(Ricondo) to update the Florida Keys Marathon International Airport(MTH or the. Airport)Airport Layout Plan (ALP). MTH is currently classified as a general aviation (GA) airport, but it is certificated under 14 Code of Federal Regulations ([FR) Part 139. Certification ofAirports, to serve scheduled operations of large air carrier aim/aft that can also serve unscheduled passenger operations of large air carrier aircraft and/or scheduled operations of small air carrier aircraft. Because the Airport is likely to accommodate seasonal commercial aircraft operations inthe futuoe, an update Uo the ALP isrequired to reflect required airfield and terminal improvements. As part of the ALP update,the Terminal Aera Forecast(TAF1 will be reviewed and a derivative forecast will be developed to reflect the potential increase in aircraft activity at the Airport. This scope ofservices includes the necessary airport planning services for the completion ofanALP update and accompanying ALP Narrative Report and Standard Operating Procedure BOP) 2{0. Standard Procedure for FAA Review and Approval of Airport Layout Plans (ALPs)' checklist. An ALP presents both short- and long-term development and graphically displays proposed growth in the Federal Aviation Administration (FAA) required ALP drawing set while the ALP Narrative Report provides the data,justification, and logic associated with the proposed changes. Grant Assurance No- 29ob}igates an airport sponsor to "keep up to date atall times layout plan ofthe airport," and to receive FAA approval of any ALP update' revision' or modification. Fuuher, any proposed Airport Improvement Program (A}P) or Passenger Facility Charge (PFO funded projects must be on an FAA approved ALP. Ricondo will review and update the Current aviation activity forecasts prepared by the FAA and published in the TAF to account for future seasonal commercial aircraft activity. These forecasts will be used to derive a peak seasonal day schedule incorporating commercial aircraft activity assumptions provided by the Airport and other representative stakeholders,, 1.1 REVIEW HISTORIC AND CURRENT AIRPORT AIR TRAFFIC ACTIVITY As a part of this subtask, Ricondo will assemble and analyze historic and current aviation traffic activity data for the Airport. Information to be collected for this analysis will include: * Level of activity bycategory general aviation operations(local and itinerant categories) and military operations (local and itinerant categories). q Aircraft fuel sales m Based aircraft(by aircraft type A munimum of lO-years' worth of historical activity data will be gathered from available airport ecun1s including the FAA's TAF database Information concerning peak hourly operations, daily, monthly, arid annual activity will be collected via a virtual meeting with the Airport and other representative stakeholders, such as fixed-base operators (FBOS) 1.2 REVIEW EXISTING AVIATION ACTIVITY FORECAST PROJECTIONS Previously developed forecasts and the most recent/published FAA TAF projections will be identified and reviewed to provide a base for the development of detailed derivative forecast to be prepared as part of this ALP Update. In addition. Ricon6owiD also review forecast data published by the FDOT in the Continuing Florida Aviation System Planning Process (CFASPP) hrrMTH This information will be considered in the development ufthe identified derivative forecast. 1.3 [DEVELOP COMMERCIAL TRAFFIC PROJECTIONS Assumptions about seasonal commercial traffic at W1TH are required to understand the typos of aircraft and hequencythat maybe operating at the Airport but were not accounted for in the most recent FAA TAF. These assumptions will be provided by the Airport mr other representative stakeholders based on air service discussions with commercial airlines. RicondowiU document the seasonal commercial traffic assumptions tobe reflected in the identihed derivative forecast,The projections of commercial traffic will provide the foundation for the development, 1.4 PREPARE REPRESENTATIVE PEAK SEASONAL SCHEDULE [JAY Ricondo will prepare a representative peak seasonal schedUle day based on the FAA TAF and seasonal cornmercial traffic assumptions. This representative peak seasonal schedule day will be the basis for planning facilities to be depicted on the ALP, The schedule will specify aeronautical activities included in the FAA TAF versus those included as commercial traffic assumptions.This derivative forecast will provide the foundation for future planning analyses and include the following: FLORIDA 000 wAxor*mm INTERNATIONAL AIRPORT Apnuzm3 s Projected based aircraft fleet mix w Forecast of local vs.itinerant operations m Projected operational aircraft fleet mix� Based on the FAA TAFprojections horbased aircraft, the FAA 50lO Airport Master Record, the review of the industry trends, and discussions with representative stakeholders,Ricondo will provide a breakdown of projected aircraft operations for the five'' ten-, and twenty-year planning periods by the following aircmfttypes: single-engine., multi-engine, turboprop, and turbojet. w Breakdown of Projected Aircraft Operations by Aircraft Approach Category (AA[) and Airplane Design Group (ADG) �W, Projected peak activity including peak month, average day peak month, and peak hour activity Historical data on peak month demand will be used to develop assumptions regarding the future share nfpeak month activity in relation to forecast annual demand and peak month average day (PK4AC) activity levels will be derived from the peak month activity. For budgeting purposes, it has been assumed that Ricondo will not be responsible for developing any new projections of aviation activity and the most current (as posted on the FAAwebsite) FAA TAF will provide the sole basis for the development of the derivative forecasts, it is also assumed that the information needed to complete this effort will he provided by the A|rpmrT and other representative stakeholders as defined here. 1,5 PREPARE AVIATION ACTIVITY FORECAST REPORT RicondowiU update the 2O17 Aviation Activity Forecasts report summarizing thederivahe forecasts and updated aircraft Meet mix projections for forma( review and comment. Ricondo will assess whether the critical aircraft for the Airport needs to be updated.The current MTH ALP indicates that the critical aircraft is the Cessna Citation [)4' which is classified asAirplane Design Group (ADG) || and Taxiway Design Group (TDG) 18 An update to the future critical aircraft may berecommended based on information provided by the Airport and would be ultimately subject ro FAA approval. As a part ofthis subtask. Ricondo will identify and discuss with Airport staff potential operational restrictions that could be required by the FAA. Jacobs will provide rough order of magnitude, un-esca|ated, construction costs for the identified airfield Improvements. Project costs will consider associated airfield |ighting, marking drainage, signage, and other supporting construction costs. Additionally, professional fee related costs (soft costs) will also be included, for enginee/ing, construction administration, owner's authorized representative<C)4R),. and other related services, 23 IDENTIFY REQUIRED TERMINAL IMPROVEMENTS Jacobs will provide up to three terminal layout options and three aircraft parking layout options for consideration by Ai/port staff and the selected option will be developed and incorporated into the ALP report. The proposed passenger terminal space program will be established based on the. findings of Tasks 1.3 arid 1 A. The selected terminal layout will be further developed and include new airline offices, baggage claim area,relocation of rental car facilities, new T5A checkpoint and associated office and new restroom to be located post security are to be incorporated in the terminal at ground level, Administration offices will also be mitigated to accommodate the terminal improvements.
