ITEM BACKGROUND:
On May 17, 2023, at the regularly scheduled meeting of the Monroe County Board of County
Commissioners, this ordinance was established to amend Section 18-27(h) of the Monroe County Code,
creating a Monroe County Parks and Beaches School Break Camp Program and permitting fees to be
charged for school break camp recreational services.
PREVIOUS RELEVANT BOCC ACTION:
An Ordinance of the Board of County Commissioners of Monroe County, Florida, amending Section
18-7 of the Monroe County Code of Ordinances, Monroe County School Break Camp Program,
modifying the fees to include field trips in the cost of attendance; providing for severability and for
repeal of all Ordinances inconsistent herewith; and providing for an Effective Date. This amendment is
to modify the fees to include field trips, in accordance with the recent audit findings.

School Break Camps are essential for youth development, community well-being, and
supporting working families. These camps provide children with a safe, structured, and
enriching environment during school breaks, offering opportunities for learning, creativity,
physical activity, and social connection at an affordable cost.
Families rely on these programs not just for care, but for meaningful experiences that
support growth. They also help strengthen ties to our parks system and offer seasonal job
opportunities for young adults, educators, and recreation staff.
Continued support and investment will ensure more children and families can benefit from
these valuable programs.

BOCC Direction: Proposed Adiustments to the School Break Camp Program
We seek the BOCC's direction on the following proposed changes to the School Break
Camp Program:
• Maintaining Affordable Camps
Camps provide essential support to working families. We recommend keeping
camp fees at current levels, closely monitoring expenses, and actively pursuing
grants and donations to sustain program operations.
• Revision to Sibling Discount
At present, families receive a 50% sibling discount($75/week). We recommend
changing this to a flat$25 discount per sibling for weekly rates only, resulting in a
fee of$125 per week for each additional child.
• Updated Fees for Specialty Camps
For specialty programs, such as the Volleyball Camp, we recommend increasing
the fee to $200 per week. The daily schedule would be shortened to run from 9:00
AM to 3:00 PM instead of traditional school break camp 9:00 AM to 5:00 PM.
• Modifications at Plantation Key Community Center
We recommend discontinuing the traditional school break camps during the year
in favor of a couple specialized camps during the summer such as art and theater
offered at the revised specialty camp rates.

AN ORDINANCE OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY,
FLORIDA, AMENDING SECTION 18-7 OF THE
MONROE COUNTY CODE OF ORDINANCES,
ENTITLED MONROE COUNTY SCHOOL BREAK
CAMP PROGRAM; REDUCING THE SIBLING
DISCOUNT TO A FLAT $25 OFF THE WEEKLY
RATE; PROVIDING FOR SEVERABILITY;
PROVIDING FOR REPEAL OF ALL ORDINANCES
INCONSISTENT HEREWITH; PROVIDING FOR
INCORPORATION INTO THE MONROE COUNTY
CODE OF ORDINANCES; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Monroe County Board of County Commissioners (BOCC) finds
that it is necessary to amend section 18-7 of the Monroe County Code; and
WHEREAS, the BOCC finds that public parks and recreation areas provide sites
where the families and citizens of Monroe County can benefit from and engage in healthy
recreational activities; and
WHEREAS,the County recognizes the importance of providing safe and fun school
break activities for children and youth; and
WHEREAS,the County is committed to promoting healthy lifestyles and fostering
positive relationships among children and youth in the community.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT THE MONROE
COUNTY CODE OF ORDINANCES IS HEREBY AMENDED AS FOLLOWS:
SECTION 1: That Section 18-7 of the Code of Ordinances is hereby amended as
follows (additions are underlined and in bold. Deletions afe stfieketi thfet+gh):
Sec. XX-XXX. - Definitions.
The following words, terms and phrases, when used in this article, shall have the
meanings ascribed to them in this section, except where the context clearly indicates a
different meaning:

SECTION 2: ARTICLE 11. CONDUCT IN SPECIFIC PARKS. Shall be
amended as follows by creating an additional separate section titled "Monroe County

School Break Camp Program" to include the following language as Sec. 18-7:
(d)Fees and expenses.
(1) The county shall establish fees for participation in the school break camp
program, which shall be reasonable and shall be used to help offset the cost of
materials, supplies, field trips and staffing.
(2) Weekly camp fee will be $150.00 per child. Eaek additional sibling shall be
week. Each additional sibling is eligible for a $25
discount on the weekly rate.
(3) Daily camp fees will be $30.00 per child. Limited to camp taking place during
Monroe County School District holiday weeks and Monroe County School
District half days only. Eaek additional sibling shag be $ c 00 Pef day.
(4) Weekly specialty camp fee will be $200 per child. Each additional sibling is
eligible for a $25 discount.
(5) (4) School break camp weekly fees are offered at a 50 percent reduced rate for
children who qualify for reduced school meals within the Monroe County
School District.
(6) (5) School break camp fees are offered at a 50 percent reduced rate for children
of Monroe County BOCC employees.
(7) (4)The county shall establish a budget for the school break camp program,
which shall include the cost of materials, supplies, staffing, field trips and any
other expenses necessary for the operation of the program.
SECTION 3: SEVERABILITY. If any portion of this ordinance is for any reason
held invalid or declared to be unconstitutional, inoperative or void, such holding shall not
affect the remaining portions of this ordinance. If this ordinance or any provision thereof
shall be held to be inapplicable to any person,property or circumstances, such holding shall
not affect its applicability to any other person,property or circumstances.
SECTION 4: CONFLICT WITH OTHER ORDINANCES. All ordinances or
parts of ordinances in conflict with this ordinance are hereby repealed to the extent of said
conflict.
SECTION 5: INCLUSION IN CODE OF ORDINANCES. The provisions of
this ordinance shall be included and incorporated in the Code of Ordinances of the County
of Monroe, Florida, as an addition or amendment thereto, and shall be appropriately
renumbered to conform to the uniform numbering system of the Code.

SECTION 6: TRANSMITTAL AND EFFECTIVE DATE. This Ordinance shall be
filed with the Department of State and shall be effective as provided in section 125.66(2),
Florida Statutes.

AN ORDINANCE OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY,
FLORIDA, AMENDING SECTION 18-7 OF THE
MONROE COUNTY CODE OF ORDINANCES,
ENTITLED MONROE COUNTY SCHOOL BREAK
CAMP PROGRAM; REDUCING THE SIBLING
DISCOUNT TO A FLAT $25 OFF THE WEEKLY
RATE; PROVIDING FOR SEVERABILITY;
PROVIDING FOR REPEAL OF ALL ORDINANCES
INCONSISTENT HEREWITH; PROVIDING FOR
INCORPORATION INTO THE MONROE COUNTY
CODE OF ORDINANCES; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Monroe County Board of County Commissioners (BOCC) finds
that it is necessary to amend section 18-7 of the Monroe County Code; and
WHEREAS, the BOCC finds that public parks and recreation areas provide sites
where the families and citizens of Monroe County can benefit from and engage in healthy
recreational activities; and
WHEREAS,the County recognizes the importance of providing safe and fun school
break activities for children and youth; and
WHEREAS,the County is committed to promoting healthy lifestyles and fostering
positive relationships among children and youth in the community.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT THE MONROE
COUNTY CODE OF ORDINANCES IS HEREBY AMENDED AS FOLLOWS:
SECTION 1: That Section 18-7 of the Code of Ordinances is hereby amended as
follows (additions are underlined and in bold. Deletions are stFi ke f4etigh ):
Sec. XX-XXX. -Definitions.
The following words, terms and phrases, when used in this article, shall have the
meanings ascribed to them in this section, except where the context clearly indicates a
different meaning:

SECTION 2: ARTICLE H. CONDUCT IN SPECIFIC PARKS. Shall be
amended as follows by creating an additional separate section titled "Monroe County

School Break Camp Program"to include the following language as Sec. 18-7:
(d)Fees and expenses.
(1) The county shall establish fees for participation in the school break camp
program, which shall be reasonable and shall be used to help offset the cost of
materials, supplies, field trips and staffing.
(2) Weekly camp fee will be $150.00 per child.
$75 00 per-ehil,a per-week. Each additional sibling is eligible for a $25
discount on the weekly rate.
(3) Daily camp fees will be $30.00 per child. Limited to camp taking place during
Monroe County School District holiday weeks and Monroe County School
District half days only. Eaeh additional sibling shall be $ c 00 per-day.
(4) Weekly specialty camp fee will be$200 per child. Each additional sibling is
eligible for a $25 discount.
(5) (4) School break camp weekly fees are offered at a 50 percent reduced rate for
children who qualify for reduced school meals within the Monroe County
School District.
(6) (25) School break camp fees are offered at a 50 percent reduced rate for children
of Monroe County BOCC employees.
(7) (0 The county shall establish a budget for the school break camp program,
which shall include the cost of materials, supplies, staffing, field trips and any
other expenses necessary for the operation of the program.
SECTION 3: SEVERABILITY. If any portion of this ordinance is for any reason
held invalid or declared to be unconstitutional, inoperative or void, such holding shall not
affect the remaining portions of this ordinance. If this ordinance or any provision thereof
shall be held to be inapplicable to any person,property or circumstances,such holding shall
not affect its applicability to any other person,property or circumstances.
SECTION 4: CONFLICT WITH OTHER ORDINANCES. All ordinances or
parts of ordinances in conflict with this ordinance are hereby repealed to the extent of said
conflict.
SECTION 5: INCLUSION IN CODE OF ORDINANCES. The provisions of
this ordinance shall be included and incorporated in the Code of Ordinances of the County
of Monroe, Florida, as an addition or amendment thereto, and shall be appropriately
renumbered to conform to the uniform numbering system of the Code.

SECTION 6: TRANSMITTAL AND EFFECTIVE DATE. This Ordinance shall be
filed with the Department of State and shall be effective as provided in section 125.66(2),
Florida Statutes.
