This program is a collaboration between the Education Foundation and the District School Board of Monroe County. I also serve on the Board of Directof$ of the Education Foundation. Item 2: Florida Keys Area of Critical State Concern Staff Recommendation: 1. Designation of the Florida Keys as an Area of Critical State Concern " Continue the Area of Critical State Concern designations for the Florida Keys, including the municipalities of Marathon, Islamorada, Key Colony Beach, Layton, and the City of Key West. 2. City of Marathon Progress toward implementing the Work Program adopted by the Administration Commission " Find that the City of Marathon has made substantial progress in implementing the work program based upon both actual progress and implementation of the City's resolution adopted on December 9, 2003 to accelerate elements of the work program. " Determine that some permits should be restored for affordable housing purposes, however, defer action on the specifics until the January 27, 2004 meeting of the Administration Commission. 3. Village of Islamorada Progress toward implementing its Comprehensive Plan " Defer any action until the January 27, 2004 meeting of the Administration Commission, to give the Village an opportunity to finalize its proposal with the state. Monroe County Progress toward implementing the Work Program adopted by the Administration Commission " Find that Monroe County has not made substantial progress based upon failure to enforce the habitat protection mechanism in law, as well as limited progress and commitment toward wastewater enhancements. " Direct the Department of Community Affairs to determine comprehensive plan changes that would be necessary to fully implement the requirements of the work program, including habitat protection by January 10, 2004.
