AGENDA ITEM WORDING: Approval of a Resolution authorizing the submission of Monroe
County's grant application for not to exceed amount of$25 Million in state Resilient Florida funds,
matched with$54,165,834 in HMGP federal funds and $0 County funds, for construction and CEI
services for the Flagler Avenue resilient road adaption project for the Resilient Florida grant program in
2025/26.
ITEM BACKGROUND:
This resolution authorizes the submission of the capital grant application for the Flagler Avenue
resilient road adaptation project that County staff proposes to be submitted under the state Resilient
Florida grant program for 2025/26 for construction and CEI services.
There are $54,165,934 of HMGP funds reserved for this project, which represents a 75% match of the
$72,221,112 project cost, leaving a shortfall of$18,055,178. The Resilient Florida program provides up
to 50% of the grant funds for capital projects. Staff proposes to submit a grant application to the State
for an amount not to exceed $25 Million, which is up to a 35% match. The actual amount of the grant
application may vary slightly by the time it is completed, but the request will not exceed $25 Million in
Resilient Florida funds.
A contract for engineering design and permitting was executed and is underway and scheduled to be
completed by June 2026.
Flagler Avenue is a main thoroughfare serving the largest population center and tourism hub in the
Florida Keys. After a storm, it often becomes the only usable travel route, as the other main avenues,
located along the shoreline, are frequently blocked by sand and storm debris. Its central location and
reliable access make Flagler Avenue vital to post-storm recovery and everyday mobility. Future
elevation of this avenue is critical for public safety and commerce.

P.A. to provide an updated vulnerability assessment to support the County's Resilient Florida grant
applications for 2022; and an extension of time retroactive from May 30, 2022, to December 31, 2022.
06/15/22: Discussion and direction of the potential capital projects applications to be submitted under
the "Resilient Florida" program for 2023.
06/21/23: Discussion and direction regarding the proposed capital projects applications to be submitted
under the "Resilient Florida" program for 2024.

"Resilient Florida" program for 2025.

RESOLUTION NO. -2025
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY TO APPROVE THE GRANT APPLICATION AND
AUTHORIZE THE COUNTY ADMINISTRATOR TO SUBMIT SUCH
APPLICATION WITH THE FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION FOR THE RESILIENT FLORIDA
GRANT PROGRAM; PROVIDING AN EFFECTIVE DATE; AND FOR
OTHER PURPOSES.
WHEREAS, the Florida Department of Environmental Protection has a grant program pursuant to Section
380.093, Florida Statutes known as the "Resilient Florida"program; and
WHEREAS, the Resilient Florida grant program provides funds to local governments to undertake capital
resilience projects addressing flood risk; and
WHEREAS, the Monroe County Board of County Commissioners seeks to apply for a road adaptation
capital grant application; and
WHEREAS, the Board of County Commissioners for Monroe County approves the application and
authorizes the County Administrator to submit the applications under the 2025/26 Resilient Florida
program.
NOW THEREFORE, BE IT RESOLVED BY THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS, FLORIDA,AS FOLLOWS:
Section 1: The Monroe County Board of County Commissioners hereby authorizes the County
Administrator to submit the following application with the Florida Department of Environmental
Protection under the Resilient Florida program:
