ITEM BACKGROUND: This item is for approval to negotiate in rank order for the Canal 82 Organic Removal and Backfilling Restoration Project in Key Largo. The project is funded by FDEP Grant #KG- 006. The construction grant budget is $2,800,000. Proposals were opened on January 20, 2026, and 3 proposals were received. The selection committee met in a publicly noticed virtual meeting on January 30, 2026. After public discussion of the proposals, the committee ranked the proposals in the following rank order: Rank Firm Rank Points Proposal Price 1 Adventure Environmental, Inc. 3 $1,966,000 2 LPS Contracting 6 $2,485,560 3 Sea and Shoreline, LLC 9 $2,871,800 Staff is requesting approval to negotiate in rank order with the vendors and will return with a contract, after successful completion of negotiations, that is within the grant budget. Under this Canal Restoration Project, the County will vacuum dredge approximately 1,614 cubic yards of organic muck and then backfill approximately 31,729 cubic yards of the deep pockets within Canal #82 using lime rock and carbonate sand fill. The project is located in the Rock Harbor area of Key Largo, oceanside, between Lobster Lane and Bonito Lane. The project was permitted and designed under a former grant, FDEP Stewardship Grant #LPA-0428. FDEP Stewardship Grant #KG-006 is funding the construction work. Responses to RFP-614 were received and publicly opened by the Monroe County Purchasing Department on January 20, 2026. Virtual Zoom Meeting Meeting Facilitator: Rhonda Haag Selection Committee: Mike Roberts — Assistant Director/Environmental Resources, Planning and Environmental Resources Dept.; Bruce Franck — Biological Plans Review Supervisor, Planning and Environmental Resources Dept. and Rhonda Haag — Chief Resilience Officer, Resilience Office Advisors: Assistant County Staff Attorney Joe DiNova — Assistant County Attorney, Greg Corning from WSP USA, Inc. — Sr. Engineer, attended as technical advisors. Members of the Public: Adam Giles — LPS Contracting Call to order — Meeting called to order at 9:00 am. Roll call — All selection committee members and technical advisors Joe DiNova and Greg Corning were in virtual attendance. One member of the public attended. Review of Proposals: Rhonda Haag introduced the meeting and rules of the selection committee process and introduced the members. She read the Bid Tab amounts and advised that the budget was $2,800,000. The selection committee reviewed each proposal to provide comments on submittals and rationale based on the criteria in the RFP. Sea & Shoreline, LLC: Price $2,872,800 — The proposal was a good response. The vendor had good experience in dredging projects and had local experience in similar type work. They offered to do diver dredging, which can be more time consuming than other methods. The construction methodology was rated a little lower because of this. The price was the highest of the 3 proposals. LPS Utilities Inc. DBA LPS Contracting Price: — $2,485,560 — The vendor has a good deal of relevant experience with dredging, except it was focused on mechanical dredging versus hydraulic dredging. The County only authorizes hydraulic dredging. An alternative lower price of $1.78 Million was referenced if the County could do mechanical dredging. No references were listed. The vendor is well qualified and experienced, but the slightly higher price and construction methodology was taken into consideration. 1 Adventure Environmental Inc. Price: S1,966,000 — The technical proposal was the most responsive of the three vendors. They are very experienced in this type of exact work, and mentioned they performed the dredging in canals 83 and 84. This was a very strong proposal, top notch. They have relevant experience. Good technical proposal, and a good schedule. They referenced a good history of performing similar work in nearby canals. Public Comment: Adam Giles of LPS Contracting commented that the County should allow mechanical dredging as it takes up less space and is more cost effective.
