Monroe County BOCC, achieved a perfect score of 60, the maximum possible, under the Disaster Readiness Assessment (DRA) application, assessment, and abatement process. This distinction was shared with only two other agencies out of 441 participants. Monroe County excelled in both: Category A: Debris Removal 26% higher than the statewide average score. Category B: Emergency Protective Measures 24% higher than the statewide average score. This accomplishment reflects the teams commitment to excellence, disaster readiness, and financial accountability in emergency management. ITEM BACKGROUND: Purpose of the F-ROC Program. The F-ROC initiative, sponsored by the Florida Division of Emergency Management(FDEM), is designed to standardize, streamline, and simplify the FEMA Public Assistance (PA)process,particularly for Category A(Debris Removal) and Category B (Emergency Protective Measures) efforts. Its goals include: encouraging a proactive rather than reactive recovery approach, reducing risk and administrative burden. Standardizing forms and documentation, making it easier to submit accurate data and receive timely funding. Improving procurement readiness by ensuring vendors and contracts comply with federal regulations. Ensuring policies and procedures are current and FEMA- aligned through structured readiness assessments. Offering a pathway for applicants to potentially receive up to 85% of funding upon obligation if they implement all key program pillars. Benefits for Local Governments are faster and more reliable reimbursements by using standardized forms and processes, FROC helps communities avoid delays and rejections in the Public Assistance process. The Disaster Readiness Assessment identifies potential risks—such as documentation errors or compliance gaps—so applicants can address them ahead of time. This significantly reduces the likelihood of FEMA de-obligating funded projects. 18 Improved Preparedness &Accountability for Monroe County through its four pillars—Standardization, Procurement, Procedures, and AssessmentF-ROC ensures local governments are organized, equipped, and ready for efficient crisis response. Participants who fully engage—by opting in, completing the assessment, adopting recommended abatement actions, using standardized forms, and completing training—can qualify for significantly higher performance-based funding (up to 85%upon obligation). Equitable and transparent recovery process through the uniform format of F-ROC ensures consistent documentation across jurisdictions,promoting transparency, fairness, and audit-readiness. What this means for Monroe County is that our ability to recoup funding we expend after a disaster should be processed more quickly than others who have not prepared in this same manner, replenishing the County's reserves so we can resume normal operations and proving services to the citizens of Monroe.
