AGENDA ITEM WORDING: Approval to advertise a public hearing for a budget amendment to
Fund 101, Fine & Forfeiture Fund.
ITEM BACKGROUND:
The purpose of the proposed budget amendment is to bring forward surplus fund balance from the
previous fiscal year so it may be made available for use in the current fiscal year. This additional fund
balance is the result of excess fees remitted by the Monroe County Sheriffs Office for fiscal year 2025.
The FY2025 excess fees provided by MCSO exceeded the budgeted amount by $3,096,071.01. The
proposed fiscal year 2026 budget amendment will bring forward the additional fund balance so it may
be used to fund various deferred maintenance projects at Monroe County Detention Center on Stock
Island. This was originally discussed during the "Summer Studies" section of the July 15th Special
Budget Presentation. These detention center related projects are currently budgeted within the One Cent
Infrastructure Sales Surtax Fund (Fund 304). This budget amendment will allow for these projects to
now be funded from the Fine & Forfeiture Fund(Fund 101)which will then free up budget in the One
Cent Infrastructure Sales Surtax Fund (Fund 304) to be used for other capital improvement projects.
PREVIOUS RELEVANT BOCC ACTION:
On September 10, 2025, the Board of County Commissioners approved the operating and capital budget
for fiscal year 2026.
