AMENDMENT 1 TO ENGINEERING DESIGN AND PERMITTING SERVICES BETWEEN MONROE COUNTY
AND MCFARLAND JOHNSON, INC. FOR CRANE BLVD SHARED USE PATH PROJECT

THIS AMENDMENT 1 to the CONTRACT is entered into this, 15th day of October 2025, between Monroe
County, whose address is 1100 Simonton Street, Room 2-216 Key West, Florida 33040, hereafter the "COUNTY" and
McFarland Johnson, Inc. whose address is 4601 Sheridan Street, Suite 500, Hollywood, FL 33021, hereafter referred to
as "CONSULTANT".
WHEREAS, on the 17th day of April 2024, the parties executed a contract authorizing the Consultant to perform
Professional Services for the Engineering Design and Permitting Services for Crane Blvd Shared Use Path Project, for
an estimated not to exceed amount of $485,373.00; and
WHEREAS, The Florida Department of Transportation conducted a 60% plans review, due to federal grant funds,
that concluded a Natural Resources Evaluation would be necessary to document further foreseeable project impacts to
wetlands, listed species, and other natural resources. In addition, the plans review concluded that a phase one Cultural
Resources Assessment Survey would be required to support compliance with Section 106 of the National Historic
Preservation Act; and
WHEREAS, Natural Resources Evaluation and the Cultural Resources Assessment Survey were not part of the
original Engineering Design and Permitting scope and were unknown at the time of original contract negotiations;
WHEREAS, the parties agreed to amend the contract to add $45,419.00 for Engineering Design and Permitting
Services that are additional to the original contract scope as defined in Attachment A;
NOW THEREFORE, in consideration of the mutual promises contained herein, the COUNTY and CONSULTANT
agree to amend Article II, Scope of Basic Services of the contract as follows:
Amend Article II Scope of Basic Services to Crane BlvdShared Use Path
Project scope to include preparation of an FDOT Natural Resources Evaluation and a Phase one Cultural Resource
Assessment Survey in the estimated not to exceed amount as set forth in Attachment A,
revising the total estimated not to exceed amount to $530,792.00.
In all other respects, the Contract approved on the April 17, 2024 BOCC remain in full force and
effect.

Re:Crane Boulevard Shared Use Path—Phase I Cultural Resource Assessment (CRAS)
Dear Mr. Rosa:
This is provided as a proposal to conduct a cultural resource assessment of the proposed Crane
Boulevard Shared Use Path, measuring approximately 4,000 ft long and 10 ft widewithing
Monroe County right-of-way. A CRAS will be conducted within the area of potential effect (APE)
which is defined as the project footprint and will be implemented to meet the guidelinesfor an
archaeological and historical assessment as required by local and State reviewing agencies,
Section 106, and Module 3 Guidelines. A scope of work is provided below.
A.Archival and LiteratureReview:
A review of pertinent records, maps, and aerial photographs will be conducted to determine if
previously unrecorded archaeological and/or historical sites occur on the parcel.
B.FieldWork
Archaeological: This cultural resource survey will incorporate the use of certain
predictive archaeological site models based on topographic and vegetative attributes of
the parcel, and determination of high, medium and low probability zones (HPZ, MPZ,
and LPZ).
A pedestrian survey and shovel testing will be conducted within the APE. HPZ and
MPZ areas will be subjected to systematic subsurface testing in accordance with
Module 3 guidelines at 25 meter (m) and 50 m intervals, respectively. The LPZ areas
will be tested at 100m intervals. Systematic testing will be supplemented with
judgmental testing, as appropriate. Soil from all test holes will be sifted through a ¼”
screen and any cultural samples recovered. Any positive locations for artifacts or sites
will be depicted on the site map. Positive test holes will be delineated at 12.5m
intervals as appropriate.
His
torical: PerFlorida Module 3 guidelines, all historic resources (50yrs old or older)
must be documented and recorded. Historic resources, if encountered,within the APE
will be assessed by a qualified historian in the field, photographed, and documented on
Florida Master Site File (FMSF) forms for historical significance.Identified resources
would be evaluated for National Register eligibility.

C.DataAnalysis and Report Preparation
All recovered samples will be cleaned, catalogued and quantified. The results of this analysis will
be included in the final report. A written report will be provided within 20 business days
following completion of the field work.The report will include a description of methodology,
results, and recommendations. Afinal report will bepreparedas per standards of 1A-46, FAC.,
and ahardcopy will besubmitted to McFarland-Johnson, Inc. and Monroe County for review.
Monroe County will submitthe Phase 1 CRAS Report to FDOT for review. The FDOT Cultural
Resources Coordinator will be responsible in submitting the Phase 1 CRAS Report directly to
the State Historic Preservation Officer (SHPO) for review and request for concurrence.
Summary of Costs
Wecan complete thesetasks for a cost of $24,075. We are available to begin work upon receipt of
written authorization to proceed, with the balance due upon receipt of the draft report.
