This Task Order is entered into on the effective date noted above pursuant to the "Master
Agreement for Professional Services" between Monroe County, Florida ("Client") and JACOBS
PROJECT MANAGEMENT CO. ("Consultant"), dated February 16, 2022 ("Agreement"). The
Agreement is incorporated herein and forms an integral part of this Task Order.
Services Authorized - Inline Checked Baggage Inspection System (OBIS) - Schematic and
30% Deisgn Phases
Client authorizes Consultant to perform the Services described in Exhibit A attached hereto and
incorporated herein, which Exhibit A is marked with the above noted Task Order No. and
consists of 2 page(s).

Key West International Airport
Inline Checked Baggage Inspection System (CBIS)—Schematic and 30% Design
Phases
Scope of Work
This scope of services will provide the Key West International Airport with the 30%TSA required
design documentation for the fully inline Checked Baggage Inspection System (CBIS). The
following phases are required by the Latest TSA Planning Guidelines and Design Standards(PGDS)
document.
ARTICLE A—SCHEMATIC AND 30% DESIGN PHASES
During the Schematic Design Phase, the TSA approved Pre-Design document is used to further
develop and refine the Preferred Alternative, including initial development of concept-Level design
drawings and a program schedule, as well as more detailed ROM construction cost estimates. The
following will be produced for submittal to the TSA for approval to proceed to the 30% design
phase:
• Further refinement of the preferred alternative
• Develop a more detailed rough order magnitude (ROM) cost estimate and updated life
cycle costs (LCC)to also include construction costs.
• Further develop a program schedule and phasing plan
• Develop a Basis of Design Report(BDR) to contain:
o Detailed project requirements
o EDS make and model that will be provided by the TSA
o Confirm and update the analysis requirements
o Preliminary description of CBIS operations
o List of EDS devices to be decommissioned
• Develop preliminary Layout drawings
• EDS maintenance and environmental assessment
The required tasks to be included for the TSA 30% Design Phase submittal and approval are
outlined as follows:
• Updated Basis of Design report
• Preliminary mechanical, electrical, plumbing,fire protection and IT systems drawings

• Updated project schedule
• 30% current working cost and LCC estimates
• Preliminary Contingency Plan
• Baggage and Data flow charts
• Conveyor manifest
• Outline of reporting capabilities
Stakeholder notification documentation
ASSUMPTIONS & CLARIFICATIONS
In providing opinions of cost, financial analyses, economic feasibility projections, for the project,
Consultant has no control over cost or price of labor and materials; unknown or latent conditions
of existing equipment or structures that may affect operation or maintenance costs; competitive
bidding procedures and market conditions;time or quality of performance by operating personnel
or third parties; and other economic and operational factors that may materially affect the
ultimate project cost or schedule. Therefore, Consultant makes no warranty that Client's actual
project costs,financial aspects, economic feasibility, will not vary from Jacobs' opinions, analyses,
projections, or estimates and Jacobs' shall have no Liability for such variances.
