This Task Order is entered into on the effective date noted above pursuant to the "Master
Agreement for Professional Services" between Monroe County, Florida ("Client") and JACOBS
PROJECT MANAGEMENT CO. ("Consultant"), dated February 16, 2022 ("Agreement"). The
Agreement is incorporated herein and forms an integral part of this Task Order.

Relocate Runway 7-25—Supplemental for As-Built Photgrammetry
SCOPE OF WORK
Included in a previous task order, Jacobs was tasked to perform construction support
related services for the construction of the Runway 7-25 relocation project.
The original purchase order included obtaining as-built information using traditional
topographical surveying methods. This suppLementaL request is for additional services
being requested by the FAA. The FAA is requesting that additional as-built information
be obtained through a photogrammetry survey. It was assumed that the pre-
construction photogrammetry survey and post construction topographical survey would
suffice.
In accordance with the attached photogrammetry survey scope of work, Jacobs will
coordinate this work with our subcontractor to analyze the acquired data and work with
the FAA to upload it into their AGIS system for review and acceptance.

PROJECT TASKS
Project Planning/Project Management/FAA Airports-GIS Coordination
MTZ will assist Jacobs in developing, submitting, and gaining approval of the"Statement of Work" for
the project through the FAA ADO and the FAA's Airport Data Information Portal(ADIP). MTZ will
develop, submit, and gain approval of the following plans required by the FAA-AGIS Program:

Survey Quality Control Plan

Data Collection Consultation
MTZ will consult with the Jacobs field team to ensure that all surveyed data is collected in accordance
with Airports-GIS guidance and requirements. This consultation will include proper establishment of
geodetic control ties, proper FAA documentation, and ensuring field data collection methodology meets
Airports-GIS standards.
Aerial Imagery Acquisition
New color aerial imagery will be captured covering the airport property utilizing a digital
photogrammetric camera. The aerial imagery acquisition flight mission will be executed in accordance
with all guidelines and specifications within FAA AC 150/5300-17C.
The aerial imagery acquisition flight mission will consist of one "block" of imagery, collected to the
following specifications:

Upon completion of the flight mission, the imagery will be reviewed through in-house Quality Assurance
procedures for photogrammetric acceptability and compliance with AC 150/5300-17C requirements.
Create Digital Ortho Imagery
Digital orthophotos will be produced to comply with the requirements of the FAA Airports-GIS program
and AC 150/5300-17C. One set of orthophotos will be produced. Orthophotos will cover the following
defined areas and meet the following specifications:

Establish Geodetic Control/Validate existing PACS/SACS (Field Survey—O'NEAL)
There are currently one PACS monument and two SACS monuments published in the NGS database
for the airport. Surveyors will validate/utilize these monuments to serve as the project tie to the NSRS.
If the existing PACS/SACS monuments are determined to be damaged or the validation is unsuccessful
the surveyors will establish temporary geodetic control points, as required. Geodetic data will be tied to
the NSRS using the latest published adjustment(2011).

Runway Surveys (Field Survey—O'NEAL)
Field Surveyors will accomplish as-built survey of Runway 7/25. Survey tasks will include survey of
runway-end-points and runway-profiles. For each runway-end-point/threshold a monument will be set,
surveyed, and documented in accordance with AC-150/5300-1813. Runway-centerline and offset
profiles will be surveyed utilizing mobile-RTK methodology; final profile data will be extracted at 10-foot
stations for FAA Airports-GIS submission. Runway survey data will also be properly formatted by MTZ
and reported in the FAA Airports-GIS deliverable.
NAVAID Surveys (Field Survey—O'NEAL)
Surveyors will accomplish as-built survey of NAVAIDs affected by the construction project. Each
NAVAID will be surveyed and documented in accordance with AC-150/5300-18B. NAVAID survey data
will be properly formatted by MTZ and reported in the FAA Airports-GIS deliverable. The NAVAID
Survey will include the following:

Mapping Edit and GIS Formatting
All collected data will be supplied to MTZ. MTZ will then edit/format in the appropriate GIS format. In
terms of GIS-attributes, MTZ will be responsible for populating all critical attributes required for upload.
Final GIS data will meet the following specifications:

Airports-GIS Data Submission and Final Reporting
All data will be formatted into compliant Airports-GIS format and prepared for submission. Prior to
submission, the survey-files will be tested using the FAA's survey-file-test tool in order to ensure
acceptability. A"Final Report"will be generated in accordance with Advisory Circular 150/5300-18B
and submitted with the final project file. Project close-out will also consist of ensuring receipt and
acceptance of the data by FAA and NGS.
FEE
It is understood that compensation for this project will be on a LUMP SUM basis. MTZ will invoice
Jacobs monthly based on percent-complete. MTZ will offer the services outlined above for$43,795.

Imagery collection is required for NGS to validate the as-built data.Attached is the design statement of work that was submitted
and approved,which acknowledges that as-built imagery will be collected (see the Project Area Definition section on page 4).
The as-built imagery requirement is limited and applies only to the construction area/runway environment.
This limited imagery must be collected under as-built conditions and submitted as part of the as-built survey to allow NGS to
complete its validation.
I also want to take this opportunity to note that, while reviewing the information for EYW in ADIP, we identified the same issue.
The system indicates that as of 04/12/2024,the imagery data has not been received, and as a result,the as-built data has not
been validated. Because of this, the project currently appears as "stopped" in the validation process and is not marked as
complete.

As part of the MTH runway relocation project we need to update the data in AGIS and ultimately modifying the approach
procedures to the new runway location.
We have completed this process with the exception of uploading the as-built data.
The surveyors were onsite last week to acquire the required information. We will work on compiling this information and
formatting it to upload to the AGIS.
Prior to this occurring we need to upload the as built statement of work, which will require approval from the ADO.
An aerial survey was performed recently prior to the runway being relocated.
In the statement of work we were going to exclude the need to perform another aerial survey and just upload the ground survey
as-built information as additional information needed to close out the process.
