INTRODUCTION The Monroe County Planning Department requested that a Travel Time and Delay Study be conducted. B. SCOPE OF SERVICES Tasks 1 — 4: Travel Time and Delay Studies The travel time study includes four tasks: 1) equipment mobilization/calibration, 2) travel time runs, 3) travel time data check, and 4) travel time data summary. Using the floating car method, the data collection team will record travel time, speed, and delay data for each of the 24 segments along US 1. Data will be recorded by date, day of week, time of day and direction. Travel time runs will be conducted during a 14-day period. The field data collection should be completed by the end of March 2026. The study will consist of 14 round-trip runs, sampling each day of the week twice. The study will employ the staggered schedule of departure times previously approved by the US 1 Level of Service Task Force Team, so as to record peak hour conditions in as many different locations as possible. If the LOS Methodology being reviewed by the Task Force gets adopted in time, the updated methodology will be used for data collection and analysis. The additional work effort/fee associated with the updated methodology will be reviewed and this work order will be amended, if needed. Tasks 5 — 6: Traffic Data Collection AECOM will coordinate with the subconsultant for traffic data collection (Task 5), which includes data collection schedule and count locations. AECOM's subconsultant will collect traffic data (24-hour traffic counts) for seven consecutive days along US 1 in both directions of travel separately at: a) Big Pine Key (at Six locations); b) Marathon (MM 50); and, c) Upper Matecumbe (MM 84). Data will be recorded by date, day of week, time of day and direction. The data will be collected over 7 consecutive days in March of 2026. The standard FDOT procedure will be followed in collecting the required traffic data. Then, AECOM will prepare traffic data summaries (Task 6). Page 1 of 3 US 1 Arterial Travel Time and Delay Study: 2026 Task 7 — 8: Supplemental Travel Time Runs and Analysis Supplemental travel time runs will be conducted for Segments 1 to 4 based on the schedule provided below (Task 7). The supplemental runs will be used to determine travel speeds during AM and PM peak hours. This travel time data will be analyzed and the results will be summarized in a table (Task 8) for information purposes only and will not be used in LOS calculations. This information will be reviewed to decide if supplemental runs should be incorporated into the LOS calculations as directed by the Monroe County BOCC. Supplemental Travel Time Run Schedule: 1. Three travel time runs in the southbound direction during AM Peak Hours (7 — 8 am) on Wednesday, Thursday, and Friday of the second week. 2. Three travel time runs in the northbound direction during PM Peak Hours (5 — 6 pm) on Wednesday, Thursday, and Friday of the second week. Task 9: Study Report The study results will be summarized in a report, including a series of tables and graphs. The travel time and speed data will be used to determine LOS and reserve capacity for each of the 24 segments and for the overall US 1 corridor. The traffic volume data will be reviewed and summarized in tables and graphs. In addition, a statistical analysis of the mean, median, standard deviation, and range of speed recorded for each individual segment and for the overall US-1 corridor will be provided. Excess roadway capacities and deficiencies in capacity will be determined and reported in accordance with the latest US 1 Level of Service Task Team Methodology. Deliverables The Consultant shall provide a PDF version of the draft report to the County Planning Department for review. Upon receipt of the review comments from the County, the Consultant will prepare the final report and provide the County Planning Department with a PDF version of the final report. C. Project Management Purpose The purpose of this task is to perform all project management related activities that are required as part of this study. Activities Project Management will include managing and coordinating client and third-party interfaces, attendance at project meetings, documentation of meeting notes, and QA/QC reviews of project deliverables.
