Please note, the defined performance period for the grant is one (1) year starting July 1, 2025, and ending June 30, 2026.
If your equipment purchase will take longer than one (1) year to complete and meet payment requirements, you must

Monroe County Fire Rescue (MCFR) currently operates 9 fire stations and 2 air ambulance bases across
three 24-hour shift platoons (A/B/C shifts) with 144 career firefighters and 27 apparatus providing NIMS
compliant fire suppression and emergency medical services (EMS) to the citizens and visitors of the
unincorporated areas of Monroe County, the city of Layton and the Key West International Airport.
MCFR has 144 combat firefighters, and every firefighter has been provided with bunker gear that is
compliant with NFPA 1971, 2018 edition. Therefore, this bunker gear meets the minimum level of
protective ensembles and ensemble elements to protect personnel during structural and proximity
firefighting from exposure to liquid and particulate contaminants.

Of the 27 apparatus, 17 front line units has a post-fire gross decontamination kit as part of its inventory.
These decontamination kits are kept on responding apparatus for each first-due response zone within the
County’s jurisdiction. Although MCFRhas post-fire gross decontamination procedures, the department
lacks advanced cleaning equipment conducted using washer/extractors.

important to your grant request. This narrative must demonstrate the financial need of the department.
Monroe County Fire Rescue’s (MCFR) is requesting $35,560 for two (2) bunker gear extractor units. MCFR’s
project goals with the requested funding is to ensure that bunker gear is cleaned immediately following
exposure to carcinogens with washer extractor units at two of its fire stations for its 144 firefighter
personnel. The following is an itemized list with costs for the items requested:
1.Washer Extractor (2 @ $ 17,780.00 /ea) for total Amount Requested $35,560.00
As evidenced in numerous studies, most notably the Firefighter Cancer Support Network (FFCSN),
firefighters are repeatedly exposed to environments filled with hazardous compounds, toxins and
carcinogens, and as a result of the performance of their duties and responsibilities are more prone to
contracting certain illnesses and cancers than the general population.
The head, face, neck and hands represent highly vulnerable body regions. The function of a hood with an
inner membrane-based particulate blocking layer is to protect against the skin’s exposure to both fire and
carcinogens. The skin is the largest organ of the human body in area and is highly absorptive, which
increases with temperature. Consequently, the most likely route of exposure for carcinogens is through
dermal/skin absorption. Hoods as described, helmets with protective earflaps and gloves are extremely
important in that these protective devices reduce the area of skin exposed to toxic substances and
particulates that will contaminate a firefighter’s personal protective equipment ensemble following
exposure to the products of combustion or other hazardous materials incidents.
These carcinogens may not be completely eliminated however MCFR requires gear cleaning procedures
for our firefighters who may respond to several incidents per shift as a primary project goal with this
funding. This cleaning will mitigate exposures to hazardous, cancer-causing contaminants for our
firefighters as the major project objective. This project objective meets MCFR’s intent which is to reduce
the number of firefighters being diagnosed with and dying of different occupational cancers. Therefore,
MCFR is seeking funding to purchase two (2) washer extractor units. This project goal and objective
correlates to MCFR’s mission of serving our community with the highest level of life and property
protection to meet the needs of the community and to perform these fire and lifesaving activities while
assuring firefighter safety and operational readiness of all personnel in conformance with NFPA 1500
Standard on Fire Department Occupational Safety, Health and Wellness Program and NFPA 1585 Standard
on Contamination Control.
This equipment cannot be funded by Monroe County due to current and projected budgetary shortfalls
resulting from federal funding reductions. There are less tax revenue contributions limits the department’s
capital expenditure budget. Monroe County’s economy is tourism-based with approximately 35% of its jobs
in this industry. Typically, the County's population more than doubles during the tourist season which is
from November through April every year increasing demand on fire and emergency medical services
personnel. Nonetheless, Monroe County is considered a rural jurisdiction which extends from the mainland
Southern tip of Florida with islands connected by the U.S. 1/Overseas Highway’s 42 bridges and is also
contiguous with Miami-Dade County.
Monroe County is experiencing declining revenues which correspond to a decline in growth and decrease
in half-cent sales and tourist impact taxes, increased expenditure costs as high inflation and interest rates
have negatively impacted the department’s ability to make necessary purchases.

Project Overview
The Florida Firefighter Cancer Decontamination Equipment Grant Program (FFCDEGP) was
established by Florida Statute 633.137 and F.A.C 69A-37.503 to help protect the health and
safety of firefighters and provide financial assistance to help fire departments, including
volunteer fire departments, procure equipment, supplies, and educational training designed to
mitigate exposure to hazardous, cancer-causing chemicals.
Project Priorities
Grant funding is only available for PPE extractor units (110 volt) and other units not designed to
operate not using 110 volt however additional costs such as wiring and installation will not be
covered, second sets of hoods, gloves, and earflaps, vehicle exhaust capture systems, other
equipment used to mitigate exposure to hazardous, cancer-causing chemicals, supplies used to
mitigate exposure to cancer, causing chemicals, educational training designed to mitigate
exposure to hazardous, cancer-causing chemicals.

refer to Florida Administrative Code 69A-37.503.

Eligible applicants are fire service providers organized and operating in the state of Florida that
meets all the following requirements:
1.A fire service provider,
2.Recorded as a fire department in the Division’s online electronic database,
3.Has a Florida fire department identification (FDID) number?
4.Submitted the Florida Fire Service Needs Assessment, Form DFS-K4-2191,
5.Is compliant with the Florida Firefighters Occupational Health and Safety Act or has a plan for
correction.
6.Must submit fire incident data as required in FAC 69A-66.004.
Ineligible organizations are those that meet any of the following:
1.Federal government entities or contracted by federal government,
2.Fire service providers on federal or state military bases,
3.Federal or state tribal nations,
4.Fire brigades or private fire departments that operate independent of a municipality or
county, the state of Florida, the Division, or any political subdivision of the state of Florida,
including authorities and special districts.
Cost Share or Match
A minimum of 25 percent nonstate matching funds is required by the eligible applicant for the
Florida Firefighter Cancer Decontamination Equipment Grant Program. Applicant must submit
proof of its nonstate matching funds.

E.Application Review Information
The Bureau of Fire Standards and Training (BFST) will rank all complete and submitted
applications based on how well they match the Priority Sequence for Award. Answers to the
application’s activity specific questions and Florida Fire Service Needs Assessment Survey
provided information will be used to determine each application’s ranking relative to the stated
program priorities.
Review and Selection Process
Applications are scored competitively by (no less than three) peer reviewers. These peer
reviewers will assess each application’s merits with respect to the detail provided in the
Narrative Statement on the activity, including the evaluation elements listed in the Narrative
Evaluation Criteria below. The panel will independently score each project within the
application, discuss the merits and/or shortcomings of the application, and document the
findings. A consensus is not required.

Narrative Evaluation Criteria
Financial Need
Applicants should describe their financial need and how consistent it is with the intent
of the Program. This statement should include details describing the applicant’s
financial distress, summarizing budget constraints, unsuccessful attempts to secure
other funding, and proving the financial distress is out of their control.
2. Project Description and Budget
This statement should clearly explain the applicant’s project objectives and its
relationship to the applicant’s budget and risk analysis. The applicant should describe
the various activities applied for with respect to any program priority or facility
modifications, making sure they are consistent with project objectives, the applicant’s
mission and national, state, and/or local requirements.
Applicants should link the proposed expenses to operations and safety, as well as the
completion of the project goals.
Turndown Notifications
All applicants who do not receive an FY2025-26 Grant award will receive a notification letter by email
from BFST within 60 days of grant application closing date.
F.Award Administration Information
Award Notification
All applicants who are awarded a FY2025-26 Grant award will receive a notification award letter
by email from BFST within 60 days of grant application closing date. The recipient will have 30
days from notification to email BFST whether to accept or decline the award.
Award Agreement Information
If the recipient decides to accept the grant award, they will be required to sign a grant
agreement between Department of Financial Services and the recipient. The Contract provides
the requirements for services and performance as outlined in the Scope of Work including
deliverables, Specific Grant Award, Audit Requirements, and Public Records Requirements
