AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, AMENDING SECTION 18-7(d) OF THE MONROE COUNTY CODE OF ORDINANCES, ENTITLED MONROE COUNTY SCHOOL BREAK CAMP PROGRAM, FEES AND EXPENSES; PROVIDING THAT CAMP FEES BE SET BY RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF ALL ORDINANCES INCONSISTENT HEREWITH; PROVIDING FOR INCORPORATION INTO THE MONROE COUNTY CODE OF ORDINANCES; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Monroe County Board of County Commissioners (BOCC) discussed the necessity of an amendment to section 18-7 of the Monroe County Code (MCC), entitled Monroe County School Break Camp Program, Fees and Expenses, at the regularly scheduled August 20, 2025, board meeting; WHEREAS, the BOCC now finds it necessary to amend section 18-7(d) to adjust the camp fees by resolution rather than by changing ordinance 18-7(d) each time a change in fees is necessary; and WHEREAS, the BOCC wishes to codify this amendment to section 18-7(d). NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT THE MONROE COUNTY CODE OF ORDINANCES IS HEREBY AMENDED AS FOLLOWS: SECTION 1: That Section 18-7(d) of the Code of Ordinances is hereby deleted in its entirety and replaced with: Fees and expenses. (1) The county shall establish fees for participation in the school break camp program, which shall be reasonable and shall be used to help offset the cost of materials, supplies, field trips and staffing. (2) The Board of County Commissioners will set the camp fees by resolution, as necessary to help offset the cost of materials, supplies, field trips and staffing. (3) The county shall establish a budget for the school break camp program, which shall include the cost of materials, supplies, staffing, field trips and any other Page 1 of 2 37 expenses necessary for the operation of the program. SECTION 3: SEVERABILITY. If any portion of this ordinance is for any reason held invalid or declared to be unconstitutional, inoperative or void, such holding shall not affect the remaining portions of this ordinance. If this ordinance or any provision thereof shall be held to be inapplicable to any person, property or circumstances, such holding shall not affect its applicability to any other person, property or circumstances. SECTION 4: CONFLICT WITH OTHER ORDINANCES. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed to the extent of said conflict. SECTION 5: INCLUSION IN CODE OF ORDINANCES. The provisions of this ordinance shall be included and incorporated in the Code of Ordinances of the County of Monroe, Florida, as an addition or amendment thereto, and shall be appropriately renumbered to conform to the uniform numbering system of the Code. SECTION 6: TRANSMITTAL AND EFFECTIVE DATE. This Ordinance shall be filed with the Department of State and shall be effective as provided in section 125.66(2), Florida Statutes. A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, SETTING FEES FOR THE SCHOOL BREAK CAMP PROGRAM AS REQUIRED IN SECTION 18-7(d) OF THE MONROE COUNTY CODE OF ORDINANCES; SETTING THE WEEKLY CAMP FEE SIBLING DISCOUNT TO A FLAT $25 OFF THE WEEKLY RATE; ADDING A WEEKLY SPECIALTY CAMP FEE; SETTING THE WEEKLY SPECIALTY CAMP FEE SIBLING DISCOUNT TO A FLAT $25 OFF THE WEEKLY RATE. WHEREAS, the Monroe County Board of County Commissioners (BOCC) discussed the necessity of an amendment to section 18-7 of the Monroe County Code (MCC), entitled Monroe County School Break Camp Program, Fees and Expenses, at the regularly scheduled August 20, 2025, board meeting; WHEREAS, the BOCC finds it necessary to amend section 18-7(d) to provide for school break camp rates to be set by resolution; WHEREAS, the BOCC finds it necessary to set the weekly camp fee sibling discount to a flat $25 off the weekly camp fee of $150.00 per participant; WHEREAS, the BOCC finds it necessary to set a weekly specialty camp fee of $200 per participant, with a $25 sibling discount, to cover additional costs associated with specialty camp focused on a specific activity; and WHEREAS, the BOCC also finds it necessary to keep reduced rates for certain children who qualify for reduced school meals within the Monroe County School District and children of Monroe County BOCC employees. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT THE SCHOOL BREAK CAMP FEES BE SET AS SET FORTH BELOW: SECTION 1: (1) Weekly camp fee will be $150.00 per participant. Each sibling of a participant is eligible for a $25 discount on the weekly rate. (2) Daily camp fees will be $30.00 per participant. Daily camp fees may only be offered during Monroe County School District holiday weeks or half days. (3) Weekly specialty camp fee will be $200 per participant. (4) School break camp weekly fees per participant are offered at a 50 percent reduced rate for children who qualify for reduced school meals within the Monroe County School District. (5) School break camp weekly fees per participant are offered at a 50 percent reduced rate for children of Monroe County BOCC employees. Summary of Proposed Ordinanceand Statement of Public Purpose to be Served:This amendment allows fees to be set by resolution, as necessary, to offset the cost of materials, supplies, field trips, and staffing. Standard weekly camp fees are currently $150.00 per child, and $75.00 per sibling. The proposed resolution would change the sibling discount to a flat rate discount of $25 off the standard weekly rates. In addition, the resolution would establish new rates for a specialty weekly camp fee at $200 perweek with a $25 discount per sibling.
