Fire Rescue Operations
■ Initiated promotional process and conducted interviews for the Battalion Chiefs position.
Alejandro Lucio was promoted to Battalion Chief.
■ Fire Chief and both Deputy Chiefs attended, and Monroe County firefighters participated
in the Tunnels to Towers SK Run at the Big Pine Key Community Park.
■ Attended the Veterans Day Parade in Key West.
■ Crew from Fire Station 13 presented First Aid techniques to the Boy Scouts at Camp
Sawyer, Big Pine Key.
■ Initiated promotional processes for Lieutenants and Captains.
■ Held a monthly Operations meeting with chiefs from the KWIA Airport, Trauma Star,
Training and the Fleet divisions to review annual training calendar for 2026, firefighter
completions, standard operating procedures, and the apparatus and equipment status.

Trauma Star/ EMS
■ Firefighter Paramedic Aaron Sparber completed preceptor training and was cleared to be
a Flight Medic by the Medical Director.
■ The FAA conducted onsite inspections of the new Leonardo helicopters for compliance
release to enable flights.
■ Chief Flight Jeff Lauraitis Flight Nurse Jorge Bolivar participated in the Mariner's Hospital
and Fisherman's Hospital "Day in the Life of a Nurse" event at each respective facility.
■ Chief Flight Nurse, Deputy Chief of Operations, Deputy Chief of Administration and the
Operations Battalion Chiefs held quality assurance meetings with Medical Director.
■ Held monthly meetings with the Lower Keys Medical Center and Baptist Health (Fisherman's
and Mariners) hospitals.
■ Held a monthly quality assurance meeting with Jackson South Trauma Center and Jackson
Main's Ryder Trauma Center.
■ Held a Flight team monthly meeting with the Medical Director discussing the medical
director's feedback and the quality assurance reviews of patient care reports.
■ Completed medical protocol updates and revisions with the Medical Director.
■ Initiated training for the department's updated electronic patient care reporting
application through ESO.

• Attended each of the EYW Operations Meetings, Construction Meetings,Airlines Meeting
and Airport Tenant Meeting.
• Completed annual TSA EYW SIDA Badge audit.
• Participated with the Key West Veteran's Day Parade.
• Attended the BOCC Monthly Meeting for Lieutenant Tony Araque's 15 Years of Service
Award and Firefighter Guieb's 10 Years of Service Award.
• All Crewmembers of Station 7 completed annual FAA Airfield Safety Inspector Training.
• All Crewmembers of Station 7 completed annual FAA Wildlife Hazard Management
Training.
• Participated with Battalion Chief interviews at FRHQ.
Fire/EMS Training
■ Conducted Facility Training for thirty-two (32) firefighters from Stations 22, 18, 17,
13, 11, 10, 9, 8 and 7. This is an ISO requirement for firefighters and the training
provided maintains personnel state fire certifications.
■ In coordination with the Medical Director and the Operational Battalion Chiefs
proctored testing for three (3) probationary Paramedics who have succeeded to
become Charge Paramedics and one (1) Flight Medic, who also passed the testing.
■ Conducted training for 31 students enrolled in the Firefighter Minimum Standards course.
Fire Marshal's Office
■ Conducted Plans Reviews and Inspections for New Construction and Renovation Permits for
the building departments in Ocean Reef,the Upper Keys, Middle Keys and the Lower Keys.
■ Provided 8 responses to Public Records Requests.
■ Published 2 Fire Prevention Public Service Announcements through social media.
■ Deputy Fire Marshals performed annual Fire and Life Safety inspections on
commercial properties. Chart on the next page provides a breakdown by inspection
type.

CODE COMPLIANCE DEPARTMENT ACTIVITY
September and October 2025
This activity report covers the months of September and October. Reports were not previously
submitted due to a software issue after a computer upgrade. The department received one
hundred and forty-six (146) complaints and/or referrals from other departments/agencies.
Investigations/inspections resulted in one hundred and one (101) confirmed violations. Case type
Work Without Permits continues to lead the way with the highest percentage of cases. This type
includes fifteen (15) food trucks cited during the period. Property Standards remains second
seeing an increase of complaints for the period with the return of seasonal residents. The large
uptick in the Other case type was due to several referrals from the Monroe County Tax
Collector's office for unpaid Business Taxes.

There was a combined total of fifty-one (S1)cases on the Special Magistrate agenda for September
and October.Six cases were brought into compliance prior to hearing and closed.Three property
owners did not dispute the violations and signed Stipulated Agreements .All ten Vacation Rental(VR)
cases were found in violation. One-time penalties were assessed totaling $67,8S0.00.
The Code Compliance Department strives to ensure the health,safety and welfare of the citizens of
unincorporated Monroe County by addressing concerns in a fair and equitable manner. The department
continues to assign inspectors to cases taking into consideration experience and knowledge of case
types to address concerns as timely as possible. Scheduled inspections may be grouped to reduce
travel time.

Recruiting Stats for October 2025
• For October 2025, the County had 19 open positions for which we received: 52 total applications: 1
internal and 51 external. Of the total applications, 50 were deemed to have met the minimum
requirements for the positions to which they applied, 2 did not qualify, and 0 withdrew their
application. Of our total external applications, 10 are reapplying, and 42 are new applicants.
• Of our 19 openings, 13 were closed/filled, Oositions were re-posted from a previous posting 12 were
new postings, and 0 remained posted.
Turnovers:

Supportive Services:
• Nutrition Services: The department provides hot meals to seniors aged 60 and over throughout
the County. For those unable to attend congregate meal sites, frozen, microwaveable, home-
delivered meals are also available across the Florida Keys. In October, the department served
a total of 1,453 congregate meals and 2,855 home-delivered meals countywide.
• Energy Assistance: The Low-Income Home Energy Assistance Program is a federally funded
grant program that assists income qualified households with the funding necessary to pay
their cooling and heating costs. Each household was considered low-income and include at
least one or more of the following: an elderly individual; a child 5 years of age or younger; a
disabled individual. During the month of October, thirty-six (36) clients received LIHEAP
funding in the amount of$13,287.94.
• Intake Portal: On August 19, 2025, Social Services implemented a new intake portal for all
new applications. In the month of October, 71 applications were received. Since
implementation, 181 applications have been received.
• Indigent/Pauper Cremations and Burials: This program addresses the final expense needs of
individuals designated as indigent. In the month of October, the Social Services Department
received six (6) referrals concerning deceased individuals from three funeral homes within
Monroe County.
Social Services - Federal and State Funded Programs
• State Housing Initiatives Partnership (SHIP) Program: The department administers SHIP
funding countywide,providing assistance to homeowners through SHIP homebuyer assistance,
homeowner rehabilitation, sewer lateral connections, and disaster relief when applicable. In
October, there were three (3) SHIP homebuyer assistance loans closed, totaling $180,000.

Monetary Compensation:
• In the month of October,the Monroe County Veterans Affairs Department(MCVAD) assisted
veteran clients secure $399,480.75 in compensation and pension (C&P) awards from the
Department of Veterans Affairs (DVA). This C&P amount includes $136,684.47 in retroactive
awards and $262,796.28 in new awards.
• Despite the government shutdown, compensation and pension payments continued to be
issued to Veterans and dependents uninterrupted. Although medical care and compensation
payments largely continued, some non-core benefit operations(backlog processing,claims
adjudication, outreach)were stopped. There will be a backlog as services startup again.
Non-monetary Benefits:
• Intent to File a Claim for Compensation and/or Pension, Survivors Pension, and/or DIC
submissions were made to the Veterans Benefits Administration for 28 veteran clients, and
healthcare applications for two claimants were submitted to the Veterans Health
Administration.
• Income verification reports were prepared for six veteran clients, and one burial flag
presentation was conducted.
Other Updates:
• Veterans Service Officers (VSOs) have 596 open cases with the DVA and facilitated over
1,267 veteran client interactions in Monroe County, along with claims assistance for 23 clients
in Miami-Dade/Broward.
• The department prepared, presented, and prosecuted one Virtual Board of Veterans Appeal
hearing IAW, The Veteran Appeals Improvement and Modernization Act of 2017, before a
Veterans Law Judge. This unique and invaluable service is offered to Monroe County veteran
clients and is unavailable in all 67 counties.
• Staff attended and conducted TAPS presentations for 10 service members at NAS Key West.
MCVAD's move to the Historic Gato building is now fully complete.

Veterans Transportation Program:
• November 2025: The Veterans Transportation Program (VTP) regularly operates three days
a week. For November, the VTP transported 11 of 11 scheduled days, booking at 62%
of functional capacity, and October booked at 63% functional capacity. We received a new
Ford Transit Van from the Miami VAMC on 10/27. We currently two operating vehicles.
MCVAD continues to wait for a follow up meeting with the Miami VAMC to establish
a Memorandum of Understanding (MOU) or Memorandum of Agreement. (MOA)
Veteran Related News, Regulatory Updates and Legislative Information:
• Approximately 37,000 VA employees who were either furloughed or working unpaid are
now back to work.
• Nonessential VA services that were unavailable are operating again.
• The GAO confirmed that the VA's disability-benefits program remains on its "high-risk" list
for systemic inefficiencies and mismanagement. The Inspector General's testimony
acknowledged not"mass fraud"by veterans but did highlight"vulnerabilities"in oversight and
contract exam practices that slow legitimate claims.
Community Engagement:
This month,the department attended multiple community events, establishing our presence and
support within the county. Noteworthy initiatives included:
• Department staff participated in the Key West Veterans Day Parade.
• Department staff in Key Largo coordinated and participated in the Veterans Day ceremony at
the Murray Nelson Government Center.
• Staff coordinated and participated in the annual Veteran's Day ceremony at the Key West
Veteran's Memorial Garden at Bayview Park.

Total annual cost for marker/buoy replacements for the past twelve-month period 24%higher than the cost during the same
timeframe in 2023-24 ($102,852.00). The increase in costs during the past 12 months is a result of routine maintenance
needs for multiple markers that were replaced after Hurricane Irma. Currently, a TO has been issued for the emergency
replacement of an additional 1 marker that was struck and destroyed. As per recent surveys conducted by Marine Resources
an estimated 120 additional signs are in need of replacement, and an order has been placed for the fabrication of 255 signs
to begin replacing those signs.

Monroe County removed 13 derelict vessels during the month of October. A total of 188 vessels were removed in the past
twelve-month period. The total number of vessels removed during the past 12 months (188 vessels) was a 10% decrease
from the number removed during the same time frame in 2023-24 (209 vessels). One hundred and two (102) of the 188
vessels were funded through an FWC government contract utilizing American Rescue Plan Act of 2021 funding which
represents a total cost savings of$1,971,451.00 to the County (or 96% of total expenditures) in the past twelve-month
period. These costs are included in the table above. The high removal costs during the months of June 2025 and September
2025 were due to the following removals:
• June 2025—There was a huge effort to remove 36 vessels prior to the June 30,2025 deadline for government contract
924024 which greatly increased the removal costs to $492,390.00. An amendment to extend the FWC government
contract was fully executed on June 4'extending the contract an additional 6 months.
• September 2025 —the removal of a 96' submarine ($195,000), a 66' commercial vessel ($234,300), and 53' cabin
motorboat($129,850).

Monthly Report--Purchasing
• Contract Compliance:
✓ Through the review of contracts and grants for the DOGE request, we continue to
find new contracts, task orders and amendments not previously submitted Our
estimate now exceeds 1,200 contracts.
✓ The Conga platform continues to be developed. We now have 600 contracts,
including all of their amendments, task orders and COI's, uploaded into the
system. These contracts have been receiving notifications. One new contract
type was added in October, bringing the total to 12 contract types. All of their
respective notifications have been added and tested.
• Purchasing:
✓ The second focus group session on the Selection Committee Process was held
on November 3rd. Between the two sessions, the information gathered has
provided the foundation for an improved selection committee process, including
training and job tools for selection committee members.
• Training:
✓ The office coordinated 2 CFR 200 Parts A—D training. It was presented both in
person and on Zoom November 5t" and 6t" with 22 attending.
✓ 2 new cardholders at the TDC received P-Card training and 3 were trained on
performing administrative activities on the TDC P-Card platform.

Resilience Department Highlights Report for NOVEMBER 2025
Canals and Breakwaters:
1. Responding to vendor questions received under the solicitations on the street for
the Long Key living shoreline and Duck Key living shoreline/ breakwater repair
projects. Solicitation openings are in December. Anticipating work to begin in early
2026. Notifying the neighborhoods to discuss schedules.
2. Received the grant amendments for an increase in budget and timeline for the
Tavernier and Rock Harbor Key Largo breakwater repair grants (Tavernier and Key
Largo).Approved at the November BOCC meeting. Coordinating with the
contractors/consultant to prepare to begin work in early 2026. Notifying the
neighborhoods and setting up neighborhood outreach meetings to discuss
schedules and potential periodic channel closure.
3. Advertised the Key Largo Canal 82 restoration project($3 Million), it opens in early
January 2026. Funded by DEP Stewardship grant KG006. Anticipating award in
January 2026 and work to begin thereafter.
4. Placed the first of six RESTORE canal restoration projects on the December BOCC
agenda for approval to advertise, for Canal 293 between Avenue H and I on Big Pine
Key.
Sustainability:
5. Presented a discussion and direction on the November BOCC agenda for a
proposed residential neighborhood improvements program for proposed
modifications to Chapter 22 of the Monroe County Code,Article VII, that will allow
neighborhoods to request improvements beyond the County's basic levels of
service and to have the neighborhoods fund such improvements through as
assessment program.
6. Held the kickoff meeting with the County and municipalities on the work to conduct
the updates to the vulnerability plans and develop a capital plan for each entity.
Work is funded by a $700,000 grant 25PLN25 from Resilient Florida.
7. Continued the coordination and planning of the road elevation planning process for
the municipalities. Town hall meetings in the municipalities are planned for early
2026. Work anticipated to be complete by spring 2026.
8. Finalizing the grant-funded work for development and updates to the watershed
management plans. Marathon, Layton and Key Colony Beach's Plans were

approved by the State. Finalizing the County's update to our Plan for submission to
the State for review.
9. Began the preliminary work to develop the assessment methodology for the Big
Coppitt and Winston Waterways areas for the potential road adaptation project
assessments.
10. Continued coordination with the U.S. Army Corp of Engineers on the design of the
U.S. 1 revetments to protect the U.S. 1 critical infrastructure. Reviewing the
alternatives for the various types of shoreline stabilizations. Due to increases in
costs, two of the six sites were selected to proceed with full design:West
Summerland Key and Indian Key. Value study efforts will be scheduled for the four
remaining sites along US 1 at a future date. Received the first reimbursement from
FDOT for design fees paid by the County to USACE.
a. The Corp has announced that all non-structural projects are on hold in the
Country, which includes the 4698 home elevations in the Keys Plan.
November BOCC Items:
V. RESILIENCE OFFICE
V1. Approval of Grant Amendment 2 to the Tavernier Breakwater Repairs Grant IR045,
which provides a 6-month time extension to September 03, 2026 and an additional
$438,919 to the grant budget for a total of$2,633,518.00 under the grant, funded by a
federal HUD pass-through CDBG-MIT grant from the State of Florida, Department of
Commerce (Commerce), formerly known as the Florida Department of Economic
Opportunity(DEO) and to authorize the Office of County Attorney to make minor non-
substantive edits to the subject agreement with review and approval as to form, in case
minor edits or clarifications become necessary.
V2. Discussion and direction on proposed modifications to Chapter 22 of the Monroe
County Code, Article VII, that will allow neighborhoods to request improvements
beyond the County's basic levels of service and to have the neighborhoods fund such
improvements through as assessment program; and to approve the advertisement of a
public hearing to consider adoption of the proposed ordinance revisions amending
Chapter 22 of the Monroe County Code, modifying Article VII that established a
Municipal Service Benefit Unit (MSBU)for the collection of special non-ad valorem
special assessments for projects. The public hearing will be held in January 2026 in
Marathon, Florida at a date and time to be specified during the discussion item. TIME

V3. Approval of Grant Amendment#2 for the Rock Harbor Breakwater Repairs Project in
Key Largo to extend the schedule by six months to September 1, 2026 and to add $338,495
in funds for a total of$1,692,481.00, funded by a federal HUD pass-through CDBG-MIT

Rock Harbor in Key Largo, to provide an organic removal and backfill, funded by a $3

ENGINEERING SERVICES/ROADS
Pavement Preservation Project FY 2026:
• Contract with Pavement Technology Inc. was approved at the November 12'h BOCC
meeting for pavement rejuvenation on roads from Cudjoe Key to Ramrod Key and
Tavernier.
• Pavement Treatment is scheduled for early December.
Key Deer Boulevard(North of Watson Blvd) Roadway Project:
• Utility Coordination is ongoing. FKAA provided location information on their water and
sewer lines and a 2-ft. separation distance for guardrail installation. A design variance
was approved to avoid utility relocation and wetland conflict.
• 90% Design plan package anticipated by the end of November.
Bridge #904982 Tubby's Creek (Card Sound) and Bridge #904984 Mosquito Creek
Bridge (Card Sound) Replacement Projects:
• Project was advertised for construction bids on June 28, 2025; bid opening date was
August 19, 2025. General Asphalt was the lowest responsive bidder.
• Contract with RS&H Inc. for Construction Engineering & Inspection services was
approved on the July 16th BOCC agenda.
• Amendment 42 to the design contract with Kisinger Campo & Associates to include post
design services was approved on the August 20th BOCC agenda.
• Construction contracts with General Asphalt were approved on the October 15'h agenda.
• Construction is scheduled to begin January 2026.
Harbour Drive(Duck Key) Bridge Replacement:
• Notice to proceed was issued for September 25, 2023 with a Substantial Completion date
of April 22, 2025.
• MSE walls and bridge roadway approach work is ongoing on both ends of bridge.
• Traffic railing work is ongoing at both ends of bridge.
• Substantial completion is scheduled for December 2025.
Seaview Drive (Duck Key)Bridge Replacement:
• On March 12, 2025 the county executed a contract with General Asphalt to complete the
Seaview Drive Bridge Project. The contract was signed by the County Administrator and
was ratified by the BOCC at the March meeting.
• Final arch beams were delivered and set at end of October.
• Deck top is complete with railing construction on going.
• MSE wall and roadway approach work is ongoing on both ends of bridge.
• Substantial completion is scheduled for January 6, 2026.
Harbour Drive(Duck Key) Drainage Improvements Project:
• Design & Permitting contract with CSA CENTRAL, INC. was approved at the February
BOCC meeting.

• 60% submittal received September 3rd which includes staff's request for scope reductions
to allow for budget constraints.
• 90%plans received October 31 s; staff is reviewing.
Twin Lakes-Key Largo SLR Roadway Pilot Project:
• Building the last portion of the retaining wall to continue depending on the king tides. Also
work on the drainage crossings and waterline off sets continue despite the king tides.
• Working on the installation of the structures, the drainage system and injection well
structures when King Tides allow. Also, work on the pump station structures to continue
as well as the force main.
• Adams Drive: Contractor paved the first 1 inch of structural asphalt except for
approximately 300 ft; paving on hold during king tides. Contractor started to work on the
swales and driveways. Letters went out to residents to accommodate the swales on the right
of way. Contractor will be reworking the subbase, last 300 feet, and bringing the asphalt
base up to Crane St. King tides permitting.
• Continue working on the progress reports and cost reimbursements on both grants.
• Change order 4 6 approved.
• November 4, 2025- Overall project 55.7 %. Substantial completion, after C.O. 4 6, May
27. 2026.
Key Largo III (Burton Drive, Harry Harris):
• Submitted to FDOT for acknowledgement-Change Order 5 in the amount of($0.00); adds
117 calendar days revises substantial completion to 12.31.25.
• The contractor completed milling and paving operations late July.
Installation of street signs, sod, thermoplastic, shoulder grading, and punch list items are
underway and are scheduled to be completed November 2025.
Card Sound Bridge Project Development & Environment Project:
• FDOT Elected Official kick off meeting and Public Kick Off meeting were held on October
28d' at Murray Nelson Government Center and Virtually.
• Project work is ongoing. Consultant is performing benthic resources survey/seagrass
survey.
Toms Harbor Bridge Repairs:
• Staff received confirmation from FDOT that SCOP funds have been awarded for the
construction phase of the project. Funds are programmed in the FDOT FY25.
• SCOP agreement has been fully executed, and staff has received Notice to Proceed from
FDOT to advertise for bids.
• Bid opening date is advertised for December 3rd at 10:00 AM.
• Staff is working on CEI task order.
• Staff is working on Supplemental Agreement for post design services.

Crane Boulevard Shared Use Path- (Upper Sugarloaf):
• Design contract Amendment 1 adding Natural Resource Evaluation (NRE) and Cultural
Resource Assessment Survey (CRAS) work that is required by federal funding was
approved at the October 15'h BOCC meeting.
• Design consultant calculated wetland mitigation fees to USACE Keys Restoration Fund
in Lieu Fee (federal credit) and SFWMD FPL Everglades Mitigation Bank(state credit),
combined estimate totaling $96,548. (fees due at 90% milestone—time of agency's
permit approval).
• Consultant submitted draft NRE to FDOT on June 20th; FDOT provided comments for
revisions on July 17''. Consultant revised and resubmitted the draft NRE on August 19''.
• 90%plans package expected December 2025.
Stillwright Point Road Elevation and Drainage Design and Permitting (Key Largo):
• 6.17.25 —BOCC held a special meeting to evaluate alternatives for the project area; the
decision was made by the BOCC to not proceed with construction due to community's
reluctance to provide needed 10 ft. easements.
• Consultants waiting on the permits to finalize 100% design and get the County signed
and sealed plans.
• Staff working on progress reports and grant reimbursements.
• Staff working on progress reports and grant reimbursements. Consultants are still waiting
on SFWMD permits.
Stillwright Point Roads Milling and Resurfacing
• A task order with HDR Engineering, Inc. to prepare construction documents for milling
and resurfacing the roads in the Stillwright Point neighborhood was approved at the
October 15, 2025 BOCC meeting.
• Project kick off meeting is scheduled for November 17''.
Conch Key Roadway and Drainage Adaptation Project
• 60% design plan package including plans, cost estimates, and pump locations and
calculations were received on July 1 st 2025. Staff provided comments.
• Utility coordination,permitting, and design are ongoing.
• 90%plans package expected by the end of December 2025.
Winston Waterways Road Elevation and Drainage Project
• Pump station locations were reduced to only one location, and the location has been
confirmed. Based on new, single location additional roadway must be surveyed, evaluated
and included in the design;hydraulic model must be revised. Staff working on amendment
to design contract to incorporate additional work.
• Staff is preparing cost reimbursements and the progress report due on the first days of
October for the current period of July-September.
• 60% design expected to be submitted at the end of November.
• Additional scope to include the survey and design of three additional roads: -Mahogany Dr
from La Paloma to Tamarind Rd, -Tamarind Rd from Gumbo Limbo Dr to Mahogony Dr.

Place and Michelle Dr. west of Sharon Place.

mayor conflicts with the existing sanitary and water systems.

Monthly Departmental Report for November 2025
November:
• Final stages of design and engineering for the permitting process for equipment sheds
at each transfer station. Tentative RFP in December.
• Rolled out pilot project for organic food waste composting program in the upper
Keys. Sponsorship coming from Baptist Hospital and Soil-Mate. The project will be
supported at 3 locations, Ocean Studies Charter School, Atlantic Trash, and Coral
Isles Church.

. Key West Branch welcomed author, podcaster, and professor Chris Stedman who presented on the
topics of religion and philosophy in the digital world.
. In celebration of Dia De Los Muertos, an ofrenda was created for the public to display photos and
provide offerings to loved ones who have passed.
. Community adult programs in October were numerous and diverse and included ceramics, mahjong,
book club,jewelry-making, and chess club.
. The Storytime Trick-or-Treat on Halloween Program was a huge successful with lots of positive
feedback from families.
. An outreach to an elementary class at May Sands Montessori broke out into festive song and dance
after students read about Native American culture and made their own noisemakers.

delineate the various service offerings.
. Take & Make crafts are, once again, a huge hit with younger patrons &families.
. Mahjong is going strong with regular weekly attendees.

. October's featured event was our Halloween Party on Friday, October 10. We had 195 attendees for our
Alice in Wonderland-themed event with craft stations, puzzles/games, and fun for the entire family.
. Staff participated in two successful outreaches both at Sombrero Beach and Gulf Side Mall 10/21 and
10/31, respectively. We met with over 460 community members and promoted library card signups and
all library related events/programs.
. The Youth Services department organized five individual school field trips to our branch. We welcomed
over 100 kids with tours, on-the-fly Story Times, and a comprehensive overview of all the great
