Scholl, District 3 The Florida Keys 7 Mayor Pro Tem Michelle Lincoln, District 2 Craig Cates, District 1 David Rice, District 4 Holly Merrill Raschein, District 5 Monroe County Community Services: Veterans Affairs Department Monthly Report: February 2026 (Reporting Period: December 2025) Monetary Compensation: • In the month of December, the Monroe County Veterans Affairs Department (MCVAD) assisted veteran clients secure $1,400,955.79 in compensation and pension (C&P) awards from the Department of Veterans Affairs (DVA). This C&P amount includes $599,839.27 in retroactive awards and $801,116.52 in new awards. In mid -December, the Department of Veterans Affairs officially announced plans to reorganize the Veterans Health Administration (VHA). The reorg aims to empower local leadership, streamline management structures, and eliminate duplicative bureaucracy across more than 1,300 medical facilities. It will unfold over the next 18-24 months and represents the most significant structural overhaul in the VA's health system in years. Non -monetary Benefits: • Intent to File a Claim for Compensation and/or Pension, Survivors Pension, and/or DIC submissions were made to the Veterans Benefits Administration for 30 veteran clients, and healthcare applications for three claimants were submitted to the Veterans Health Administration. Income verification reports were prepared for five veteran clients, and one burial flag presentation was conducted. Other Updates: 0 Veterans Service Officers (VSOs) have 586 open cases with the DVA and facilitated over 1,281 veteran client interactions in Monroe County, along with claims assistance for 37 clients in Miami-Dade/Broward. • The department prepared, presented, and prosecuted two Virtual Board of Veterans Appeal hearing IAW, The Veteran Appeals Improvement and Modernization Act of 2017, before a Veterans Law Judge. This unique and invaluable service is offered to Monroe County veteran clients and is unavailable in all 67 counties. • Staff attended and conducted TAPS presentations for 10 service members at NAS Key West. Veterans Transportation Program: • December 2025: The Veterans Transportation Program (VTP) regularly operates three days a week. In December, VTP transported 9 of 9 scheduled days, booking at 38% of functional capacity, and November booked at 47% functional capacity. Currently, we have two operating vehicles. MCVAD continues to wait for a follow up meeting with the Miami VAMC to establish a Memorandum of Understanding (MOU) or Memorandum of Agreement. (MOA) Veteran Related News, Regulatory Updates and Legislative Information: • Persistent system glitches in the Oracle-Cerner EHR rollout continue to raise serious concerns among providers and advocates. Reports from December highlight issues such as disappearing clinical notes, incorrect prescriptions, and system freezes at pilot sites, which have reportedly disrupted care and posed safety risks to veterans. Providers described instances where system errors nearly caused dangerous treatment errors. Community Engagement: This month, the department attended community events, establishing our presence and support within the county. Noteworthy initiatives included: Staff attended meetings with Rotary of Key West, Military Affairs Committee, and Irreverent Warriors Key West. Staff concentrated on final preparations for the 20th Annual Wounded Warrior Soldier Ride. This large-scale event requires extensive coordination and collaboration with multiple County departments and external partner organizations to ensure successful execution. Interviews have been scheduled in February. ■ Held a monthly Operations meeting with chiefs from the KWIA Airport, Trauma Star, Training and the Fleet divisions reviewing training, medical procedures, and the apparatus and equipment status. ■ Attended the Marathon Airport disaster drill preparedness meeting. ■ Participated in the 2026 Hurricane Season, Monroe County Emergency Management Hurricane Functional Exercise (HURREX) at the Monroe County Emergency Operations Center. ■ As a result of the mandatory transition to the NERIS fire -based, all -hazards incident reporting to the federal government, the department's incident data analytics categories reported below have changed. ■ There have been 386 calls for service between January 1 to 28, 2026. RE Medical - EMS Non -Emergency IIIIII Hazardous Situation Law Enforcement Assist Public Service 10 Rescue 11 Fires Monthly Activity Report January 2026 Page 3 of 6 Trauma Star / EMS ■ As of January 16, all three helicopters have been received and are operational. Trauma Star North and South helicopters are temporarily operating from the North base. A power source for the new helicopter is being installed at the South base. ■ Initiated Flight Paramedic Preceptor testing. Two (2) firefighters will be moving forward with the required classes and training in order to be cleared to be a Flight Medic by the Medical Director. ■ Chief Flight Nurse, Deputy Chief of Operations, Deputy Chief of Administration and the Operations Battalion Chiefs held quality assurance meetings with Medical Director. ■ Held monthly meetings with the Lower Keys Medical Center and Baptist Health (Fisherman's and Mariners) hospitals. ■ Held a monthly quality assurance meeting with Jackson South Trauma Center and Jackson Main's Ryder Trauma Center. ■ Held a Flight Team meeting and a Flight team quarterly Safety meeting, both included the Medical Director. ■ Completed in-service training for the department's updated medical protocols. ■ Deployed updated medical protocols in an online application for use with patient care, providing protocols and medication dosing in the 'app.' ■ Updated Trauma Star's checklists for patient transfers between field and hospital personnel. ■ Trauma star data for January will be submitted on the next monthly report to the BOCC. Data must be compiled, verified for accuracy and will be submitted in arrears. The transition to the state's NERIS system has delayed the verification process. Key West International Airport / Fire Station 7 • Attended each of the EYW Operations Meetings, Construction Meetings, Airlines Meeting and Airport Tenant Meeting. • Conducted the Quarterly / Periodic Airfield Inspection, which includes ARFF Response drills, suppression product maintenance, foam testing and Airport fueling inspections. • Completed multi -day Annual FAA Airport Safety Inspection, including inspection of records, equipment, facilities, and testing of personnel. • Received delivery of new Oshkosh 6 x 6 Airport "Crash" Truck (an airport fire truck). • Initiated planning process and preparation for Key West International Airport's Full Scale Disaster Drill and Airport Emergency Plan Review. Fire/EMS Training ■ Hosted a "Firefighter Exchange Training, Fireground Operations" course for 16 firefighters from Santiago, Chile, whose experience varied from 2 to 9 years on the job. ■ Completed annual inspection by the state of Florida Fire Marshal's Office for compliance with state regulations for the training facility. ■ Conducted Facility Training for thirty-two (32) firefighters from Stations 22, 18, 17, 13, 11, 10, 9, 8 and 7. This is an ISO requirement for firefighters and the training provided maintains personnel state fire certifications. ■ Held new hire orientation training, which includes classroom simulations, SOP's review, station duties, and hands-on apparatus training. Monthly Activity Report January 2026 Page 4 of 6 ■ Completed the Firefighter Minimum Standards course with an awards ceremony and family day enabling the students to showcase the skills learned during the course. The average class grade was 97% and 30 students successfully passed their state of Florida examination requirements through the Bureau of Fire Standards and Training. ■ FKAA is installing a new potable water main to their new facility through the roadway to the Fire Academy. Fire Marshal's Office ■ Conducted Plans Reviews and Inspections for New Construction and Renovation Permits for the building departments in Ocean Reef, the Upper Keys, Middle Keys and the Lower Keys. ■ Officers received updated online hydrants application for company pre-fire/pre- incident planning. ■ Reviewed application and issued 1 Fireworks permit. ■ Provided 2 responses to Public Records Requests. ■ Published 2 Fire Prevention Public Service Announcements through social media. ■ Deputy Fire Marshals performed annual Fire and Life Safety inspections of commercial properties. I am looking forward to continuing to advance our Fire Rescue services throughout Monroe County. The following are several notable highlights. • Applied and granted access to the DEA online Controlled Substance Ordering System. This process took a few months because of their in-depth evaluation and security procedures. This program lets the agency order controlled substances electronically by the Medical Director through the DEA; no use of paper request, it is fully secure, safe and easily tracked with multiple layers of safeguards. • 2025 started with the Florida Fire Chiefs conference in conjunction with the EMS Advisory council state meeting. We were able to represent Monroe County both at the conference, as one of the organizers, and at state meetings where I sit on the EMS Advisory Council Board which sets and advises the Florida Department of Health, Governor and Surgeon General on all aspects of Fire Rescue, including the vision for the future of EMS. • At the council meetings, I co-chair the Medical Care Committee, chair the Stroke Committee, sit on the Florida Association of EMS Medical Director's committee, Rural EMS, Air transport, Florida Association of EMS Educators, and EMS for children, in addition to other constituency groups. I am honored and proud to represent Monroe County at the state level and continue to formulate research and policies for the future. • Throughout the year, I held monthly meetings with the Lower Keys Medical Center and quarterly meetings with Baptist Health Systems. At Baptist, we collaborated with Marathon Fire Rescue in our discussions. At LKMC, we collaborated with Key West Fire Rescue to continue continuity of care between agencies and the hospitals. • During 2025, I tested several probationary firefighters and potential Trauma Star team members with good success. In coordination with the Fire Rescue management, we have been developing a program in which we "check -in" with the probationary firefighters throughout the year to discuss and evaluate their progress. First, with the candidate only to get his/her perspective on their progress and then with training personnel, and finally with the firefighter's supervising officer to gather similar information regarding evaluations and feedback. Completed Medical Protocols revision and implementation. The review included our acute heart attack protocols and stroke protocols; updating forms that better identify and set clear transport pathways to better care for our community. I initiated a five -agency collaborative to revise and implement our new protocols with up-to-date treatment and procedure protocols. Our Tri-Agency Collaborative (TAC), Monroe County Fire Rescue, City of Marathon Fire Rescue, City of Key West Fire Rescue, Marathon Critical Care Unit and Trauma Star all now have similar protocols that are fully up-to-date and provide a huge advantage when caring for mutual aid patients and keeping our community safe. These protocols can now be found in the department's fully integrated "app" that is easily accessible and user friendly. I am very proud of this particular conference because I am one of the founders of the conference forum and EMS competition almost 30 years ago, in the back parking lot of a local hospital. Today we bring close to 2,000 participants to the conference which includes lectures, training, new product demonstrations, the EMS competition, and also includes the state meetings. As we have outgrown the Hard Rock Hotel, the conference will move to the new Broward County Convention Center in 2026. This conference brings stakeholders from the entire state, as well as having a national presence. There is a large Quad County Fire Chiefs meeting, and I am proud to say that Monroe County was well represented with members of Monroe County Fire Rescue, Marathon Fire and the Key West Fire departments. This is a great venue for collaboration of medical issues, technology, networking, and overall representation at the state level. As 2025 progressed, we managed Trauma Star efficiently and safely as the county awaited the new and amazing helicopters. To continue with our Tri-Agency Collaborative, the Key West Fantasy Fest was well attended and free of any major incident; thanks to the agencies that supported the Key West Fire Department with their mutual aid on the ground. I have been there on the ground each year and truly appreciate all our mutual aid partners. One of our most challenging moments in 2025 was a horrific fire in Key West, which employed an incredible collaboration and cooperation between all three (3) fire departments. Patients were transported to LKMC at which point KWFD was helping with patient care in the ER. Unfortunately, Trauma Star was unable to fly and there was a need to transfer two (2) young patients to Miami. I contacted Chief Muro of Marathon Fire Rescue, to ask about the availability of his Critical Care Unit, and without hesitation they were on route to the LKMC. The Trauma Star Flight team, unable to fly, assisted Marathon Fire Rescue and the two children were safely transported by ground to the Kendall Hospital Burn Unit. A few months later the children visited the KWFR staff with huge smiles and in excellent condition. I look forward to 2026 sharing a positive vision for advancing the future of Monroe County Fire Rescue, continued collaboration with our hospital partners and continued cooperation towards the advancement of all the Keys fire agencies with greater representation at the state level. Medical Director Page 6 OFFICE OF MANAGEMENT & BUDGET February 10, 2026 OMB held a public hearing at the regularly scheduled BOCC meeting on January 28th to amend the Fine & Forfeiture Fund (101). The budget amendment brought forward accrued fund balance to be used in the current fiscal year. The additional fund balance was the result of excess fees remitted by MCSO and credits received from the manufacturer of the three (3) new Trauma Star Air Ambulance helicopters. The additional fund balance will be used to fund various deferred maintenance projects at the detention center and to fund future air ambulance related expenditures. OMB held a public hearing at the regularly scheduled BOCC meeting on January 28th to amend various capital funds including One Cent Infrastructure Sales Surtax (304), Land Acquisition (316), Tourist Development Tax Affordable Housing (317), and Infrastructure Sales Surtax Revenue Bonds Series 2025 (318). The budget amendment was necessary to align revenues and expenditures of capital projects from one fiscal year to another. The capital budget amendment is performed once per year as an annual reconciliation. • OMB continues to closely monitor proposed legislation related to property tax reform. Scholl, District 3 Holly Merrill Raschein, District 5 Monroe County Community Services: Social Services Department Monthly Report: February 2026 (Reporting Period: December 2025) Supportive Services: Nutrition Services: The department provides hot meals to seniors aged 60 and over throughout the County. For those unable to attend congregate meal sites, frozen, microwaveable, home - delivered meals are also available across the Florida Keys. In December, the department served a total of 1,558 congregate meals and 3,790 home -delivered meals countywide. Energy Assistance: The Low -Income Home Energy Assistance Program is a federally funded grant program that assists income qualified households with the funding necessary to pay their cooling and heating costs. Each household was considered low-income and include at least one or more of the following: an elderly individual; a child 5 years of age or younger; a disabled individual. During the month of December, fourteen (14) clients received LIHEAP funding in the amount of $8,199.40. • Intake Portal: On August 19, 2025, Social Services implemented a new intake portal for all new applications. In the month of December, 28 applications were received. Since implementation, 249 applications have been received through December 2025. Community Services Staff attended the Homeless Persons' Memorial Service held on December 19, 2025, at the Key West Cemetery. Fifty-three (53) lives were honored at the memorial. Indigent/Pauper Cremations and Burials: This program addresses the final expense needs of individuals designated as indigent. In the month of December, the Social Services Department received six (6) referrals concerning deceased individuals from three funeral homes within Monroe County. Social Services - Federal and State Funded Programs • State Housing Initiatives Partnership (SHIP) Program: The department administers SHIP funding countywide, providing assistance to homeowners through SHIP homebuyer assistance, homeowner rehabilitation, sewer lateral connections, and disaster relief when applicable. In December, there were fifteen (15) SHIP homebuyer assistance loans closed, totaling $675,000. Resilience Department Highlights Report for JANUARY 2026 Canals and Breakwaters: 1. Long Key and Duck Key living shoreline projects: Solicitations opened and selection meetings held in January 2026. Received approval to negotiate at 1/28/26 BOCC meeting. Preparing contracts for February BOCC meeting. Anticipating work to begin late February or early March. Attending Duck Key neighborhod meeting February 7 to provide information. Notified solid waste staff of Long Key living shoreline project on that property. Funded by grants 22FRP131 and 22FRP 132. 2. Tavernier and Rock Harbor breakwater repair projects. Hosted homeowner outreach meetings in January to provide project information. Coordinating with the contractors and CEI consultant to prepare to begin work in late February. Funded by grants IR036 and IR045. 3. Key Largo Canal 82 restoration project ($3 Million) - RFP opened in January 2026. Selection committee meets on January 30. Approval to negotiation anticipated for February BOCC. Funded by DEP Stewardship grant KG006. Anticipating award in January 2026 and work to begin thereafter. 4. RESTORE canal restoration projects - Received approval to advertise for Canal 293 between Avenue H and I on Big Pine Key in December. Sustainability: 5. MSBU Ordinance: Presented a 4t" time at the January BOCC meeting for a proposed residential neighborhood improvements program for proposed modifications to Chapter 22 of the Monroe County Code, Article VII, that will allow neighborhoods to request improvements beyond the County's basic levels of service and to have the neighborhoods fund such improvements through as assessment program. Public hearing originally scheduled for January 2026 has been moved to March 2026. 6. Vulnerability Plan Updates. Work is underway on the County and municipalities updates to the vulnerability plans and capital plan development. Work is funded by a $700,000 grant 25PLN25 from Resilient Florida. 7. Road Elevation Planning for Municipalities: Continued the coordination and planning of the road elevation planning process for the municipalities. Town hall meetings in the municipalities are planned forFebruary and March 2026. Work anticipated to be complete by spring 2026. 8. Watershed Management Plans: Finalizing the grant -funded work for development and updates to the watershed management plans. Marathon, Layton and Key Colony Beach's Plans were approved bythe State. Finalized the County's update to the County's Plan fand submitted to the State for review. 9. Road adaptation projects: Continued the work to develop the assessment methodology for the Big Coppitt and Winston Waterways areas for the potential road adaptation project assessments. Scheduled community meetings for both areas in February to present information and receive feedback. 10. USACE Ft Keys Coastal Storm Risk Project: Continued coordination with the U.S. Army Corp of Engineers on the design of the U.S. 1 revetments to protect the U.S. 1 critical infrastructure. Reviewing the alternatives for the various types of shoreline stabilizations. Due to increases in costs, two of the six sites were selected to proceed with full design: West Summerland Key and Indian Key. Value study efforts will be scheduled for the four remaining sites along US 1 at a future date. a.
