RE: Monroe County Extension Service
The City of Key West and its citizens has benefited greatly from Monroe County's continued sponsorship of
the UF/Monroe County Extension Service office. For half the price of an existing employee, Extension
agents are daily ambassadors of the County to the entirety of the Florida Keys.
Their Director has been a right hand to the County's Resilience Officer, and to the other smaller cities who
do not have anyone in this role. The Sea Grant Agent is actively working to bring back more sponges and
increase filtration of our nearshore waters. The Horticultural agent has trained hundreds of Master
Gardeners who advise new citizens on right plant, right place and how to reduce fertilizer use. And the
Extension Coordinator, who I understand is first on the chopping block, has become an active CPR trainer.
I can understand that the County is in a place where they are looking past cutting the fat and are indeed
making deep cuts into the bones of its services. But, rather than cut a position that costs you 50% of your
other services, consider working with them to meet the increased needs you are creating within the
community.
As an Extension Service advisor, I sit in on periodic meetings to help guide the Agent's work to help meet
the needs of the community, and my own role as the City's Resiliency Manager. Are their aspects of those
deeper cuts that an Extension Agent could help fulfil? Could the Director, who is skilled at Community
Development and Climate change help with the Elevate Florida program? Could the Sea Grant Agent help
with the canal or derelict vessel clean ups?
I would encourage a meeting of the minds before cuts are on the table.

I'm writing to express my strong support for the Monroe County Extension program.As a local resident,
I've seen firsthand the impact this program has across our community. Providing lifesaving CPR training,
helping residents protect their landscapes, educating students, or leading critical environmental
restoration efforts.
This program doesn'tjust serve the public, it also employs skilled professionals who live here, raise
families here, and are deeply invested in the health and future of Monroe County. These jobs support
local families, contribute to our economy, and help retain the kind of talent we need in our region.
The Extension team's work touches everything from public safety to environmental resilience and
education. I truly hope you'll continue to support this program and ensure it remains funded and active in
our community.

Dear Mayor Pro Tem James K. Scholl,
I am writing as a concerned resident of Monroe County regarding the proposed budget cuts to the Monroe
County Extension Service, which will be discussed during the upcoming at the Marathon Government Center.
The Extension Service plays an invaluable role in our community, offering vital programs in environmental
horticulture, agriculture, youth development through 4-H, family and consumer sciences, and disaster
preparedness. These services not only educate and empower residents but also contribute significantly to the
resilience and sustainability of Monroe County's unique ecosystems and economy.
I understand the current proposed budget outlines three tiers of cuts:
• Green cuts —Minor spending reduction of$6,000
• Yellow cuts —Loss of the Environmental Horticulture and Extension Coordinator position ($156,000)
• Red cuts —Complete elimination of the Extension Office ($156,000)
I respectfully urge the Commission to support only the green cuts, and preserve the critical positions and
infrastructure that make Extension services possible. Eliminating the Environmental Horticulture and Extension
Coordinator position—or worse, the entire office—would be a significant loss to our county. It would
jeopardize programs that bring in more than $1.2 million in external grants, as well as matching funds from
the University of Florida totaling over $1.2 million.
This funding multiplier effect—turning a modest county investment into a robust support network—makes
Extension one of the most cost-effective public services available to us. The return on investment is undeniable,
and the impact on our residents is profound.
I am unable to attend the July 15th meeting in person, but it is my hope that this letter conveys my strong
support for Monroe County Extension. I ask that you vote to sustain this essential service and allow it to
continue its mission of improving lives and livelihoods across our community.

continuation of the Monroe County Extension Office. We understand the difficult financial decisions facing the County
and recognize the need for thoughtful budget reductions. Nonetheless,we believe that retaining this program—rather
than removing it altogether—is not just fiscally responsible, but essential to our region's long-term resilience and

We see the Extension as a strategic force multiplier for Monroe County.Through its affiliation with the University of
Florida,the office provides our community with access to a wealth of knowledge, specialized personnel, and technical
expertise that we could not otherwise afford locally.This leverage translates into enhanced efficiency, informed decision-
making, and greater return on public investment.
Following Hurricane Irma,for example, our Sea Grant Agent was instrumental in helping the commercial fishing industry
recover millions of dollars in lost traps.That success was made possible through the Extension's capacity to mobilize
external funding and navigate inter-agency partnerships. Such outcomes demonstrate the direct and measurable value
that the office delivers to the County's working waterfront and natural resource economy.
Additionally, maintaining an Extension presence keeps Monroe County eligible for vital grants that support
environmental stewardship and sustainable economic development. Current projects—such as sponge restoration,
groundwater resource protection, and pollution reduction—address long-standing challenges while aligning with the
County's strategic priorities.
We believe the question is not whether we can afford to retain Extension, but whether we can afford not to.The
program doesn't simply serve the community—it amplifies what Monroe County already invests, helping all of us get

Dear Commissioners,
I am writing to express my strong opposition to the proposed budget cuts to the Monroe County Extension
Service, particularly the Yellow and Red cuts. As a PhD-level marine biologist conducting conservation
research in the Florida Keys, I urge you to consider the far-reaching impacts these cuts would have on our
coastal ecosystems, water quality, educational outreach, and the communities—including local
tourism—that depend on them.
I am an early-career female scientist and south Florida resident who is leveraging connections with the
Extension Officers to conduct research and obtain critical grant funding to conduct queen conch
conservation work in the Florida Keys, an iconic species to the Florida Keys that is of high conservation
concern. These cuts will have far-reaching impacts on my professional development, funding
opportunities, and key personnel in the Extension Office to establish my research programs in the Florida
Keys. I am one of many scientists conducting marine research in the Florida Keys, and these cuts will
impact students and professionals alike. Our work brings money directly into the Florida Keys economy,
including housing, restaurants, vehicle and boat rental services, and more. Our work will also have a
lasting impact on the Florida Keys economy by providing essential ocean research to protect the coastal
habitats that are vital to commercial and recreational industries that rely on marine resources.
The Monroe County Extension Service plays a critical role in supporting evidence-based, locally delivered
programs that directly protect and enhance our fragile marine environment. Extension has leveraged
significant external funding—over $1.2 million in grants—to implement programs that our county would
otherwise not be able to afford. These projects directly support the goals of resilience, sustainability, and
marine stewardship.
Equally important is the Extension's educational mission, which empowers both residents and visitors
with the knowledge to make environmentally responsible choices. Through workshops, public
presentations, and volunteer training programs like the Florida Master Gardeners, Extension raises
awareness about coastal resilience, sustainable landscaping, and pollution prevention—lessons that are
critical in a region so tightly connected to its environment.
Tourism in the Florida Keys depends on clean water, vibrant coral reefs, healthy fisheries, and a pristine
natural setting. Extension's conservation and education efforts directly support these assets. Damaging
or eliminating these services undermines the very resources that draw millions of tourists each year and
sustain our economy.
Moreover, Extension agents serve as essential liaisons to state and national boards, including the Florida
Keys National Marine Sanctuary Water Quality Protection Program and the Gulf of Mexico Fishery
Management Council. Their expertise ensures that Monroe County remains at the forefront of science-
based policy and conservation practice. Eliminating these positions would mean not only a loss of local
capacity but also a silencing of Monroe County's voice in decisions that affect our waters.

I urge you to consider the long-term costs of these cuts. The Extension Service provides an exceptional
return on investment by multiplying county contributions through state, federal, and grant funding. These
services are not duplicative—they are essential.
I strongly urge you to retain funding for the Extension Service positions and to reject the proposed cuts.At
most, only the Green cuts should be considered. The future of our marine environment—and the
industries, livelihoods, educational outreach, and tourism economy it supports—depends on wise
investment in conservation and science-based engagement.

Dear Commissioners,
On behalf of the Key West and Lower Keys Fishing Guides Association (dba Lower Keys
Guides Association and/or LKGA), which represents 90 professional fishing guides and over 250
engaged anglers and fishery enthusiasts throughout Monroe County, I am writing to express our
strong support for continued funding of the UF/IFAS Monroe County Extension Service.
The Extension office particularly through the work of Sea Grant Agent Shelly Krueger—has
been an active partner in initiatives that directly impact the Florida Keys' marine ecosystems and
the fishing community that relies on them. From sponge restoration and coral reef resilience to
fisheries best practices and marine debris removal, the Extension team delivers research-based
guidance, public education, and access to grant-funded projects that simply wouldn't be available
without a local presence.
Ms. Krueger has played a key role in programs that benefit our members, including Florida
Friendly Fishing Guide training and outreach around habitat restoration and water quality. Her
expertise and accessibility make her an irreplaceable asset to the guiding community and the
broader conservation network we count on to sustain both our ecosystems and economy.
We are concerned about proposed budget cuts that could jeopardize this essential service. We
urge the Commission to protect Extension programming in its entirety. If cuts are deemed

Dear Commissioners,
It has come to my attention that on July 15th there will be discussion/decisions on cuts to the Extension Coop budget,
including the Master Gardner program.
I would like to state that, having been a resident for over 50 years and having seen the growth and value of the Extension
services and the Master Gardners program, I ask you to make only Level 1 (green) cuts.
Over the years I have been educated on efficient watering, composting, choosing plants, proper fertilizing, proper pest
control and so much more by the Extension services and Master Gardners. The Master Gardners have suggested naive
plants and answered questions about our unique growing techniques-ALWAYS stressing what is best for our delicate
Keys environment.
I have often referred new homeowners to the Extension services. If anything, we need MORE education about
growing/landscaping here as we have more new-to-the-Keys (clueless) homeowners. We need to teach people to work
with our unique environment- not against it.
Please consider making the minimal budget cuts.

Dear Commissioner Cates,
I am writing to urge you to vote to continue to fund the OF/IFAS Monroe County Extension office at
its current staffing level. This program is one of the most cost-effective in our county. The county
pays slightly over$300,000 in salaries and supplies a year. The rest of the wages, educational materials,
and funds come from the University of Florida (—$630K for 2025). These four staff members have been
able to garner several million dollars of assistance and additional services by writing grants (—$2.4 M
from outside grants and almost$600K from the OF grants in 2024) and serving as a liaison with the OF
Institute of Food and Agricultural Sciences (UF/IFAS). The only employee fully funded by the county
administers the grants, manages the daily office operations, and teaches numerous community classes,
including CPR and safety courses essential for our nurses, firefighters, hospitality staff, and others.
The Sea Grant program has brought many benefits to the fishing and tourism industry as it has obtained
grants for improving the water quality, funds for hurricane preparation and restoration, and many
others. The horticulture agent not only provides direct services to residents, government agencies, and
commercial horticulture businesses, but she also trains and supervises a large cadre of master gardener
volunteers who provide thousands of free service hours a year to residents. Our volunteers have held
monthly plant clinics throughout the Keys, answered email inquiries, taught classes in the community,
assisted homeowner associations and real estate agents as they advise clients about landscape issues,
and provided educational school programs. We have helped stop the spread of fungal diseases and
noxious pests by quickly diagnosing plant pathologies and advising clients on a proper course of
action. We have helped new residents adapt to our unique climate and the growing conditions of the
Keys. We educate the community and commercial landscape staff about the county ordinances
regulating fertilizers, pesticides, and water conservation.
Last year, our Virtual Help Desk, which encourages residents to email horticultural questions to the
extension and receive answers from the master gardener on duty, was recognized as the best new
program among all of the 67 county extension programs in Florida. All these grants and volunteer
services will end if these positions are lost. Rarely does a county have an opportunity to achieve such
a high return on investment as it does for the County Extension programs!
I have attached more specific information about the program's accomplishments to this note. Please
consider supporting this vital and fiscally sound program for the good of the County.

Extension's current efforts and 2024 impact
External Grants: (Not held by the University of Florida or Monroe County)
Co-PI with the OF IFAS Tropical Research Education Center (TREC) in Homestead on the EPA grant of
$746,000, Expanding Florida Keys Sponge Restoration Research to Improve Outcomes at the Local and
Regional Scale, and is supported by the FWC ecosystem restoration team. We are restoring sponges in
the Lower Keys with FWC.
Co-PI on the EPA grant with Florida Gulf Coast University and Florida State University for$650,000,
Nature-based infrastructure for enhancing resiliency of groundwater resources in South Florida. We are
the outreach and education lead to teach residents of Monroe County and South Florida about the
importance of groundwater and surface water resources.
Co-PI on the EPA Climate Pollution Reduction Grant with the SE FL Climate Compact of$999,789.
Extension provides input to the greenhouse gas reduction measures. We participate in drafting regional
documents, including the Regional GHG Inventory, the Regional Priority Climate Action Plan completed
in 2024, and the Regional Comprehensive Climate Action Plan,which will be completed in fall 2025.
Program impacts:
American Heart Association CPR and First Aid Certification Courses
In 2024, we certified a total of 393 participants in CPR and First Aid Skills. Participants in these courses
included Monroe County staff members, community members, captains, fitness instructors, Boy Scouts,
AARP members, Monroe Emergency Reserve Corps (MERC) members, hotel employees, and C.H.I.
providers.We have certified 11 participants in Basic Life Support.This program has been vital to the
community.There are very few, if any, organizations that offer these certifications. Many times, these
participants are required to have these certifications for employment or to hold licenses.
Florida Department of Agriculture Pesticide Applicator Exam Testing
In 2024,we administered 81 pesticide exams. Most of the participants taking exams were from
Mosquito Control, local pesticide applicators, and landscape companies, and are required to take these
exams for employment.
OF/IFAS Florida Master Naturalist Program (FMNP)Core Modules and Special Topics
This adult education program promotes awareness, understanding, and respect of Florida's ecosystems
and wildlife. Monroe County Extension is a lead instructor and was instrumental in program
development for the new Marine Habitat Restoration Series, including teaching, planning, and
facilitating the focus groups for Southeast Florida. Monroe County Extension also wrote the Sponge
Habitat Restoration module and contributed to the seagrass restoration, coral restoration, and artificial
reef modules. We have taught over 150 participants these programs, and many use them for their
work, including FDEP, ecotourism providers, kayak guides, and state park staff.
Florida Master Gardener Volunteer Program
Monroe County, Florida Master Gardener Volunteers provide research-based horticulture information
to residents through the help desk, plant clinics, and site visits. Volunteers design and maintain five
demonstration gardens and lead educational activities in them regularly.The Gato Demonstration
Garden highlights threatened and endangered plants of the Keys and won the state's Outstanding
Demonstration Garden Award in 2022. In 2024, 83 Florida Master Gardener Volunteers contributed
2,866 hours of volunteer work, equal to$90,594 of value to Monroe County residents, according to
irr_P.i r irr r„n.t Sectoi,,.The Virtual Help Desk won the State Award of Excellence for Master Gardener
Team in 2024. In 2024, 91 plant clinics saw over 600 visits from residents with horticultural issues.
Consumer Safety and Finance Program
In 2024, Florida residents reported losing$866 million to fraud. Romance scams were the most lucrative
form of fraud, with losses of$89 million.The state reported 2,163 fraud cases per 100,000 residents.
Extension provides educational workshops on topics such as fraud, online safety, budgeting, and debt
management. One topic covering identity theft, online scams, and phishing is extremely popular among
elderly participants. In 2024, 430 participants attended these programs.
OF/IFAS Florida Friendly Fishing Guides
This is a certification course for flats guides, charter boat, and head-boat captains that covers science-
based techniques that ensure a minimal environmental footprint of fishing. In 2024, 13 fishing guides
and charter boat captains completed the course and received the certification. Extension partnered with
the College of the Florida Keys, Marine Science and Technology Division.This division offers programs in
marine engineering, marine resource management, diving, and related fields, preparing students for
careers in various marine sectors. In 2024, 12 students enrolled in the program were certified.
Florida's Coral Reef Resilience Program
Monroe County Extension co-leads Florida's Coral Reef Resilience Program communications team.This is
one of 10 teams coordinating with more than 700 state and federal resource managers, scientists, and
nonprofit groups. Florida's Coral Reef Resilience Program is the statewide stewardship partnership for
all ecologically significant coral reef units.
Goal Clean Seas Program
Extension works with recreational dive shops to remove submerged marine debris.The purpose of this
program is to remove submerged marine debris and to educate the public about their role in marine
debris prevention. Extension helped to write the standard operating procedures and mini-grant
application for dive shop operators, researched legal liability issues, and arranged for disposal.
School Program
Monroe County Extension partnered with the S.O.S Smart Sprouts Programs. Extension provided
programming on the importance of pollinators and agriculture in the Keys to 283 5th-grade students.

Please continue to fund the Monroe County Extension Service. There would be nothing to fill the
huge void if it is cut.
My family has used their services for decades. We tell people about this wonderful resource all the
time.
My first exposure to the Extension Service was decades ago at its location in the hallway outside the
Stock Island permit office. I remember, as a teenager, the awe I felt to see all their publications
available--for free!! Any time I was there, I happily gathered several, some of which I still have.
Just a few of the ways we have utilized the Service:
--Sent them a tree leaf and had a problem diagnosed
--Emailed a question about a tree problem. A Keys master gardener called back to tell me what
worked because she had had the same problem. Her advice saved the tree.

advice from local experts is irreplaceable. They know the challenges and issues unique to the Keys
because they live here, too. They actually respond to questions personally. Please continue to fund

Dear Mayor Scholl and Commissioners,
I am writing on behalf of The Nature Conservancy in support of continued funding for the services provided to Monroe
County residents, business owners, and natural resource managers by the Extension Service staff. I interact with these
professionals on a regular basis in my capacity as a private property owner, as the manager of TNC-owned natural areas
in the county, and on advisory boards for our marine resources. They are expert in topics as diverse as invasive species
prevention and control, native plant propagation, energy conservation, sustainable use of fishery species, and surely
countless others of importance to the County. Beyond relying on them for my personal and professional needs, I
frequently direct property owners and other individuals who come to me/TNC with questions to the Extension Service
for up-to-date information and guidance. Their ability to interpret and communicate complex, science-based
information for the public is a unique and important skill set. A Monroe County tax dollar spent on the Extension Service
is a dollar very well spent.

Dear Mayor Pro Tern Scholl,
My wife and I are long-time residents and citizens of the State of Florida. We have been fortunate to visit the Florida Keys
on many occasions. Without doubt, the Florida Keys are a unique national treasure. Their environmental, economic and
cultural importance to our State cannot be overstated. I write because it is my understanding that you will consider cutting
or completely eliminating the budget of the OF/IFAS Extension Service office in the Keys in the next fiscal year's
budget. This would be a major mistake!
I strongly urge you to continue fully funding the Extension Service. In a unique and ecologically sensitive area like the
Florida Keys the Extension Service provides research-based knowledge and practical tools addressing invasive species,
water conservation, and adaptation to our changing climate. The Extension Service's outreach helps protect our critical
natural resources, supports the economic vitality of the Keys, and strengthens community preparedness in the face of
environmental challenges.
Moreover, cutting funding for the Extension Service would be a false economy. The Monroe County Extension Service
office implements and administers programs that are funded by the University of Florida, the State, and the federal
government. If you cut or eliminate funding for the OF/IFAS Extension Services in Monroe County's budget the County
will lose the benefit of much larger expenditures from IFAS, the State, and the federal government. Monroe County would
lose much more than it saves.
As a Florida citizen who places a high value on the Florida Keys, I urge you to fully fund and prioritize the OF/IFAS
Extension Services in the upcoming budget.

that protects our coasts and sustains life above and below the water.
We respectfully urge you to preserve funding for the Monroe County Extension Services and approve only the
proposed green-level cutsa modest $6,000 reduction.
The yellow-level cuts would eliminate the Environmental Horticulture Agent and Extension Coordinator, while
the red-level cuts would eliminate the entire Extension Office. These deeper cuts would severely undermine
services that benefit thousands of residents and generate substantial returns for Monroe County.
For over 50 years, Monroe County's Extension Services—operated in partnership with the University of
Florida—have provided trusted, research-based support to the community on issues such as landscape health,
storm recovery, sustainable fishing, water quality, and workforce training. With a small staff of four faculty and
one coordinator, Extension programs reach over 11,000 residents annually and help secure more than $2.4

million in external funding each year. These benefits would disappear if Extension staff positions are
eliminated.
Currently, Monroe County contributes $301,119 to support Extension Services—roughly $4.75 per resident per
year—while receiving:
• $629,896 from the University of Florida
• $593,475 in grants managed by OF
• $1,235,571 in external grants
The return on investment is undeniable. We strongly recommend supporting only the green-level cuts and
maintaining the staffing and structure needed to continue this vital work.

Dear Mayor Pro Tern Scholl,
I have recently learned that the Monroe County Board of Administrators is considering altering the
function of the Monroe Count Extension Services next week. The considerations include minor spending
reductions, the elimination of the Horticultural Agent and Extension Coordinator positions, and the
elimination of the Extension Office.
I strongly urge you to consider minor spending reductions ONLY, if necessary.As the immediate Past
President of the Garden Club of the Upper Keys, I feel that the negative effects of your other cuts would
eliminate the entire Environmental Horticulture Program including the Master Gardener Program as well
as the presence of the entire Extension Office.
As you may be well aware the University of Florida and the Monroe County BOCC have worked together
to provide our local Extension Office for more than 50 years. The office helps our residents solve issues
such as landscape pests and disease, commercial fishing regulations, health, safety and financial
goals. As a valuable link between academic research and our local communities, we are provided with
practical, research-based information and resources on a wide range of topics. In a world of climate
change, we need these resources more than ever.
By maintaining the Extension Office, we get many benefits through our access to the University of Florida
resources, personnel and strategic offices. It offers eligibility to a variety of environmental grants.As you
know, funding for the Extension comes from federal, state, and local contributions.
The Master Gardener program, supervised by the Extension, has been an extremely successful program
which has contributed education and outreach programs for our individual county citizens and
landscapers, especially in one-to-one engagements and consultations. The Garden Club of the Upper
Keys provides their property, The Francis Tracy Garden Center, as well as a number of their Master
Gardener certified members on a monthly plant clinic. The sharing of their knowledge along with using
exemplars from our gardens offers our citizens the education they need to make the Keys
environmentally productive.
The Extension and the Master Gardener Program is to teach our community about and to support the
Florida Friendly Gardening Principals. The purpose of these principles is to protect our valuable water
resources upon which our county is so economically dependent.
I feel that the loss of the County Extension Office would be a sad and detrimental one to Monroe County.
I kindly urge you to support our Extension Offices, its vital programs and the services it provides.

It has come to my attention that you are considering a vote to reduce or eliminate the funding
for the Monroe County Extension Service next week.
While I value all the many efforts and accomplishments of the Extension Service, I believe it
would be a mistake to eliminate the Master Gardener Program. The Environmental
Horticulture Agent Position that is over the Master Gardener Program is funded:
Monroe County 40%, $33,000
University of Florida 60%, $50,000
Value of volunteer hours; from 2024 data, 2,866 hours equal to $90,594
Spending $33,000 on a program worth $173,500 is a valid use of our tax paying dollars
and this cut should not occur.

As a Master Gardner I use and volunteer for the extension service regularly.This is a vital office and should not be cut.

The University of Florida and the Monroe County BOCC have jointly collaborated on our local Extension office
since 1972 at the request of residents to help them solve issues such as landscape pests and disease,
commercial fishing regulations, health, safety, and financial goals. All 67 counties in Florida have an Extension
office. Our job at Extension is to serve as a vital link between academic research and the public, providing
practical, research-based information and resources to individuals, families, and communities on a wide range
of topics.
We like to think of Extension as a force multiplier. Monroe County gets an abundance of benefits, including
access to University ofFlorida resouroes, specialized personne|, and strategic partnerships. Extension is
about getting a bigger bang for your buck by amplifying the impact of your resources. For example, after |rma,
our Sea Grant Agent was able to garner the funding and resources toassist the commercial fishing industry in
recovering millions of dollars inlost fishing traps. Having an Extension office in Monroe County allows usto
be eligible for @ variety of grants that the f@CUlf» @SSiSt with. Current g[@OtS include SDOOge
[eStO[@tiOO.

Extension office staff includes- Shelly Krueger, who will be completing her Ph[} in Fisheries and

Horticulture in 2026- BrVOO MO[eV. who holds Bachelor's in Business Administration and Alicia

Development Educator.
Extension D[OVideS non-duplicative programs throughout the COUOtV. Extension D[Og[@nlS serve an

highlights our programs.
Extension has 4 FTE'S. MOO[Oe COUOtV D@VS between 30% and 40% of each Extension faculty's

per year and nl@iOt@iOS county-wide diagnostic plant and pest clinics and 4 county-wide

education. If you think back to the VVhiteflV outbreak VVe had @ few Ve@[S @gO. this DOSitiOO was
invaluable to residents dealing with an infestation. /\fte[ I[nl@. this agent helped many residents
engage in best practices tO restore flooded l@OdSC@DeS. This Agent coordinates 83 Florida Master
Gardener Volunteers who contributed 2.866 hOU[S Of volunteer work, equal to $90.594 of value to

Monroe County residents in 2024. Extension also administers pesticide applicator certification
exams through the Florida Department of Agriculture and Consumer Services. This vital county
service ensures that landscape professionals, utility providers, and maintenance workers have
access to state-mandated testing for their profession.
Extension Agents regularly represent Monroe County on a variety of State and National boards,
including: Florida's Coral Reef Resilience Program, Florida Keys National Marine Sanctuary Water
Quality Protection Program, Gulf of Mexico Fishery Management Council, Extension Committee on
Organization and Policy, and a variety of professional associations. As the County Extension
Director, I have an 85% program role providing educational programs and a 15% administrative role
in making sure all County and University policies and procedures are followed.
Extension has 1 FTE paid by Monroe County in our Extension budget. This position is the Extension
Coordinator. This position manages program and grants administration in addition to providing
American Heart Association CPR and First Aid courses that many residents need for their position,
including nurses, captains, and hospitality staff. I will assert that without an Extension Coordinator,
we would be unable to manage the
$1,235,571 in external grants as highlighted in the Extension Impact Report attached or pursue
additional grant opportunities that benefit the county's water quality efforts.

the service the extension service provides is invaluable, notjust for residential gardens but for the fishing

the cost to the country versus the service it provides is one of the best returns on investment in the

Good morning Honorable Mayor Pro-Tem James Scholl & Staff,
It has been brought to my attention that county is considering cutting the funding for the OF IFAS Extension
services. I am sure you will be informed by their staff of all the wonderful community support they provide; let
me explain how they assist my landscape design business and non-profit.
First of all, the funding should be doubled not cut. I have grown up in 4-H clubs and the skills I gained have
serviced me in every job position and business throughout my lifetime. There should be funding for a 4-H agent
and clubs in the Florida Keys. What did I learn? Please allow me a short list: organizational skills (projects),
first aide, CPR, citizenship,public speaking, horticulture, social skills in group projects, art, sciences etc. The
list goes on and on.
In particular, the agents are my go to for my landscape design business and my non-profit(Hammock
Landscape Design & Food Trucks for Birds). They have the specialized knowledge and field studies
information I need to choose plants and write notes for tree surveys and planting details. One person can not
know it all and I depend on them and their research to make decisions. And yes, I need the agents who
specialize in Monroe county versus other Florida counties because of the difference in climate, geology, and
plant communities throughout of state.
I hope you will consider my request to not cut but fund this valuable service for the community.

reduce or eliminate the funding for the Monroe County Extension Service next week.
| ano completely opposed to this proposal. The Extension Service is essential to all of the Keys residents. It is
vital to the education of our residents with respect to promoting environmental awareness and how to
protect it. Having an Extension office in Monroe County allows us to be eligible for grants including sponge
restoration, groundwater resources and pollution reduction. Extension service programs serve an average of
11,OOO residents annually.
The Garden Club of Key West and the Key West Tropical Forest & Botanical Garden as well as many of our Keys
State Parks depend on collaboration with the Extension for environmental research and volunteers to help
sustain our fragile ecosystem. In 2024, 83 Master Gardener Volunteers contributed 2,866 hours of volunteer
work equal to $9O,594of value to Monroe County residents.

Dear Mayor Jim Scholl and County Comissioners,
We are writing to express our strong support for the University of Florida's IFAS Extension
Service in Monroe County. This organization plays a vital role in protecting and enhancing marine
and coastal resources throughout the region.
Reef Relief understands that funding for several IFAS Extension programs will be discussed
at the upcoming meeting on Tuesday, July 15. We respectfully urge the Board of County
Commissioners to continue funding the OF IFAS Extension Department in Monroe County. These
programs are critical to environmental stewardship and are closely integrated with the efforts of
numerous partner organizations, including our own. Reducing or eliminating funding would have a
significant negative impact on both the environment and collaborative initiatives across the Keys.
Since 1972, the University of Florida and the Monroe County BOCC have partnered to
support the local Extension Office in addressing community needs ranging from native landscaping
and pest management to water quality improvement, pollution reduction, fisheries support, and
public education. These programs directly benefit the residents of Monroe County and contribute to
the health and sustainability of our unique ecosystems.
One particularly important initiative led by the Extension Service is sponge restoration in the
Florida Keys. Healthy sponge populations have been in decline due to factors such as poor water
quality, rising temperatures, and intense storm events. This is deeply concerning, as sea sponges can
filter up to 24,000 liters of seawater per day, playing a crucial role in maintaining clean, healthy
marine environments. The Extension Service's collaboration with local divers and commercial
fishers to restore sponge populations not only enhances marine habitats but also improves nearshore
water quality. Although still in its early stages, this project has already demonstrated greater long-
term cost-effectiveness and success compared to other restoration approaches.
We urge you to reject the proposed Yellow and Red budget cuts to the Extension Service and
to continue supporting these invaluable programs. The Extension Service provides measurable
benefits to Monroe County residents and ecosystems alike, and its ongoing presence is essential to
the sustainability of our environment and community well-being.

Dear Monroe County Commissioners,
As you address funding levels at your July 1511 budget meeting, I hope you will fully support a
high level of funding for Monroe County Extension Services. The organization is a strategic ally
to the commercial fishing industry in Monroe County and statewide. Interactions with the
Extension Services have been invaluable in addressing marine habitat, post-hurricane clean-ups,
invasive species such as lionfish, pro-bono meeting facilities for stone crab advisory panel
meetings and professional affiliations with Mote Marine Labs, University of Florida Sea Grant
and research teams.
Maintaining a strong relationship with the Extension Services helps maintain a strong
commercial fishery. Stand alone, the commercial fishing industry is the second largest
economic engine in Monroe County next to tourism valued at $850+M and the second largest
employer with more than 4,500 employees engaged in strictly boat related activity.
Our commercial fishing fleet has also been characterized as "The best dump trucks that ever
went to sea" This is due to the enormous amount of hurricane and storm related debris they
are able to recover and transport. These vessels are captained by extremely knowledgeable
captains and crews minimizing any secondary impacts during recovery efforts.
Please give your full support to maintaining a high level of funding for the Monroe County
Extension Services.

Dear Mayor and Commissioners,
I hope this message finds each of you well and enjoying summer so far. I'm reaching out today in both a
professional and personal capacity-because I know you share my commitment to the well-being of our
community members, especially those who are most vulnerable.
As you consider proposed funding allocations, I want to advocate for continued level HSAB funding,
particularly for the Community-Based RN-Intensive Case Management Program, a service AH Monroe is
committed to continuing with the support of HSAB. This program is not new- it has been quietly but powerfully
improving lives for years, rooted in compassion, clinical expertise, and stability.
Based on years of data, we've identified clear outcomes and a replicable framework: helping clients understand
their health conditions, engage in preventive behaviors, adhere to treatment plans, monitor their own health, and
access the services they need. Community-Based RN-Intensive Case Management is not a"nice to have"
program - it's a lifeline. The program has proven effective for individuals living with HIV and other chronic
conditions- many of our 430 clients wouldn't be where they are today without it.
The proposed 50% cut to HSAB funding would threaten the continuation of this program and others like it.
These are not"non-essential" services, they are foundational to our community's public health infrastructure.
The result of such a significant funding cut would not just be a lapse in care for residents, it would be increased
emergency services utilization, higher downstream costs for the County, and, most concerning, unnecessary
suffering and destabilization in our community.
We recognize the difficult fiscal choices you face-while any reduction isn't ideal, if it is possible to reduce by a
smaller percentage or delay this decision until next fiscal year, it would allow the non-profits time to prepare.
Protecting HSAB funding to whatever extent possible is not just a budgetary decision, it's an investment in
residents, in our local healthcare system, and in programs with a track record of success. Programs like our
Community-Based RN-Intensive Case Management reduce hospitalizations, ease strain on our limited
healthcare infrastructure, and empower clients to remain engaged, contributing members of society- all things
our community desperately needs.

On behalf of Florida's Coral Reef Resilience Program (FCRRP)we recommend and urge you to consider
minor spending reductions for Monroe County instead of the complete elimination of Monroe County
Extension Services. The Extension and its staff are critical asses to the State of Florida, and their
continued support is essential for the success of statewide environmental initiatives.
Monroe County Extension Agent Shelly Krueger is a critical co-lead for FCRRP Communications,
the statewide stewardship partnership for all ecologically significant coral reef units. This is one of 10
teams coordinating with more than 700 state and federal resource managers, scientists, and nonprofit
groups.
Shelly's work directly supports the leadership bodies of the FCRRP, including the National Oceanic and
Atmospheric Administration, Florida Department of Environmental Protection, Florida Fish and Wildlife
Conservation Commission, and the National Park Service. Her contributions include and are not limited
to leading disturbance response and crisis communications, leading learning exchanges, and creating
public-facing informational materials to keep the public informed and engaged with the health of Florida's
Coral Reef.
Importantly, with limited designated personnel in the area, Shelly serves as a trusted local liaison,
connecting Monroe County residents to the broader coral reef issues impacting the region and the state.
Losing this position would create a significant gap in outreach, education, and coordination at both local
and state levels.

I'm reaching out to voice my concerns regarding the proposed budget cuts to the Monroe County Extension
Services. The county extension office provides invaluable services that are not replicated elsewhere in the
county or local municipality offices. Whether they are helping to provide basic first aid and CPR classes for the
public, a crucial service in a rural community like ours, serving as the Co-Lead of the Reef Resilience Program,
leading cleanups of our nearshore areas, or providing public education, the Extension office and its staff work
tirelessly to help protect Monroe County residents and our fragile environment every single day.
Please keep cuts to a minimum (proposed green cuts) while maintaining level funding for staffing this
invaluable service. Monroe County Extension has served the public in the Florida Keys for more than 50 years,
and I urge you to continue to fund this important program for our community and environment.

y name is Carl Sanders and I am the chairwoman of the Friends of the Upper
Keys Monroe County Parks and Beaches. I have reviewed your proposed
budget and I would like to bring to your attention how invaluable our parks
and beaches department is for not only our locals, but every person that
comes to our islands. Whether for tourism, a tournament, or our local kids that
enjoy these parks and beaches with their families everyday.
The proposed cuts would be detrimental to our central way of life on these
islands. Parks and beaches value conservation, recreation and community that
sets the standard of our island culture. Cutting this budget undermines our
unique coastal heritage and weakens our appeal to both residents and tourists
alike.
Our parks provide a safe, healthy, and accessible place for children, families,
and seniors. Parks support mental health and physical wellness and
community connection. Reducing this budget is effectively cutting public
access to outdoor spaces that many can't afford to replace with private
options. Please consider all of our families that use the Parks & Beaches
summer and school break camps. These families rely on these necessary
programs to help with childcare so they can work without worry of their
children when they are out of school. Our department provides fun, safe, and
educational programs for children that encourage friendship, nurture
community values, and equip them with the tools they need to become the
next generation of stewards of these islands.
Monroe County's Parks and Beaches are like no other. They are a major driver
of our local tourism, which in turn supports our small businesses and county
tax revenue. These proposed budget cuts will mean delayed maintenance and
increased safety hazards. The budget will force the end of many local's
livelihood within and beyond the department. Without our amazing staff to
keep the trash picked up, maintain our parks, and monitor our facilities,you
are creating a health and liability risk for the county itself which could be more
expensive in reactive clean-up and legal liability than the savings from this
proposed budget.
Our parks and beaches play a critical role in coastal resilience, habitat
preservation, and environmental education. Maintenance protects against
erosion, invasive species, and litter- all of which cost more to fix if neglected.
The Keys should be leading in sustainability, not backtracking which is exactly
what this proposed budget will do- cause a major backslide. Our department
staff works tirelessly to provide our community with safe, fun, and accessible
resources so that our families may grow, play, and learn in a safe environment.
I know that most of you, if not all, have children and families. Imagine what
their lives would be like without access to our parks and beaches. I implore
you to reconsider your budget and the harmful proposed cuts. Residents
overwhelmingly support our parks- vve use them,volunteer for them, and
advocate for them. The decision to cut funding, especially without public input,
sends a message that our voices aren't being heard. The Friends of the Upper
Keys Monroe County Parks and Beaches urges the B0CCtoprioritize
transparency and listen to the community before finalizing cuts that impact us
all.

Hello Monroe Commissioners,
I am writing to you about a subject near and dear to my heart, our most vulnerable population in Monroe
County, persons with intellectual disabilities and others who do not have the ability to speak for
themselves.
Please carefully consider the proposed budget cuts to the HSAB Grant funding. Our Special Olympics
athletes, who are also clients of MARC deserve the full funding that is recommended by the HSAB board.
I have full faith in all of you to find a way to retain the funding for both MARC and Special Olympics. The
legislative agenda in our state has already cut the budget for this population. No amount of local
fundraising will make up the difference that will be created by the loss of HSAB funding, along with the
legislative cuts.

Good morning Commissioners:
I am very disappointed to read that the county laid off 20 full-time employees. Some or even most of
them are long term employees of 10 or more years. These people have a lot vested in the county and to
rip them out of retirement is heartless in my opinion. Why not lay off the ones you just hired a year ago or
those not vested in FRS.Why not give the big salary employees no 2.9% Cola? Most of you have a
retirement, can you even imagine this happening to you. Rethink this!
Reducing the funding to MARC is another issue I do not agree with. This program is essential for our
MARC Clients and I ask that you reject this proposal by the County Administrator.
We have got to do better!

Dear Mayor Scholl and Commissioners:
Please consider my thoughts regarding the budget meeting being held today. Budget cuts are never easy and
living within our means is an important goal, but rushing into staff cuts at this point seems to be a bit harsh,
even extreme to me. Services (public libraries) that support the community's cohesiveness are on the chopping
block and seem to have come quite unexpectedly from my perspective. A glance at the budget shows a lot of
money going into the Key West Airport, but no money toward the 4-county regional climate planning
alliance. It also reduces staff at the Key Largo library, which I fear could lead to unwelcome cuts in library
hours and more. It will certainly affect the quality of life for many residents in Key Largo.
Preparing for hurricanes, long-term planning and building our reserves should have been taking place all along.
What is the emergency right now? I am no stranger to hurricanes and how they affect communities, having
lived through many. Because of Irma, we have already strengthened much of the lower keys building
infrastructure and gained awareness about storm preparedness. We're in better shape and can stay that way if we
don't overdevelop and compromise our shorelines.
The staff that you may be laying off from the county are part of the work force that we all will need when
another storm hits. When positions are cut and go unfilled, the overall workplace suffers, the taxpayers suffer
and quality of life declines for everyone. The result if a reduction in resilience and an increase in
vulnerability. Given time and effort on the part of the county, I believe that things can be worked out in a better
way to help retain personnel and still meet the goal of being prepared for the stormy times to come.
I urge you to carefully consider retaining staff and applying a more sustainable solution to keeping a workforce
that is loyal and competent. I also ask that you take the time needed to really think about how funds are spent.

Dear Commissioners,
I understand that during today's Monroe County Board of County
Commissioners Budget Meeting, there will be a proposal to reduce funding
for local nonprofits by 50% in 2026. I'm writing to respectfully urge you not
to approve this reduction—especially for organizations that serve individuals
with intellectual and developmental disabilities, such as Special Olympics
and the Monroe Association for ReMARCable Citizens (MARC).
These programs are not just important—they are life-changing. My son,
along with so many of his friends, has benefited immensely from the
opportunities, support, and sense of community these organizations provide.
From building confidence and independence to developing social and
physical skills, these programs play a vital role in helping our loved ones lead
fuller, more connected lives.
Reducing or eliminating funding would not only undo decades of progress,
but it would also be a devastating blow to the families and individuals who
rely on these services every day. These are some of the most vulnerable
members of our community, and they deserve our continued investment and
care.
I respectfully ask that you maintain support for Special Olympics, MARC
House, and similar nonprofits. The positive impact they have on Monroe
County residents is immeasurable.

ffyou have not visited the center I strongly suggest that you take the time to schedule a visit. It is
a such a heartwarming experience!
According to the information I have researched, the Monroe (.'oun y budget is $678.5 Million
.Dollars. Marc currently receives $205,000.00 per year. ff the neon budget passes the C'ommission
that./unding would be reduced by 50% to about $103,000.00Dollars.
The current allocation of$205,000.00 makes up._L).003 %(') of the proposed budget. Surely ove can
find some other place to get that small sum in comarison to the total budget.
In these times of massive cuts to public health sqfe�y nets like Medicaid, lunch programs./br our
hungiy kids at school, and AIIL,(..'- to namejust afinv - Let�s do something positive./gar our
community. Something that is the right andjust thing to do.0

I am writing as a concerned constituent regarding two important items on the agenda for tomorrow's meeting.
First, I urge you to continue supporting funding for Monroe County Sea Grant agents. These agents provide
essential services to our community—supporting fishermen, protecting our environment, and assisting local
families. Their work is critical to the well-being and sustainability of the Keys, and I ask that you maintain your
support for this invaluable program.
Second, I respectfully ask that you reconsider the ordinance requiring food trucks to get building permits or
relocate every six months. This rule would place an unnecessary burden on many small businesses that are vital
to our local economy and culture. Food trucks are an important part of life in the Keys and contribute
meaningfully to our quality of life. Please consider solutions that allow these businesses to remain stable and
continue serving our community.
