Page 6 of 6 March 27,2025 1221 MEMORANDUM MONROE COUNTY INFORMATION TECHNOLOGY To: OMB From: Alan MacEachern Director of Information Technology Date: Friday, July 25th, 2025 RE: ESRI Enterprise Agreement— Sole Source Request Environmental Systems Research, Inc. (ESRI) is the company that created and continues to update and maintain the framework that we have used to store, mange and review our Geographical Information System (GIS) data. This contract is a 3 year extension of our enterprise agreement which enables multiple constitutional officers (the Property Appraiser and the Sheriff) in addition to various departments in the BOCC to continue to utilize ESRI ArcGIS software to manage and present GIS data. The contract needs approval to be purchased following the sole source provision of our purchasing policy. Page 24, Chapter 7 Exclusions 2.b: Where the procurement itself, due to the nature of the goods or services (i.e. in order to obtain conformity to existing contracted goods or services, in order to avoid the loss of warranty coverage, proprietary licensing, equipment capability, etc.), dictates sole source acquisition, the Requesting Department shall provide written justification as to the sole source nature of the procurement. Justification: ESRI is the owner and entity that created of the software framework supporting our GIS data — it is the largest GIS vendor in the space, commanding a greater than 45% market share. It would require additional time and expense to contract with a new vendor and there is no guarantee that our existing data and applications would be supported by a different vendor. I.T. would like to request approval for this purchase. Thank you for your time and consideration.
