Discussion and direction regarding potential updates to Chapter 18 of the Code to allow for the
collection of vehicle parking, trailer parking, and boat ramp launch and retrieval fees from non-
residents and/or residents at multiple locations including Harry Harris Park, Higgs Beach, and Mike
Forster Memorial Park to help offset the costs of facilities maintenance and improvements. TIME
APPROXIMATE 10:30 A.M.
ITEM BACKGROUND:
Monroe County parks,particularly those with boat ramps and trailer parking, require ongoing
maintenance and improvements. To help offset these costs, Monroe County Parks and Beaches proposes
implementing fees for parking, trailer parking, and boat ramp use, with the flexibility to adjust fees by
resolution as needed.
PREVIOUS RELEVANT BOCC ACTION:
Currently, Monroe County only charges fees under Section 18-27(h) for non-resident admission at
Harry Harris Park. Vehicle admission at Harry Harris Park is $15 per vehicle, with additional boat ramp
fees of$40 on non-holiday weekends and $60 on holidays. Park admission is waived for active-duty
military, disabled veterans, their immediate family, and other individuals as specified in Florida law
with proper ID.

Sec. 18-27. - Rules of conduct and operational procedures for
certain parks
(h)Admission Fees for non-Monroe County residents only.
(1 ) Vehicle Fees:
a. Admission fees for Harry Harris Park will be $15.00 per vehicle.
(2) Boat Ramp Fees:
In addition to the fees in section (1 ) above, all vehicles with watercraft
vessel trailers are subject to the following fees:
a. On Monroe County non-holiday weekends, the boat ramp fees
for Harry Harris Park shall be $40.00.
b. On Monroe County holidays, which shall include the entirety
of any contiguous weekend days, and the two-day annual July
lobster mini-season, the boat ramp fees for Harry Harris Park
will be $60.00.
(3) Park admission fees are waived for active-duty military members,
disabled veterans, and their immediate family members, i.e. surviving
spouse, child, or parents, and other individuals as identified in F.S.
125.029 (with proper I.D. provided).

Parking Application
Parks and Beaches can implement this system beginning in April 2026.
How it works:
• No startup costs
• Signage will be installed with unique codes for each park, ramp, and
drop-in launch area
• Park users will pay through their mobile phones using a variety of
payment methods
Associated Costs / Fees:
• $0.35 per transaction (applies to both residents and non-residents,
even if no parking charge applies)
• Additional processing fees: $0.20 + 3% of the total transaction amount
Enforcement Options
Initial Option:
• Off-duty deputies can issue citations using a master list provided by
the parking application
Future Option:
• Contract with a License Plate Recognition (LPR) photo enforcement
company
• Upfront cost required
• Citation revenue would be shared between the County and the
company
• Percentage split dependent on initial cost, number of parking
spaces, and generated revenue

Non-Resident Fees
These fees will apply exclusively to non-residents:
■ Harry Harris Beach Parking (7:30-4:OOPM only): $5 per hour for the
first two hours, then $2 per hour thereafter.
■ Higgs Beach Parking: $5 per hour
■ Boat Trailer Parking: $40 daily fee and $50 daily on holidays and
contiguous weekend days.
■ Boat Ramp Launch Fee: $5 for each drop-in and out (does not include
parking).
Resident Rates
25% of Non-Resident Rates
■ Harry Harris Beach Parking: $1 .25 per hour for the first two hours,
then .50 per hour thereafter.
■ Higgs Beach Parking: $1 .25 per hour
■ Boat Trailer Parking: $10 daily fee and $12.50 daily on holidays and
contiguous weekend days.
■ Boat Ramp Launch Fee: $1 .25 for each drop-in and out (does not
include parking).

AN ORDINANCE OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY,
FLORIDA, AMENDING SECTION 18-27(h) OF THE
MONROE COUNTY CODE OF ORDINANCES,
ENTITLED RULES OF CONDUCT AND
OPERATIONAL PROCEDURES FOR CERTAIN
PARKS, ADMISSION FEES; TO ALLOW PARKING,
TRAILER PARKING, AND BOAT RAMP LAUNCH
AND RETRIEVAL FEES AT SPECIFIED COUNTY
PARKS, AND TO SET THOSE FEES BY
RESOLUTION; PROVIDING FOR SEVERABILITY;
PROVIDING FOR REPEAL OF ALL ORDINANCES
INCONSISTENT HEREWITH; PROVIDING FOR
INCORPORATION INTO THE MONROE COUNTY
CODE OF ORDINANCES;AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Monroe County Board of County Commissioners (BOCC) found
it in the interest of public welfare to regulate parking at
parks by charging parking fees for parking,trailer
parking, and boat ramp launch and retrieval to help offset the costs of facilities maintenance,
improvements and renovations; and
WHEREAS, the BOCC now wishes to amend Section 18-27(h) of the Monroe
County Code (MCC), entitled Rules of Conduct and Operational Procedures for Certain
Parks, Admission Fees to enforce parking, trailer parking, and boat ramp launch and
retrieval fees at certain County Parks, including , and
to subsequently set reasonable fees by resolution rather than by amending Ordinance 18-
27(h) each time a fee change is needed; and
WHEREAS, the BOCC wishes to codify these amendments to section 18-27(h).
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT THE MONROE
COUNTY CODE OF ORDINANCES IS HEREBY AMENDED AS FOLLOWS:
SECTION 1: That Section 18-27(h) of the Code of Ordinances is hereby deleted
in its entirety and replaced with:
(h) Admission Fees
(1) The county may charge fees for parking,trailer parking,and for boat ramp launch
and retrieval at locations to help offset the
cost of parking facilities maintenance, except the County may not charge parking

fees for certain exempt vehicles. Such fees may not be imposed for profit or
general revenue purposes and must not unduly restrict public access to the park.
(2) The Board of County Commissioners shall establish parking,trailer parking, and
boat ramp launch and retrieval fees by resolution.
SECTION 3: SEVERABILITY. If any portion of this ordinance is for any reason
held invalid or declared to be unconstitutional, inoperative or void, such holding shall not
affect the remaining portions of this ordinance. If this ordinance or any provision thereof
shall be held to be inapplicable to any person,property or circumstances, such holding shall
not affect its applicability to any other person,property or circumstances.
SECTION 4: CONFLICT WITH OTHER ORDINANCES. All ordinances or
parts of ordinances in conflict with this ordinance are hereby repealed to the extent of said
conflict.
SECTION 5: INCLUSION IN CODE OF ORDINANCES. The provisions of
this ordinance shall be included and incorporated in the Code of Ordinances of the County
of Monroe, Florida, as an addition or amendment thereto, and shall be appropriately
renumbered to conform to the uniform numbering system of the Code.
SECTION 6: TRANSMITTAL AND EFFECTIVE DATE. This Ordinance
shall be filed with the Department of State and shall be effective as provided in section
125.66(2), Florida Statutes.

ITEM BACKGROUND:
Monroe County parks,particularly those with boat ramps and trailer parking, require ongoing
maintenance and improvements. To help offset these costs, Monroe County Parks and Beaches proposes
implementing fees for parking, trailer parking, and boat ramp use, with the flexibility to adjust fees by
resolution as needed.
PREVIOUS RELEVANT BOCC ACTION:
Currently, Monroe County only charges fees under Section 18-27(h) for non-resident admission at
Harry Harris Park. Vehicle admission at Harry Harris Park is $15 per vehicle, with additional boat ramp
fees of$40 on non-holiday weekends and $60 on holidays. Park admission is waived for active-duty
military, disabled veterans, their immediate family, and other individuals as specified in Florida law
with proper ID.

Sec. 18-27. - Rules of conduct and operational procedures for
certain parks
(h)Admission Fees for non-Monroe County residents only.
(1 ) Vehicle Fees:
a. Admission fees for Harry Harris Park will be $15.00 per vehicle.
(2) Boat Ramp Fees:
In addition to the fees in section (1 ) above, all vehicles with watercraft
vessel trailers are subject to the following fees:
a. On Monroe County non-holiday weekends, the boat ramp fees
for Harry Harris Park shall be $40.00.
b. On Monroe County holidays, which shall include the entirety
of any contiguous weekend days, and the two-day annual July
lobster mini-season, the boat ramp fees for Harry Harris Park
will be $60.00.
(3) Park admission fees are waived for active-duty military members,
disabled veterans, and their immediate family members, i.e. surviving
spouse, child, or parents, and other individuals as identified in F.S.
125.029 (with proper I.D. provided).

Parking Application
Parks and Beaches can implement this system beginning in April 2026.
How it works:
• No startup costs
• Signage will be installed with unique codes for each park, ramp, and
drop-in launch area
• Park users will pay through their mobile phones using a variety of
payment methods
Associated Costs / Fees:
• $0.35 per transaction (applies to both residents and non-residents,
even if no parking charge applies)
• Additional processing fees: $0.20 + 3% of the total transaction amount
Enforcement Options
Initial Option:
• Off-duty deputies can issue citations using a master list provided by
the parking application
Future Option:
• Contract with a License Plate Recognition (LPR) photo enforcement
company
• Upfront cost required
• Citation revenue would be shared between the County and the
company
• Percentage split dependent on initial cost, number of parking
spaces, and generated revenue

Non-Resident Fees
These fees will apply exclusively to non-residents:
■ Harry Harris Beach Parking (7:30-4:OOPM only): $5 per hour for the
first two hours, then $2 per hour thereafter.
■ Higgs Beach Parking: $5 per hour
■ Boat Trailer Parking: $40 daily fee and $60 daily on holidays and
contiguous weekend days.
■ Boat Ramp Launch Fee: $5 for each drop-in and out (does not include
parking).

■ Harry Harris Beach Parking: $1 .25 per hour for the first two hours,
then .50 per hour thereafter.
■ Higgs Beach Parking: $1 .25 per hour
