AGENDA ITEM WORDING: MAYOR LINCOLN: Reappointment of Rachel Oropeza to the
Tourist Development Council as one of the elected municipal official position.
ITEM BACKGROUND:
Rachel Oropeza is an elected member of the Utility Board of Key West. She was appointed by the
BOCC in December of 2024, and her term expires in February of 2026.
Two TDC members shall be elected municipal officials. This appointment fulfills that requirement.
The other six TDC members must be involved in the tourist industry and shall represent the tourist
development tax district in which their business is located. No less than three members shall be
owners, operators of motels, hotel, recreation vehicle parks, or other tourist accommodations.
The distribution of the eight members of the TDC who are appointed by the BOCC is based on the
percentage of the funds collected throughout the five tourist development tax collection districts
(DACs). Since about half of the tourist development tax revenues are collected from businesses in the
City of Key West, four members of the TDC must represent District I and the City of Key West. This
appointment also fulfills this this requirement.
The ninth member of the TDC is the chairman/Mayor of the BOCC or any County Commissioner as
designated by the County Mayor.

approved by the BOCC at the December 2024 meeting.
