HomeMy WebLinkAbout10th Work Order 10/29/2025 US 1 LOS Methodolopv Update and Task Force Meetings SCOPE OF SERVICES FOR WORK ORDER NO. 10 US 1 Level of Service Methodology Update and Task Force Meetings Monroe County, Florida A. INTRODUCTION The US 1 Level of Service Task Force, formed in 1992, developed a methodology to determine Level of Service (LOS) based on travel speed. The Task Force was a multi- agency team with members from Monroe County, the Florida Department of Transportation (FDOT), and the Department of Economic Opportunity. The methodology established by the task force includes a procedure for using travel speed as a means of assessing the level of service and reserve capacity for US 1. The members of the Task Force reconvened in 1997 and 2021 to re-evaluate the LOS methodology and made some minor changes, such as the signal delay for LOS C to be consistent with the Highway Capacity Manual (HCM) procedures. At the BOCC meeting on September 10, 2025, the Board directed that the LOS Task Force meet again to review and update the LOS Methodology, as needed. Some items that were discussed at the BOCC meeting included a required time period for data collection, whether or not to exclude construction delays, etc. B. OBJECTIVES The primary objective of this work order is to reconvene the LOS Task Force to review the methodology and identify any potential changes related to the following two items. • As per the current methodology, data collection occurs during the peak season (defined by FDOT as the 13 consecutive weeks of the year with the highest traffic volume, typically occurs between February to April). The BOCC requested the Task Force to consider specifying the six-week window between the second week of February and the fourth week of March ("the six-week window") for data collection. • The BOCC requested the Task Force to review other aspects of the methodology to determine if other changes should be made. This shall include a review and recommendation as to whether construction delays should be included or excluded as part of travel time calculations, as some construction projects are expected to last several years. According to the current methodology, delays due to roadway construction should be excluded from the segment and overall travel times. C. SCOPE OF SERVICES Task 1 — Review Historic Peak Season Reports The historic peak season factor category reports will be requested from FDOT and will be reviewed to determine if the peak season consistently occurs during the same 13- week period. The results of this review will be presented to the Task Force for discussion. Then, the Task Force will decide whether to implement the 6-week window for data collection. Page 1 of 4 US 1 LOS Methodolopv Update and Task Force Meetings Deliverables • Summary of review findings Task 2 — Review Historic Construction Delays The project team will review the last five travel time and delay studies and summarize the delays associated with roadway construction and potentially determine the impact of excluding/including construction delay in the LOS calculations. Additionally, the project team will review the travel time methodologies from other agencies and see how they are addressing construction delays. The results of these reviews will be presented to the Task Force for discussion. Then, the Task Force will decide whether to include/exclude (all or part of) the construction delays while calculating travel speeds and LOS. Deliverables • Summary of review findings Task 3 — Coordinate and Schedule Task Force Meetings Assist the Monroe County Planning Department with the coordination necessary to schedule three Task Force meetings. This task shall also include the development of meeting agendas. Task 4— Task Force Meetings A total of three Task Force meetings and two other project meetings will be conducted as listed below. AECOM will develop the materials necessary to ensure that each of these meetings is effective and productive. AECOM will attend each meeting, present the materials developed, and document the discussions, action items, and decisions made during each meeting. All meetings are assumed to be virtual meetings. 1. Initial Task Force meeting to review the current methodology and findings from Tasks 1 & 2 and decide on potential updates to the methodology. 2. Second Task Force meeting to discuss the draft of the updated methodology. 3. Present the updated LOS methodology at a public meeting to obtain feedback. 4. Final Task Force meeting to review the updated LOS methodology and finalize based on input from the Task Force members. 5. Prepare a PowerPoint presentation and present the findings of this study to the Monroe County Board of County Commissioners. Deliverables • Meeting Presentations and/or Materials • Meeting Minutes Task 5 — Update the LOS Methodology The project team will update the LOS methodology to reflect the decisions made by the Task Force. The draft methodology update will be submitted to the County Project Manager for review/comments and presented to the LOS Task Force. The updated Page 2 of 4 US 1 LOS Methodolopv Update and Task Force Meetings methodology will be finalized based on the comments received from Monroe County and the Task Force. The work effort (and the associated fee estimate) for this Work Order assumes that only minor updates to the LOS Methodology are needed. If the Task Force decides to rewrite the entire methodology, then the associated work effort and fee will be negotiated separately. Deliverables • Draft US1 LOS Methodology Update • Final US1 LOS Methodology Update Task 6 — Project Progress Meeting As part of this task, the consultant will attend one progress meeting (virtual) with the County Project Manager. Project Management Purpose The purpose of this task is to perform all project management related activities that are required as part of this work order. Activities Project management activities include managing/coordinating client and third-party interfaces, scheduling/management of project staff, production and financial management, and Quality Assurance/Quality Control reviews of project deliverables, etc. Project Schedule It is anticipated that it will take approximately four months to complete all the tasks listed in this work order. The following is a draft schedule for major milestones. This draft schedule will be reviewed/updated (within two weeks from the date AECOM receives the fully executed work order) and submitted to Monroe County. • Initial Task Force Meeting —Third week of November 2025 • Second Task Force Meeting to review the first draft of the Updated Methodology — Second week of January 2026 • Public Meeting — Third week of January 2026 • Final Task Force Meeting to review the final draft of the Updated Methodology — First week of February 2026 • Present updated methodology to the Monroe County BOCC — Third week of February 2026 Progress Reports Project progress reports will be prepared and submitted to the county on a monthly basis. The progress report will discuss work accomplished during the preceding month, work projected for the following month, and potential project issues and associated impacts to the project schedule or budget. Page 3 of 4 US 1 LOS Methodolopv Update and Task Force Meetings Compensation for Services A not to exceed amount of $40,000 is authorized to execute the Scope of Services for Work Order No. 10. The consultant shall be reimbursed according to the hourly rates set forth in the Master Contract. The consultant may submit invoices for partial payment of the completed tasks.
