Approval of Work Order No. 11 to Complete the 2026 U.S. 1 Arterial Travel Time and Delay Study
("ATTDS"), in the Amount of $ 111,920.83, of Which the County's Share is 12.5% ($13,990.10) as
Directed by the BOCC at the September 10, 2025, Regular BOCC Meeting, pursuant to the AECOM
Transportation Planning Continuing Services Contract, Which Is Funded Through a Joint Participation
Agreement ("JPA")with the Florida Department of Transportation.
ITEM BACKGROUND:
The U.S. 1 Arterial Travel Time and Delay Study("ATTDS" or "study") is performed every two years
to monitor the Level of Service("L.O.S.") on U.S. Highway 1 ("U.S. 1"). The study is conducted for
purposes pursuant to Comprehensive Plan Policies 301.1.2 and 301.1.3 and Section 114- 2 of the
Monroe County Land Development Code. Monroe County's adopted overall and segment Level of
Service on U.S. 1 is L.O.S. C, represented by a median speed of 45 miles-per-hour("mph"). The 2025
ATTDS reported an overall L.O.S. C on U.S. 1 with a median speed of 45.6 mph and was adopted for
inclusion in the 2025-2027 Public Facilities Capacity Report("PFCR"), which is used for infrastructure
concurrency review for development proposals within unincorporated Monroe County.
During the September 10, 2025, BOCC meeting, timing of the 2025 ATTDS data collection was
discussed. Due to the"344 Fire,"U.S. 1 and Card Sound Road were shut down in one or both directions
on multiple days which created extensive traffic delays and significantly disrupted data collection.
Therefore, data could not be collected as planned during the week of March 16-22, 2025, and instead
took place between March 23, 2025, and April 5, 2025. The validity of the data and whether the first
week of April was still "peak" season was questioned at the September 10, 2025, BOCC meeting, which
resulted in the BOCC directing Planning & Environmental Resources Department staff to conduct an
additional ATTDS in 2026 with data collection during the 6-week peak period (mid-February- end of
March) typically used, but not formally adopted into the U.S. 1 Level of Service Methodology. The
BOCC also directed Planning & Environmental Resources Department staff to reconvene the U.S. 1

LOS Task Force to add the 6-week data collection requirement into the official methodology and to
review whether construction delays should be treated differently. The scope of work for this work order
includes 2026 data collection within the directed 6-week period. If new methodology is adopted prior to
the 2026 study with changes to construction delay protocol, the new methodology will be used (this
may or may not require an amendment to the work order, which Department staff will bring back for
BOCC approval as needed).
The BOCC approved a 4-year continuing services contract on April 19, 2023, with AECOM. The
agreement provides for traffic impact studies, concurrency management, and other traffic/transportation
engineering services.
This work order (total amount $111,920.83) is funded at 87.5% through a Joint Participation Agreement
("JPA") from the Florida Department of Transportation (FDOT share is $97,930.73). The County's
share for this work order is $13,990.10.

it based on the considerations identified in the Draft 2019 ATTDS. The final 2019 ATTDS was not
approved by the BOCC
October 21, 2020 —BOCC approved Resolution No. 355-2020 reconvening the U.S. 1 LOS Task Force
and tasking the U.S. 1 LOS Task Force with evaluating the LOS Methodology and potential updates to
it based on the Considerations identified in the draft 2019 ATTDS.
February 17, 2021 —BOCC approved Resolution No. 064-2021 adopting the recommendations of
the U.S. 1 LOS Task Force and the 2021 Updated methodology document, A Methodology to Assess
Level-Of-Service-On-U.S.-1-In-The-Florida-Keys, for County use

November 8, 2023 - BOCC considered the Draft 2023 ATTDS and approved recollection of data for
some segments in 2024 due to excessive traffic signal and construction delays. The BOCC did NOT
adopt the 2023 ATTDS, and approved continued utilization of the 2021 ATTDS for concurrency
review.
February 21, 2024 - BOCC approved Work Order No. 03 to Complete Additional Data Collection Runs
for the 2023 ATTDS in Segments 13-24.
March 20, 2024 - BOCC directed staff to NOT complete the additional data collection for the 2023
ATTDS due to FDOT having not yet completed the signal re-timing project, and to continue using the
2021 ATTDS for concurrency review.
February 19, 2025 —Approval of Work Order No. 6 to complete the 2025 U.S. 1 ATTDS
September 10, 2025 —BOCC approval of the 2025 U.S. 1 ATTDS, and direction to complete the 2026
ATTDS within 6-week data collection window and reconvene US LOS Methodology Task Force to

SCOPE OF SERVICES FOR WORK ORDER NO. 11
US-1 Arterial Travel Time and Delay Study - 2026
Monroe County, Florida
A. INTRODUCTION
The Monroe County Planning Department requested that a Travel Time and Delay Study
be conducted.
B. SCOPE OF SERVICES
Tasks 1 — 4: Travel Time and Delay Studies
The travel time study includes four tasks: 1) equipment mobilization/calibration, 2) travel
time runs, 3) travel time data check, and 4) travel time data summary.
Using the floating car method, the data collection team will record travel time, speed, and
delay data for each of the 24 segments along US 1. Data will be recorded by date, day
of week, time of day and direction.
Travel time runs will be conducted during a 14-day period. The field data collection
should be completed by the end of March 2026. The study will consist of 14 round-trip
runs, sampling each day of the week twice.
The study will employ the staggered schedule of departure times previously approved
by the US 1 Level of Service Task Force Team, so as to record peak hour conditions in
as many different locations as possible.
If the LOS Methodology being reviewed by the Task Force gets adopted in time, the
updated methodology will be used for data collection and analysis. The additional work
effort/fee associated with the updated methodology will be reviewed and this work order
will be amended, if needed.
Tasks 5 — 6: Traffic Data Collection
AECOM will coordinate with the subconsultant for traffic data collection (Task 5), which
includes data collection schedule and count locations. AECOM's subconsultant will
collect traffic data (24-hour traffic counts) for seven consecutive days along US 1 in both
directions of travel separately at: a) Big Pine Key (at Six locations); b) Marathon (MM
50); and, c) Upper Matecumbe (MM 84). Data will be recorded by date, day of week,
time of day and direction. The data will be collected over 7 consecutive days in March of
2026. The standard FDOT procedure will be followed in collecting the required traffic
data. Then, AECOM will prepare traffic data summaries (Task 6).

Task 7 — 8: Supplemental Travel Time Runs and Analysis
Supplemental travel time runs will be conducted for Segments 1 to 4 based on the
schedule provided below (Task 7). The supplemental runs will be used to determine
travel speeds during AM and PM peak hours. This travel time data will be analyzed and
the results will be summarized in a table (Task 8) for information purposes only and will
not be used in LOS calculations. This information will be reviewed to decide if
supplemental runs should be incorporated into the LOS calculations as directed by the
Monroe County BOCC.
Supplemental Travel Time Run Schedule:
1. Three travel time runs in the southbound direction during AM Peak Hours (7 — 8
am) on Wednesday, Thursday, and Friday of the second week.
2. Three travel time runs in the northbound direction during PM Peak Hours (5 — 6
pm) on Wednesday, Thursday, and Friday of the second week.
Task 9: Study Report
The study results will be summarized in a report, including a series of tables and graphs.
The travel time and speed data will be used to determine LOS and reserve capacity for
each of the 24 segments and for the overall US 1 corridor. The traffic volume data will
be reviewed and summarized in tables and graphs.
In addition, a statistical analysis of the mean, median, standard deviation, and range of
speed recorded for each individual segment and for the overall US-1 corridor will be
provided. Excess roadway capacities and deficiencies in capacity will be determined and
reported in accordance with the latest US 1 Level of Service Task Team Methodology.
Deliverables
The Consultant shall provide a PDF version of the draft report to the County Planning
Department for review. Upon receipt of the review comments from the County, the
Consultant will prepare the final report and provide the County Planning Department with
a PDF version of the final report.
C. Project Management
Purpose
The purpose of this task is to perform all project management related activities that are
required as part of this study.
Activities
Project Management will include managing and coordinating client and third-party
interfaces, attendance at project meetings, documentation of meeting notes, and QA/QC
reviews of project deliverables.

Proiect Schedule
Project schedule will be developed and submitted to the County Project Manager for
review and approval. The monthly progress reports will include updates to the original
project schedule.
Progress Reports
Project progress reports will be prepared and submitted to the county on a monthly basis.
The progress report will discuss work accomplished during the preceding month, and
potential project issues and associated impacts to the project schedule, if any.

D. Compensation for Services
The Consultant shall be paid a lump-sum amount of$111,920.83, invoiced monthly as
percent complete, consistent with progress reports. The staff-hour estimates and the
corresponding costs are based on the Professional Services Agreement between
Monroe County and AECOM executed on April 25, 2023.
E. Schedule
All fieldwork shall be completed by end of March 2026. The draft report shall be
submitted to the County Planning Department by first week of July 2026. The Final
Report shall be submitted within 14 days of receiving review comments from the County
Planning Department.
Acceptance and approval of this Work Order by both parties below constitute
authorization for the Consultant to proceed.
