ITEM BACKGROUND: This item is to revise the funding source previously approved in agenda item #N2 by the board on December 10, 2025 from "Federal Equitable Sharing Funds" to "South Florida Law Enforcement Asset Forfeiture Funds". The funds will be used for the purchase and installation of approximately 2,850 linear feet of security screen for the perimeter fence of the MTF facility, an MCSO leased facility, in Sweetwater, FL. This request is to enhance the safety and wellbeing of the occupants of the MTF facility. Due to recent anti -law enforcement activity and publicized threats to law enforcement personnel, security protocols at all of the HIDTA facilities are being evaluated and refined. Target hardening is a major component of the security upgrade, and the perimeter security screening is a cost-effective and productive means of helping to secure the facility. PREVIOUS RELEVANT BOCC ACTION: Item #N2 was approved by the board on 12/10/25 and contained incorrect funding/wording. On September 16, 2020, the BOCC approved a budget amendment to accommodate the new directive issued by the Department of Justice and the Department of Treasury to transition the Sheriffs equitable sharing accounts to the county finance offices. Please be as descriptive as possible: The Monroe Sheriffs Office is the primary fiduciary for the South Florida High Intensity Drug Trafficking Area (SFLHIDTA) project. The SFLHIDTA covers eight counties and consists of 38 Law Enforcement Tasks Force initiatives dedicated to a myriad of tasks related to narcotics trafficking, including interdiction, money laundering, street gangs, and cybercrime. There are over 1,000 participating law enforcement and civilian personnel, with ouve 60 located in the three South Florida HIDTA facilities in Miami -Dade and Broward Counties. Detail of Request for Shared Funds (must include breakdown of initiatives to be accomplished with shared monies, costs, and timeframes for completion): This asset forfeiture request is for the purchase and installation of approximately 2,850 linear feet of security screen for the perimeter fence of the MTF facility, an MCSO leased facility, in Sweetwater, Fl. The entire parking area is enclosed with a six-foot tall aluminum post fence, but the parking area and facility entrances are visible to passersby. The other two MCSO-leased HIDTA facilities have the security screens installed. Three quotes were obtained, with the lowest at $40,788.00, Fence Masters, Inc. Quotes are attached. Detail activity's connection to furthering law enforcement efforts. For example, direct connection (paying for information), preventative connection (drug awareness program), or developmental connection (funding law enforcement awareness in a youth program). This request is to enhance the safety and wellbeing of the occupants of the MTF facility. Due to recent anti -law enforcement activity and publicized threats to law enforcement personnel, security protocols at all of the HIDTA facilities are being evaluated and refined. This request is for an unexpected expense that was not budgeted. This request complies with the 2024 Treasury Guide to Equitable Sharing, Section V. page 17:c. "Law enforcement, public safety, and detention facilities —Purchase, lease, or operation of law enforcement, public safety, or detention facilities used or managed by the recipient agency. Examples include the costs of leasing, furnishing, and paying utilities for law enforcement facilities.Treasury shared funds may also be used to pay costs associated with the construction, expansion, or improvement of law enforcement facilities, regardless of the size or scope of the project. Examples include new HVAC equipment, paving projects, security fencing, paint and carpeting, or construction materials related to construction projects."
