HomeMy WebLinkAbout12. 10th Task Order 05/12/2025 TASK ORDER #10 FOR CATEGORY C ON-CALL PROFESSIONAL ENGINEERING SERVICES FOR ENVIRONMENTAL ENGINEERING SERVICES BETWEEN MONROE COUNTY AND WSP USA INC. FOR CUDJOE KEY LIMITED ENVIRONMENTAL SITE ASSESSMENT PROJECT IN MONROE COUNTY, FLORIDA This Task Order #10 is entered into on this 121h day of May, 2025, in accordance with the Continuing Contract for On-Call Professional Environmental Engineering Services made and entered on the 181h day of May 2022, Amendment No.2 dated January 241h 2025, between Monroe County, hereinafter referred to as the "County" and WSP USA Inc. hereinafter referred to as "Consultant" where design services are allowed if construction costs do not exceed $4,000,000. All terms and conditions of the referenced Contract for On-Call Professional Engineering Services apply to the Task Order unless the Task Order modifies an Article of the Agreement of which will be specifically referenced in this Task Order and the modification shall be precisely described. WITNESSETH WHEREAS, the Monroe County Land Authority is considering the acquisition of a property on Cudjoe Key and would like to characterize the potential environmental liability of the site.; WHEREAS, the site includes lots one through six of block 3 of Cudjoe Ocean Shores and comprises an area of 1.37 acres.; WHEREAS, the Consultant will conduct a limited environmental site assessment to determine if widespread or high magnitude environmental contamination is present; WHEREAS, this task order covers the data collection, data analysis, and reporting services for the project. NOW, THEREFORE, in consideration of the mutual promises, covenants, and agreements stated herein, and for other good and valuable consideration, the sufficiency of which is hereby acknowledged, County and Consultant agree as follows: ARTICLE 1.1 TERMS OF AGREEMENT: This Task Order is effective on May 12, 2025 and shall expire 60 days upon delivery of final report. ARTICLE II SCOPE OF BASIC SERVICES, PARAGRAPH 2.1.1 IS AMENDED AS FOLLOWS: TASK 1: DATA COLLECTION The environmental quality at the site will be characterized through the advancement of four soil borings. The soil borings will be located based on preliminary site reconnaissance. The borings will be advanced in areas of observable staining or potential release points, such as petroleum or oil storage containers. Each soil boring will be advanced to approximately two feet below land surface (bls) using a post-hole digger. Each boring will be sampled from (0.-05) bls and (0.5-2') bls. All soil samples will be submitted for laboratory analysis of 4 RCRA metals (As, Cd, Cr, & Pb) by EPA Method 6010, BTEX by EPA Method 8260, PAHs by EPA Method 8270, and TRPH by FL-PRO. Additionally, an attempt to advance a soil boring below the water table will be made at one select boring location based on observations and indications of potential impact. If staining or odors are observed at the groundwater interface, then an additional soil sample will be collected. If the boring can be advanced to at least six inches below the groundwater interface, then a groundwater sample will be collected using a disposable bailer. The groundwater sample will be submitted for laboratory analysis of BTEX by EPA Method 8260 and PAHs by EPA Method 8270. All samples will be submitted with a request for a 48-hour rush analysis if available. TASK 2: DATA ANALYSIS AND REPORTING The laboratory analytical data will be reviewed and summarized into data tables and sent via email to County within 24 hours of receipt. The submittal will provide a summary of the results observed before the preparation of a written deliverable. A summary report with methodology, photo documentation, conclusions, and recommendations will be provided approximately two weeks following the receipt of the analytical results. Article VII, Paragraph 7.1.1 is amended to include the following: The Consultant shall be paid Nine Thousand and Nine Hundred and Fifty Dollars and Zero cents ($9,950.00) on a lump sum basis for the services described above.
