This Task Order is entered into on the effective date noted above pursuant to the "Master Agreement for
Professional Services" between Monroe County, Florida ("Client") and McFarland Johnson Inc.
("Consultant"), dated January 31, 2022 ("Agreement"). The Agreement is incorporated herein and forms
an integral part of this Task Order.
Services Authorized: Time Extension and additional services for- Construction Administration and
Resident Inspection Serivices for Customs And Border Protection (CBP) Facilities Phase 3b
Client authorizes Consultant to perform the Engineering_ Services described above and incorporated
herein.

PART-TIME CONSTRUCTION ADMINISTRATION AND
RESIDENT INSPECTION SERVICES—ADDITIONAL SERVICES

McFarland-Johnson, Inc. (CONSULTANT) shall provide the following professional engineering
services to the Monroe County (SPONSOR) which include administrative and part-time
construction observation and construction administration services during the construction of the
above referenced project at Key West International Airport (EYW).
1. PROJECT DESCRIPTION
The project consists of construction to renovate the existing Terminal Building Annex that houses
the U.S. Customs and Border Protection Facilities (CBP) at EYW ("the PROJECT") for the
SPONSOR. The primary goal of the PROJECT is to complete the modernization of the existing
CBP facilities that were previously initiated and are under construction by a contractor retained
by the SPONSOR. The PROJECT involves items illustrated in Figure 1 and described below.

➢ Demolition includes removal of rooftop HVAC equipment, and full removal of all existing
interior buildout down to the building shell, including existing walls, doors, ceilings,

finishes, millwork, furniture fixtures, and equipment (FFE), HVAC, electrical, lighting,
plumbing, fire alarm, security, and IT infrastructure.
➢ New construction includes new structural infill of abandoned curbed roof openings, HVAC
replacement, new electrical (power, data, lighting), plumbing (restrooms, sinks, drinking
fountains), interior walls, doors, windows, ceilings, finishes, millwork, x-ray screening
equipment, FFE, security, IT, and access control systems.
2. PROJECT SCHEDULE
The original project schedule completion date was April 5, 2026. Due to contractor delays, the
schedule has been extended by the SPONSOR to May 25, 2026.
3. SCOPE OF WORK
The Scope of Work shall remain as per Task Order 2023-MJ2-09 with additional fee associated
with the project schedule extension.
3.1 CONSTRUCTION ADMINISTRATION/PROJECT MANAGEMENT
Construction Administration Services shall remain as per Task Order 2023-MJ2-09 with additional
fee associated with the project schedule extension.
3.2 RESIDENT CONSTRUCTION OBSERVATION
The original Task Order 2023-MJ2-09 was established to provide technical observation of
construction by one (1) part-time inspector, working up to 10 hours per week through the original
project completion date of April 5, 2026. However, due to an extension of the construction
schedule and a significant increase in the actual inspection effort beyond the estimated 10 hours
per week, the scope of work outlined herein has been updated. The scope of work considered
herein includes and is limited to technical observation of construction by one (1) part-time
inspector working up to 20 hours per week for the remainder of the project duration, as detailed
in Section 2 of this document.
