This raised generator platform is being constructed in lieu of building a new generator building as a more cost-effective strategy to house the two (2) generators to service the Stock Island j ail. This proj ect is funded by the Fine and Forfeiture fund (fund 101). ITEM BACKGROUND: The Monroe County Detention Center on Stock Island currently houses two generators inside. One generator is no longer operable and the other is nearing the end of its useable life. In 2021, the County purchased one new generator and also began work on designing a new building to house 2 new generators for easier access and additional storage and maintenance space. Upon completion of the new building, the County would purchase the additional generator for a total of 2 new generators to create an automated redundant backup system for the jail. Due to budget constraints, construction of the new generator building has been put on hold indefinitely. Currently, the newly purchased generator is sitting on a trailer outside of the building. The County has determined that a more cost-effective strategy which will still ensure the safety of the jail inmates and employees is to construct a raised platform to house the generator purchased in 2021 and the additional generator that the County will purchase during construction of the platform. This Task Order with William Horn, Architect P.A. is for design through construction administration and project closeout of the new raised generator platform. This project is funded by the Fine and Forfeiture fund(fund 101). TASK ORDER FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES BETWEEN MONROE COUNTY AND WILLIAM HORN ARCHITECT P.A. FOR MCDC NEW RAISED GENERATOR PLATFORM In accordance with the Agreement for Professional Architectural and Engineering Services,made and entered into on January 18, 2023, ("Agreement"), between MONROE COUNTY, ("County") and WILLIAM HORN ARCHITECT P.A., ("Consultant"), where professional services are allowed if construction costs do not exceed $7,725,000.00, or for study activity if the fee for professional services for each individual study under the contract does not exceed $500,000.00 ("Agreement"), as provided in Subsection 287.055(2)(g), Florida Statutes, as amended by Section 2, Chapter 2024-204, Laws of Florida, pursuant to which Recital No. 2 and Attachment A, Subsection 1.01 of the Contract is hereby modified, the parties enter into this Task Order ("Task Order"). All terms and conditions of the Agreement apply to this Task Order, unless this Task Order amends, adds, or modifies a provision or an Article of the Agreement, in which case, it will be specifically referenced in this Task Order and the amendment, addition, or modification shall be precisely described. This Task Order is effective on the 1811 day of February 2026. WHEREAS, due to funding limitations, Monroe County has elected not to move forward with construction of a new generator building at the Monroe County Detention Center on Stock Island and instead will construct a raised concrete platform to house two generators to service the building; and WHEREAS, the County is seeking professional architectural and engineering services for the design of a raised generator platform, and the Consultant is qualified to provide these services. NOW, THEREFORE, in consideration of the mutual promises and covenants set forth below, the parties agree as follows: 1. In accordance with Article II, SCOPE OF BASIC SERVICES of the Agreement, the Consultant shall provide construction documents and specifications for a new raised concrete platform for two generators. The new platform will be raised up to match the height of the existing jail buildings first raised floor (approximately 12 feet above grade). An exterior concrete stair will be provided to get from grade up to the raised platform to service the generators.A chain link security fence will be provided around the stairs and platform at grade level. The two generators have been selected and will be supplied by Monroe County. The generator housings will need to meet the 200-mph wind load requirement and have a missile "E" impact rating. Work will include providing electric conduits and wiring from the Page 1 of 2 generators to the Automatic Transfer Switches (ATS within the existing detention center building. Diesel fuel lines will be provided to the day tanks at the generators., 2. In accordance with Article V11, Subparagraph 7.1.1 of the Agreement, the County shall pay the Consultant a lump sum total of One-Hundred Fourteen Thousand, S t -Two and 00/100 dollars ($114,062.00)paid on a percent complete basis for the following phases. a.
