11, 2025 the FKTCC voted unanimously to approve a resolution in support of the new priority
project list.

Requires coordination with FDOT,Key West Transit, and
Miami-Dade Transit;potential R/W impacts
This area of US1 is very congested with multiple forms
of transportation converging.A dedicated crossing for
bike/pedestrian traffic would be the safest solution.
The left in and left out of southbound trucks is a safety
concern as well as a flow of traffic problem.
Inter-island ferry service has long been contemplated in
the Florida Keys. This would directly remove cars from
US1.
The ability to control traffic flow from a remote location
at FDOT and/or the Sheriff's office is key to keeping
traffic flowing.
Key Largo,Stock Island,Marathon,Big Pine

Requires road speed evaluation
1121
This evaluation and implementation needs to be done
simultaneously with the developer. Waiting until the
development is complete and there is an issue will be
too late.
The intersection continues to see more and more use.
A proper evaluation of potential solutions for both
traffic flow and safety are needed.
This would help both traffic flow as well as safety at this
intersection.
Signage and signalization have both been
addressed by FDOT.
Study modern alternative intersection designs that
could alleviate traffic and help safety
