According to the ordinance adopted by the Board of County Commissioners, proposed change orders are to be presented to members of the Board of County Commissioners prior to approval, assuming they are within the Administrator's prescribed limits. The discovery that parapets are hollow and not anchored to the roof deck. The lightweight fill was used to level the deck where an addition was constructed previously, This fill is not compatible with the roof system and wiII void the roofing manufacturer's warranty unless it is removed, Because this area is lower than adj acent decks by about 2", nE'r\' lightweight concrete must be installed to bring it to level prior to installing the specified lightweight insulating concrete. As work progressed, it was discovered that the parapets wer: constructed of hollow block and other than mortar, were not secured to the deck. This condi1ion poses a risk during a hurricane because the parapet could be punctured or otherwise fail. Removing the parapet and pouring to the roof edge with the new lightweight insulating conel.;te is the least expensive option available for correcting the problems, as identified in Proposal '~_'~""', Request No.9. The pricing has been determined to be fair. 3. The work is required to allow the project to proceed. 4. The contractor has requested three days for Item No.2 and 30 days for Item No.1, TIle contractor requested compensation for general conditions associated with the 30 days Ibr Item No.1, but no costs for the three days in Item No.2. I have not allowed costs for general conditions, and the above costs are fOT construction only. I think the 33 day extension is appropriate and recommend this time extension, As always, this is my recommendation and you may choose to accept it, modifY it, or not aCCl :pt it. If you choose not to accept it, the project will be delayed beyond the 33 days requested as work will stop. Item No, 1 is absolutely required and work will stop unless it is executed. However, you could choose not to modifY parapets and save $7,410.61. If you modifY my recommendations by not executing Item No.2, then I am advising you of the possibility of failure, and I cannot accept any responsibility or blame for Monroe Connty's failure to execu11~ my recommendation.
