The Task Order will be paid from CFC funding. ITEM BACKGROUND: Increases in passengers and rental car customers have placed a strain on the Airport's public parking facilities, rental car facilities, and terminal curb space. The CFC charge was imposed to fund planning, design, financing, construction, and operation and maintenance of the future consolidated rental car facilities at the Airport. PREVIOUS RELEVANT BOCC ACTION: Approval of Resolution No. 520-2022 on December 7, 2022 imposing a $4.00 CFC charge per transaction day on customers of rental car companies accessing the Key West International Airport; approval of Resolution 040-2024 on January 31, 2024, increasing the CFC charge to $6.00 per transaction day; approval of Resolution No. 541-2024 on December 11, 2024, increasing the CFC charge to $8.00 per transaction day; and approval of Resolution No. 311-2025 on September 10, 2025, increasing the CFC charge to $9.00 per transaction day. Approval of McFarland Johnson's (MJ) Master Agreement for Professional Services on February 16, 2022. Approval of MJ Task Order for CONRAC Phase 2 program development, data collection, site analysis and development of operational models on July 17, 2024 and approval of MJ Task Order for CONRAC Phase 3 for conceptual design and partial schematic design on March 25, 2025. The scope does not include the bidding or construction administration phases. This proposal is for professional planning, engineering and architectural services associated with the proposed project. The project shall accommodate and include the following facility components: 1. Ready/Return Facility (R/R) - The Ready/Return Facility includes Ready and Return car areas, Customer Service/Security Kiosks, and Support Facilities. 2. Core Area(CA)-The CA consists of those components relating to the vertical transition area at the ConRAC. This includes the common customer circulation areas, code required restrooms and building support areas. 3. Skybridge Area (SA) -The skybridge consists of a bridge from the existing 2nd level ticketing area connecting to the new ConRAC facility. It will be covered and may or may not be conditioned. 4. Quick Turn Around Facility (QTA) -The QTA includes fueling, car wash facilities, employee amenities, administrative support areas, and vehicle stacking spaces. Light vehicle maintenance facilities is not included. 5. Customer Service Area (CSA) -The CSA consists of those components relating to the rental transaction process. This includes the rental counters/retail spaces, common customer lobby areas,back-office areas and support areas, and the customer and employee amenities. 6. Interim QTA Facility -The interim QTA facility will support the existing rental car operations during construction of the new ConRAC facility. It will include fueling, car wash facilities, administrative spaces, and vehicle stacking spaces. PROJECT BUDGET: The PROJECT's estimated opinion of probable construction cost has not yet been finalized but is estimated to be a $55M-$60M total budget, including soft costs and a construction contingency. The final project budget will need to be developed in conjunction with SPONSOR. This scope and fee have been established based on the level of design effort associated with this estimated budget. The coordination with the County,EYW management and staff,rental car companies, and other key stakeholders regarding owned and/or operated facilities that may be impacted by the project. 2. Procurement and coordination with the Subconsultant's services. 3. Coordinate,attend and lead a series of project coordination meetings with the County, EYW, and other key stakeholders. An estimated six(12)project meetings with EYW to facilitate coordination and project reviews are expected. 4. Coordinate, attend and lead a series of project coordination meetings with SUBCONSULTANTS to progress the project. An estimated twelve (12) biweekly meetings with the SUBCONSULTANTS to facilitate coordination and project reviews are expected. Key West International Airport Design Services-Phase 4 Consolidated Rental Car Facility Page 2 Scope of Work 1264 Key West McFarlatid Johnson haernAtIonal Airport TASK 2-Schematic Design Schematic Design will be based on a continuation of the schematic design phase from the previous task and will be based on the previously selected concept. The objective will be to develop the selected concept and prepare presentation materials for each major component of the building development and to refine the program requirements to allow for preliminary budget confirmation and Owner approval. The design will be further refined through the development of the following exhibits: • Site Plan-Identifies the rental car customer vehicular access,ingress/egress,traffic flow in and around the site, landscape areas, edge conditions, service access and flow, visitor access and flow, service yard and fueling areas, etc. • Plans - Shows the relationship of the programmatic space requirements to scale and describes the functional requirements, such as, flow, wayfinding, building support areas, vertical cores, administrative areas, and public areas. • Sections - Identifies the vertical relationships of the different levels in relation to the existing grades and terminal. • Interior Concepts - Initial interior concepts will be developed with materials and color. • Major Building Systems - major building systems to be identified, analyzed, selected, and coordinated with the architectural drawings. The building systems will be structural engineering, mechanical engineering, electrical engineering, plumbing engineering, specialty engineering, etc. • General Outline Specifications - General outline specifications will be developed highlighting the major building divisions and identifying the general quality of the project. Schematic Design Deliverables will be provided to project stakeholders in PDF format for their review and feedback. Schematic drawings including: • Architectural building floor plans, roof plans, building sections and building elevations • Structural foundations and superstructure • Site/Civil drawings • Mechanical one-line diagrams, including Fueling Systems • Electrical one-line diagrams • Plumbing one-line diagrams • Fire Protection one-line diagrams Schematic narratives including: • Executive summary • Project purpose • Project scope • Facility operational description • Building aesthetics description Key West International Airport Design Services-Phase 4 Consolidated Rental Car Facility Page 3 Scope of Work 1265 Key West McFarlatid Johnson haernAtIonal Airport 0 Building MEP/FP description TASK 3-Design Development Upon conclusion of the Schematic Design phase, EYW, Consultant and Subconsultants will have reviewed the Schematic Design documents and have prepared a list of key design/coordination issues, cost issues, and feedback. The major tasks arising out of the reviews will be to resolve and incorporate into the Project, agreed upon Schematic Design review comments and to establish a list of priorities and action items for the Design Development Phase. The Design Development documents will refine and further develop the design concepts and space planning established during the Schematic Design Phase. The main objective of the Design Development Phase will be to develop and describe the Architectural, Structural, Site/Civil, Mechanical/Electrical/Plumbing/Specialty systems and building materials and finalize design decisions. • Finalize major design decisions and fix and describe the architectural, structural, mechanical, electrical, plumbing systems, specialty systems, and building materials. • Convey key aspects of the design and building systems in order that the owner's acceptance of the design can be obtained, and in addition, form the basis for a further developed and refined cost estimate. • Coordination amongst team members to begin the Construction Documents Phase prior to completion of the Design Development Phase. Design Development will also include continued development of the following: • Vehicular/Service/Pedestrian ingress and egress • Potential Integration of Public Art • Alternate Means and Methods Request(AMMR)development/Code&Life Safety development as necessary • Continue to work with design team specialists to prepare a fire protection life safety code analysis to include construction type and fire resistance rating of structural members, allowable area, allowable height, occupancy separation requirements, interior finish, number of exits, emergency services, sprinkler/standpipe requirements, fire alarm requirements, special requirement, and code section references to facilitate detailed requirement review. • Continue to identify and document significant code issues,including those that may require the application of alternative approaches. • Review design development drawings for conformance with the locally adopted codes and standards. • Continue to collaborate to identify construction elements that do not conform to the codes and standards to discuss with the local Authorities Having Jurisdiction(AHJ) as alternate methods of construction or performance-based design. • Building code review to determine the codes and regulations with authorities having jurisdiction over the project design. TASK 4- Construction Documents Upon completion of the Design Development Document review period, EYW, Consultant and Subconsultants will have reviewed the Design Development documents and have prepared a list of key design/coordination issues, cost issues, and design feedback. The major tasks arising out of the reviews will be to resolve and incorporate into the Project the Design Development review comments, and to establish a list of priorities and action items for the Construction Document Phase. The design team will review the Design Development cost estimate for budget compliance, and review and discuss Design Development review comments. The main objective of the Construction Document Phase is to prepare and issue construction packages setting forth in detail the requirement for the project necessary for permitting, bidding/advertising, negotiating, contracting and construction. The Design Team will provide 100% construction document set of drawings, specifications, and narratives that will be presented to the Airport staff and RAC Industry for comment and evaluation. The construction documents describe the quality, configuration, size and relationship of all components to be incorporated into the project. Examples of activities during this phase include: • Establish schedule milestones for this phase, and continue building upon the communication and coordination established in previous phases • Regular updates of electronic REVIT files of the building base plan documents to ensure all team members are working with up-to-date drawing backgrounds. • Establish design team procedures for communication and management of the project. • Focused Consultant Coordination Meetings, ranging from individual consultant work sessions to full team meetings with the owner • Consultant Coordination • Continued monitor of Program versus As-Designed by use of an area tabulations/Program comparison spreadsheet. • Track Schedule and Construction Budget with design • Continued Review of Cost Savings through Evaluation of Project Systems, Materials, and Quality • Permit Issue Requirements • Incorporate Owner Design Development Review Comments • Finalize Design Issues • Finalize Color/Finish Selections • Drawing Coordination Review • Quality Control Review @ 60% and 90%, Construction Documents • Construction Administration Review @ 90% Construction Document's • Outline Bid Packages/Issues • Define Construction Documents/Bid Packages and Schedules Responsibilities • Incorporate and Define FF&E Work/ Scope of Work Responsibilities Key West International Airport Design Services-Phase 4 Consolidated Rental Car Facility Page 5 Scope of Work 1267 Key West McFarlatid Johnson haernAtIonal Airport Progress sets will be prepared and issued at 60% and 90% stages or as required.
