Sufficient funds are available in the current budget to cover this change order. This change order increases the final contract sum by$49,517.00. The substantial completion date is increased 20 days. Monroe County Ordinance 027-1998 and subsequent amendments provide authority for the Administrator to approve change orders within specified limits after providing Board of County Commissioners with at least 24 hours to review them and pose any questions or objections that they may have. It is the Administrator's intent to approve the attached change order under that authority after the 24- hour BOCC notification time. Decrease the quantity of bid item no. 430-174-115, Pipe Culvert, Optional Material Round, 15" SD from 450 LF to 350 LF. This Change Order No. 7 is a net increase of $49,517.00 and represents 0.230 % increase (less than 1%) to the original contract price. Contractor agrees to accept the increase in monetary compensation and hereby waives and releases any and all claims for any additional compensation related to these bid items. Twenty (20) weather days are added for the period from September 25, 2025 through November 4, 2025, inclusive, due to adverse weather impacts resulting from unusually high king tides. 2. For bid item no. 530-74, Bedding Stone (#57 Stone), it was discovered that although the Summary of Quantities in the plans listed 35 tons for the pump station and 770.25 tons for the roadway, the 770.25 tons was inadvertently omitted from the bid tab as part of addendum number 5 during the bidding phase. Such 770.25 tons were intended for the swales and driveways and therefore are added back into the contract. An additional 30 tons are also added for the length of the new concrete barrier wall at 2' width. This additional quantity is needed as a permanent erosion control measure behind the new wall. A total of 800.25 tons are added to the original bid quantity. **Bid item no. 530-74, Bedding Stone (#57 Stone): increase quantity, 800.25 tons @ $68.00/ton = $54,417.00 3. After drainage structure S-1 was installed at the originally proposed location, the Contractor pre-trenched for the proposed 15" drainage pipe to the north and found that the existing water main was further to the east, in the swale area and not within the existing pavement as shown on the plans. Therefore, the proposed 15" drainage pipe was in conflict and drainage structure S-1 was shifted north approx. 87' as noted on plan revision #13. **negotiated to $9,000.00, 1 LS 4. As a result of several drainage revisions made by the EOR, the quantity of Pipe Culvert, Optional Material Round, 24" SD increased for the project. For example, on Adams Drive, a new run between drainage structure S-32 and S-33B added an additional 27 LF of pipe. Additionally, the 24-inch pipe runs from drainage structure S-46 to S-47 and from S-49 to S-50 on Adams Drive were not labeled in the plans as 24-inch and appears not to have been quantified in the bid tabulation. **Bid item no. 430-174-124, Pipe Culvert, Optional Material Round, 24" SD: increase quantity, 62 LF @ $550.00/LF = $34,100.00 5. As a result of several drainage revisions made by the FOR (plan revision no. 13, etc.), the proposed structure S- 01 was shifted to the north approx. 87' and therefore approx. 87' of the 15" pipe was no longer required in this area. Other estimated 15" pipe drainage runs were averaged at 13' below the proposed quantity; thus a net decrease of 100'. **Bid item no. 430-174-115, Pipe Culvert, Optional Material Round, 15" SD: decrease quantity, 100 LF @ $480.00/LF = ($48,000.00) • Change Order was included in the original specifications. We are currently working on the crossings from S-12 to S-13, S-14 to S-15, and S-16 to S-17. However, excessive groundwater in the trench has made progress extremely difficult. Despite operating our dewatering system at full capacity, we have only been able to lower the water level by approximately 9 inches. A major challenge is the existing sewer line that intersects all three proposed drainage crossings. Due to the high groundwater levels,we have been unable to properly locate and expose this line. According to NOAA tide predictions, lower tides are expected between September 26 and October 3.We will attempt installation again during this period, starting on Monday. If conditions do not allow us to reach the necessary elevation,we will abandon the area and redirect crews to install the pipe run from S-1 to S-2 instead. This situation will inevitably impact our overall schedule, delaying drainage, barrier wall installation, and road reconstruction. Unfortunately, the tide is still very high, and the conditions made it impossible to proceed with the scheduled work activities. Despite our efforts to dewater and resume operations, the site remains inaccessible for construction. During this time, several pieces of equipment have been placed on stand-by, which continues to generate daily costs for us. See attached pictures from 10/14/25, 10/15/25, and today 10/16/25. Despite our efforts to turn on the pumps on attempt to dewater, the site remains inaccessible for construction. As previously mentioned, several pieces of equipment remain on standby, awaiting an opportunity to resume work. However, due to the persistent flooding conditions,we have been unable to proceed.At this point,we need to determine whether to keep the equipment on-site or to demobilize and return once the king/high tide conditions have subsided. This week, not onlywere our drainage and paving activities on the north side of Shaw Drive affected, but also the drainage/WM off-set work scheduled for yesterday. As you are aware, in coordination with FKAA, we were prepared to perform the first WM off- set yesterday; however, the elevated groundwater levels made dewatering impossible. Despite forecasts indicating that king/high tide would subside by 10/25, the site remains flooded. In agreement with FKAA, it was decided to reschedule the WM off-set for next Tuesday, 1114, with the hope that conditions will improve by then. At this point, we have no other activities that can be performed, as nearly the entire project area is affected by flooding. In addition, RFI #40, submitted on 10/22 and marked as urgent, has not yet received a response. It has also been over five weeks since we submitted the last revision regarding the wet well elevation change (RFI #24), and we have yet to receive feedback from the County. This is a potential operation we could move forward with, as it is less affected by the tide conditions. Currently, the only available work we can perform is the installation of approximately three drainage structures on the east side of Shaw Drive—an estimated three days of work. Once this is complete, the project will effectively reach a full shutdown. Please provide an update on the status of the following items: RFI #40—Conflict with Sewer Line RFI #24—Wet Well Elevation Change We are very concerned on the mayor delay this year's king/high tide season has caused to the project, so we are looking for the county to expedite the two items above which could open an opportunity for our crews to continue the work. The distance from the EOP to the CL of the existing WM line is 45 inches.This information confirms that there is no space to place the structure between the WM and the sewer line.
