AGENDA ITEM WORDING: Approval of a resolution approving the revised table of organization
for the County, rescinding previous Department Head confirmations, and confirming the revised list of
Department Heads as recognized under the new table of organization.
ITEM BACKGROUND:
F.S. 125.74(1)0)vests the County Administrator the power to organize the work of County
Departments, subject to the administrative code by the Administrator and adopted by the Board and to
routinely review the departments, administration and operation of the County and make
recommendations regarding reorganization to the Board. The statute requires that the Board approve the
organizational table and confirm department heads.
The terms Department and Department Head are defined in Section 1-2 of the Monroe County Code of
Ordinances as follows:
Department. The term "department" means a distinct subunit of county government created by the
board which falls under the general supervision of the county administrator and/or assistant
county administrator, as well as the direct supervision of a department head confirmed by the
board.
Department head. The term "department head" means the county employee who has been
selected by the county administrator and confirmed by the board as the person responsible for the
operations of at least one county department and supervision of all employees within the assigned
departments.The term department head applies to all employees selected by the county
administrator and confirmed by the board as the employee responsible for the operations of at
least one county department regardless of that employee's actual title. A department head
assigned to supervise more than one department shall be subordinate to the county administrator
and/or an assistant county administrator on the organizational table approved by the board.

The resolution also directs the County Attorney to review the County Code to determine if any
amendments are necessary as a result of the updated table of organization and, if he determines changes
are necessary, the resolution authorizes him to draft an ordinance proposing such amendment(s) and
advertise a public hearing on the proposed ordinance.

COMMISSIONERS OF MONROE COUNTY,
FLORIDA APPROVING THE REVISED TABLE OF
ORGANIZATION ATTACHED HERETO AS
"EXHIBIT A" FOR THE 2026 FISCAL YEAR,
RESCINDING ALL PRIOR CONFIRMATIONS OF
DEPARTMENT HEADS AND CONFIRMING
DEPARTMENT HEADS GOING FORWARD,
DIRECTING THE COUNTY ATTORNEY TO
REVIEW THE COUNTY CODE TO DETERMINE IF
ANY AMENDMENTS TO THE COUNTY CODE ARE
NECESSARY AND, IF SO, AUTHORIZING HIM TO
DRAFT AN ORDINANCE PROPOSING SUCH
CHANGES AND ADVERTISE A PUBLIC HEARING
FOR SUCH AN ORDINANCE,AND PROVIDING FOR
AN EFFECTIVE DATE OF OCTOBER 1, 2025.
WHEREAS, Sec. 125.74(1)(j), Florida Statutes vests the County Administrator
with the power and duty to organize the work of the County departments, subject to an
administrative code developed by the Administrator and adopted by the Board, and to
review the departments, offices, administration, and operation of the County and make
recommendations pertaining to thereto for reorganization by the Board; and
WHEREAS, Section 2-58 of the Monroe County Code adopts and incorporates the
County Administration Law into the County Code; and
WHEREAS, the County Administrator proposes a reorganization of County
departments, assigning various Departments and Offices to be managed by the County
Administrator and one of the Assistant County Administrator; and
WHEREAS, F.S. 129.01, F.S. 218.32, F.S. 218.33, and various administrative
regulations adopted by the Department of Financial Services require the County, when
adopting a budget, to report proposed expenditures by the organizational units at the
department level; and
WHEREAS, the table of organization adopted herein represents a graphical
depiction of such organizational units of County government.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
SECTION 1. Recitals. Each "WHEREAS" clause set forth above is incorporated herein
as a finding of fact by the Board.

SECTION 2. Adoption of Table of Organization. The Board accepts the
recommendation of the County Administrator regarding the re-organization of County
Departments and offices and hereby adopts the Table of Organization as revised which is
attached hereto and incorporated by reference herein as "Exhibit A".
SECTION 3. Department Head confirmation. The Board rescinds all previous
Department Head confirmations and confirms the following Department Heads as listed
herein:
Cathy Crane- Department of Community Services
Daryl Greenlee—Department of Fleet
Dr. Michael Steckbauer—Department of Medical Examiner
Richard Strickland—Department of Airports
Bryan Cook—Department of Employee Services
Alan MacEachern—Department of Information Technology
Kimberly Matthews —Department of Libraries
Chief R.L. Colina—Department of Emergency Services
Judith Clarke—Department of Engineering and Roads/Bridges
William Desantis —Department of Facilities and Project Management
John Allen—Department of Parks and Recreation
Cheryl Sullivan—Department of Solid Waste
Emily Schemper—Department of Growth Management
Rick Griffin—Department of Building

SECTION 4. Effective Date. This Resolution shall become effective upon adoption and
the new Table of Organization shall take effect on October 1, 2025 and shall continue to
be in full force and effect until modified or rescinded by subsequent resolution of this
Board.
SECTION 5. The County Attorney is directed to review the Monroe County Code of
Ordinances, Land Development Code, and Comprehensive Plan to determine if any
amendments are required to be made as a result of the updated Table of Organization and
is authorized to draft a proposed ordinances made necessary to effectuate those updates
and advertise and schedule a public hearing where the Board will consider that proposed
ordinance.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of said Board held on September 10, 2025 in Key Largo,
Florida.

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
SECTION 1. Recitals. Each "WHEREAS" clause set forth above is incorporated herein
as a finding of fact by the Board.

SECTION 2. Adoption of Table of Organization. The Board accepts the
recommendation of the County Administrator regarding the re-organization of County
Departments and offices and hereby adopts the Table of Organization as revised which is
attached hereto and incorporated by reference herein as "Exhibit A".
SECTION 3. Department Head confirmation. The Board rescinds all previous
Department Head confirmations and confirms the following Department Heads as listed
herein:
Cathy Crane- Department of Community Services
Daryl Greenlee—Department of Fleet
Dr. Michael Steckbauer—Department of Medical Examiner
Richard Strickland—Department of Airports
Bryan Cook—Department of Employee Services
Alan MacEachern—Department of Information Technology
Kimberly Matthews —Department of Libraries
Chief R.L. Colina—Department of Emergency Services
Judith Clarke—Department of Engineering and Roads/Bridges
William Desantis —Department of Facilities and Project Management
John Allen—Department of Parks and Recreation
Cheryl Sullivan—Department of Solid Waste
Emily Schemper—Department of Growth Management
Rick Griffin—Department of Building
Cynthia McPherson—Department of Code Compliance
Devin Tolpin—Department of Planning and Environmental Resources
SECTION 4. Effective Date. This Resolution shall become effective upon adoption and
the new Table of Organization shall take effect on October 1, 2025 and shall continue to
be in full force and effect until modified or rescinded by subsequent resolution of this
Board.
SECTION 5. The County Attorney is directed to review the Monroe County Code of
Ordinances, Land Development Code, and Comprehensive Plan to determine if any
amendments are required to be made as a result of the updated Table of Organization and
is authorized to draft a proposed ordinances made necessary to effectuate those updates
and advertise and schedule a public hearing where the Board will consider that proposed
ordinance.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of said Board held on September 10, 2025 in Key Largo,
Florida.
