This Task Order is entered into on the effective date noted above pursuant to the"Master Agreement
for Professional Services" between Monroe County, Florida ("Client") and McFarland Johnson Inc.
("Consultant"), dated February 16, 2022 ("Agreement"). The Agreement is incorporated herein and
forms an integral part of this Task Order.

PROJECT OVERVIEW/DESCRIPTION
The project shall consist of the development and implementation of an Airport Landside
Commercial Vehicle Management, Operations Vehicle Tracking, and FAA Part 139 Inspection
Tool and associated dashboard(s) for the Key West International Airport (EYW). This proposal
is for professional services associated with the proposed project.
The project shall accommodate and include the following components:
1. Tracking and reporting of commercial vehicle activity on EYW's landside boundaries
including, but not limited to Uber, Lyft and commercial ground transportation vendors.
2. Tracking and reporting of EYW operations vehicle movements and activities.
3. Cloud based FAA mandated Part 139 airport inspection application with automated work
order tracking, reporting and management.
SCOPE OF SERVICES
The scope of services includes Task 1 —Project Management, Task 2 — Ground Transportation
Technology Assessment and Design, and Task 3 — FAA Part 139 Inspection Tool, as further
described below:
TASK 1: Project Management
The following items of work shall be completed under the Administration/Project
Management task:
1. Coordination with the County, EYW management and staff, ground transportation
companies,and other key stakeholders regarding owned and/or operated facilities that
may be impacted by the project.
2. Procurement and coordination with any necessary support services.
3. Coordinate,attend and lead a series of project coordination meetings with the County,
EYW,and other key stakeholders. An estimated three(3)project meetings with EYW
to facilitate coordination and project reviews are expected.
TASK 2 —Ground Transportation Technology Assessment and Design
EYW would like to conduct a needs assessment and program design for EYW that customizes unique
Artificial Intelligence(AI)programs called Dispatch on Demand(DOD)services and CurbPing. The
current EYW ground transportation process is manual, inaccurate, slow and lacks information
management tools. The final outcome of this project will be a fully automated and accurate ground
transportation system that will provide EYW with increased customer experience, additional revenue

and management tools to keep track of all commercial ground transportation movement at the airport.
Ground transportation providers will include:
• Airport Fleet Management
• Taxi Dispatch/Management
• Shuttle/Commercial Vehicle Management
• Shared Rides
The following tasks are required for the successful assessment and project development and
implementation of DOD and CurbPing for EYW.
Task 2.1 -Identification of Required Needs
In order to successfully customize and implement the DOD and CurbPing programs, the anticipated
process and any infrastructure will need to be identified. This task will focus on identifying and
documenting the future process and infrastructure so that the design will factor in all EYW
requirements and any infrastructure deficiencies. The existing process and areas that will be included
for review for each type of operation are described below.
Task 2.2 -Database Development and Implementation
Two meetings will be held with EYW staff to identify key fields for database design for each ground
transportation operation that will be key elements for EYW staff to collect and maintain. Information
may include the following.

Once all the information is identified and prioritized by EYW staff, a roadmap of customization of
each database field will be developed.
Task 2.3 -Current Operations versus Future Operations
For each operation, a review of current operations will be completed based on the current and future
infrastructure. Recommendations for each operation will be discussed and decided upon for both
current conditions and future conditions. This will include enforcement and violation identification
metrics and possible revenue generation.

Task 2.4 -Identification of Program Customization
The current programs will be reviewed and assessed as to the capabilities needed at EYW. Possible
areas of discussion will be capabilities involving the web and mobile applications,EYW information
dissemination, driver information, public information and any connections to other sources of

TASK 3 —INSPECT FAA Part 139 Airport Inspection Application
McFarland-Johnson, Inc. will provide professional services to support the development,
implementation and operational readiness of AVIAS INSPECT application at EYW. These
services will include the following project and program elements:
• configuration guidance,
• workflow alignment,

• facilitation of user access within the AVIAS INSPECT environment to ensure it aligns
with the airport's existing safety and inspection processes.
Our team will work closely with designated personnel to integrate the INSPECT tool into daily
operations in a manner consistent with best practices for airfield inspection and compliance
management.
In addition, MJ will conduct remote training sessions for key staff members, focusing on the
functional use of the INSPECT tool, application, and associated dashboard(s). This will include
the following components:
• inspection reporting,
• data entry,
• work order utilization and tracking.
The objective of this training is to enable EYW staff to independently and effectively utilize the
platform and application in support of their operational goals and meet mandated FAA inspection,
tracking and reporting requirements.
PROJECT SCHEDULE: The anticipated project schedule is as follows:
• Task 2 Ground Transportation Technology Assessment and Design - (16 weeks
from execution)
• Task 3 INSPECT FAA Part 139 Airport Inspection Application - (12 weeks from
execution)
