The following is a summary of the proposed controls upgrade: a) New APOGEE Controllers for the Chiller Plant, AHUs, and the VAVs. b) Like-for-like control points replacement. c) Existing analog sensors, actuators, and end-devices shall be replaced with new. d) The existing AHU chilled water control valves and control dampers are assumed to be in good working condition and shall be reused. e) Includes setting up critical alarms for 24/7/365 System Performance Monitoring service. f) Includes updating the existing Fault Detection and Diagnostics service with new point names. g) Includes travel and per diem. Equipment Controlled: AHUs (4) nd o 1 Meeting Room / Auditorium (located in 2 floor mechanical room) o 2 Lobby (located in attic) nd o 3 Offices (located in 2 floor mechanical room) o 6 Offices (located in attic) Zone Dampers (3) for AHU-1 o Control Room o Front Seating / Stage (BOCC Platform) with Electric Reheat o Rear Seating VAV Boxes (38) for AHUs 3 and 6 o (30) With Electric Reheat o (8) Cooling Only Exhaust Fan (1) o Toilets Chiller Plant o Air Cooled Chiller (in old cooling tower location) o (2) Pumps Siemens Industry, Inc. Page 2 of 12 943 Proposed Sequences: AHU-1 Multi-Zone (Meeting Room / Auditorium): o Control of chilled water control valve to maintain supply air setpoint of 55 degrees (user definable). o Supply air temperature reset up to 58 degrees on cooler days if outside air is below 60 degrees (user adjustable). o Outside air damper shall modulate to maintain return air C02 setpoint (user definable) during occupied schedules. Minimum outside position (user definable) shall be set during occupied schedules. During unoccupied schedules outside air damper shall be closed. o Setup of Meeting Room occupancy schedule. During meeting occupied modes, supply air temperature reset down to 52 degrees if Boardroom thermostats (1-3 Front Seating / Stage and 1-1 Rear Seating) are unable to reach setpoint at max zone damper cooling position (i.e. room to warm). o On a rise above the return air humidity setpoint (user definable), the chilled water valve shall open, and the Zone Damper #3 (Front Seating / Stage) electric reheat shall modulate up to 50% (user definable) to control space temperature setpoint. o Setup of occupied and unoccupied building time of day schedules. During unoccupied times outside air damper shall be closed and exhaust fan shall be commanded off. AHU-2 Constant Volume (Lobby): o In cooling mode, control of chilled water control valve to maintain return air setpoint (user definable). o In heating mode, electric reheat shall be staged to maintain return air temperature setpoint (user definable). o Outside air damper shall modulate to maintain return air C02 setpoint (user definable) during occupied schedules. Minimum outside position (user definable) shall be set during occupied schedules. During unoccupied schedules outside air damper shall be closed. o On a rise above the return air humidity setpoint (user definable), the chilled water valve st shall open, and the 1 stage of electric reheat shall stage to control return air temp setpoint (user definable). o Setup of occupied and unoccupied building time of day schedules. During unoccupied times outside air damper shall be closed and exhaust fan shall be commanded off. AHU-3 and AHU-6 Variable Volume (Offices): o Control of chilled water control valve to maintain supply air setpoint of 55 degrees (user definable). o Supply air temperature reset up to 58 degrees on cooler days if outside air is below 60 degrees (user adjustable). o Control of speed of VFD to maintain duct static pressure setpoint (user definable). o Setup of occupied and unoccupied building time of day schedules. During unoccupied times outside air damper shall be closed and exhaust fan shall be commanded off. VAVs Cooling Only: o Box damper positions shall be modulated between minimum and maximum CFM setpoints to maintain room temperature setpoint (adjustable at thermostat). o Night (unoccupied) settings. Siemens Industry, Inc. Page 3 of 12 944 VAVs Electric Reheat: o In Cooling Mode: On rising temperature, damper modulates from minimum position to maximum cooling. Reheat is OFF. Cooling airflow setpoint varies from min to max. On falling space temperature, damper modulates from maximum to minimum position. Reheat remains OFF. Airflow reduces to minimum setpoint o In Heating Mode, on continued falling temperature (below heating setpoint), damper maintains minimum airflow position. Electric reheat stages on in sequence. Airflow increases to heating airflow setpoint. o Night (unoccupied) settings. Zone Dampers: o Zone damper positions shall be modulated to maintain room temperature setpoint (adjustable at thermostat). Space humidity sensors are for monitoring only. o Night (unoccupied) settings. Siemens Industry, Inc. Page 4 of 12 945 Labor Summary 1. Labor to provide Siemens standard submittals / record documents: o System architecture (Siemens BACnet/IP & MS/TP) o Network address schedule o System flow diagrams o Control installation / wiring diagrams o Control & Component Panel layouts o Equipment / Instrumentation datasheets o Point database o Sequences 2. Labor to provide controls installation o Work during normal business hours. o Programming o Map new controllers and points to existing Desigo CC EBMS. o Includes updates to existing Desigo CC EBMS graphics o Work during normal business hours. 3. Labor to provide Siemens standard startup & checkout: o Point database verification o Point-to-point o Sequence verification 4. Labor to provide Siemens project management, to include the following: o BMS project scope only and associated meetings and coordination as required by project schedule (not full-time on-site superintendent or project manager) o Project meetings attendance o Project documentation requirements o Coordination with installation team o Subcontractor management (if required) o Material ordering and delivery coordination o Project turnover documentation support 5. Labor to provide 8 hours of owner training 6. One-year parts and labor warranty on new controls upon beneficial use of systems. Siemens Industry, Inc. It is assumed that VAV boxes are accessible above the ceiling. VAV box cooling and heating min/max CFM settings shall be obtained from drawings and existing control system setpoints. Existing thermostat locations shall be reused. Work during normal business hours. Existing AHUs and Plants control wiring is assumed to be in good condition and shall be reused. Existing control enclosures shall be reused. AHU chilled water control valves and actuators are assumed to be in good working condition and shall be reused. AHU control and zone dampers are assumed to be in good working condition and shall be reused. New actuators shall be provided. It is assumed that AHUs 4 and 5 do not exist. It is assumed that AHU and FCU valves are 3-way and chilled water pumping system is constant volume. Exclusions The following are the exclusions to the Controls Upgrade Proposal: Relocation of furniture, computers, etc. for access to VAVs in ceiling. Repairs to existing control wiring. Repairs to AHU mechanical and electrical equipment. Repairs to VAV boxes and zone dampers. Repairs to AHU VFDs. Repairs to AHU control dampers and control valves. New main (AHU and Plant) controller enclosures. Controls for FCU in mechanical room. Test and balance. Third-party commissioning. Overtime labor. Ethernet drops and configuration. Personal computer hardware and operating system software. Patching and painting (if required). Fire alarm system testing and/or shutdown modifications. Changes to system required by Inspector to meet current codes. Controls for FCU-8 in Elevator Room. Assumed to be controlled by standalone thermostat. Asbestos abatement, and work within asbestos areas. Bond. Permit. Per project aggregate insurance. Siemens Industry, Inc. TheTerms and Conditions of thisproposal are those in the Master Agreement between Monroe County, Florida and Siemens Industry, Inc., and are considered part of the proposal. Siemens reserves the right to adjust prices to reflect the impact of any new or modified taxes, duties, tariffs, or equivalent measures, whether direct or indirect, imposed by any U.S. or foreign governmental authority that are applicable to our offering, including any hardware, software, or service components contained therein.
