AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA REPEALING SECTION 4-75, MONROE
COUNTY CODE; DIRECTING THE EDITORS OF THE CODE TO INSERT
A REFRENCE AT 4-75 DIRECTING READERS TO F.S.767.10 ET SEQ FOR
DANGEROUS DOG PROCEDURES; PROVIDING FOR SEVERABILITY;
CODIFICATION;AND AN EFFECTIVE DATE
WHEREAS, the State Legislature enacted Chapter 2025-61, Laws of Florida, known as
the Pam Rock Act, which amended Chapter 767, Florida Statutes, to address the rising number of
attacks and fatalities caused by dangerous dogs; and
WHEREAS, in enacting the Pam Rock Act, the Legislature intended to establish uniform
requirements for dog owners throughout the state to address the dangerous dogs; and
WHEREAS,the Pam Rock Act took effect on July 1, 2025; and
WHEREAS, to eliminate any conflicts between the Monroe County Code and the Pam
Rock Act and make the Code consistent with state law,the Board of County Commissioners wishes
to repeal Section 4-75 of the County Code and direct the editors of the County Code to insert in its
place a reference note to direct readers to F.S. 767.10 et seq.
NOW THEREFORE, be it ordained by the Board of County Commissioners of
Monroe County, Florida:
Section 1. Section 4-75 of the Monroe County Code is hereby repealed in its entirety.

Section 2. Inconsistency, Partial invalidity, severability, and survival of provisions. If
any provisions or portion thereof, of this ordinance is for any reason held to be invalid or
unenforceable by any administrative hearing officer or court of competent jurisdiction, such
invalidity or unenforceability shall neither limit nor impair the operation, application,
enforceability, or validity of any other provision, or portion thereof, of this and all other ordinances,
shall continue unimpaired in full force and effect.
