WHEREAS, the United States Navy has declared its intent to maKe ~vaila~ as e:tcess
property certain parcels and facilities within the County of Monroe; and
WHEREAS, one or more of these properties are of interest to the County of Monroe and
may prove to be of value to the County of Monroe and its citizens; and
WHEREAS, Department of Defense and Department of Navy officials have stated
repeatedly that there must be harmony and consensus among the concerned local communities
in order for properties to be transferred; and
WHEREAS, the Monroe County Commission, for more than eighteen months, has made
every effort to cooperate with the City of Key West on the matter of base closures and the
related issue of expediting the transfer of surplus Navy properties; and
WHEREAS, the County Administrator and the City Manager of the City of Key West
worked closely together during 1995 and developed an informal agreement regarding the
Commissary building and other properties; and
WHEREAS, the City Manager of the City of Key West described said agreement in a
memorandum to the Mayor of Key West dated June 16, 1995; and
WHEREAS, said agreement appears to be in the best interests of the people of Monroe
County including the residents of the City of Key West; and
WHEREAS, the County of Monroe has expended substantial effort and substantial funds
in planning for the utilization of Commissary health clinic and emergency shelter of benefit to
all the citizens of Monroe County;
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA
SECTION 1. That the Commissioners of the County of Monroe urge and request that the
City of Key West reconsider the matter of the Commissary building and support the acquisition
of the Commissary building by the County of Monroe for the purpose of establishing an
administrative office center and a social services and health facility as well as an emergency
shelter; and
SECTION 2. That the City of Key West work more closely with the County of Monroe in
the development of a comprehensive re-use plan for those properties declared to be in excess;
and

SECTION 3. That the Naval Pro.~erties Local Redevelopment Authority take appropriate
action at an early date to include at least two representatives from the County of Monroe as full
voting members of the Naval Properties Local Redevelopment Authority; and
SECTION 4. That in the absence of greater cooperation from the City of Key West, the
County of Monroe shall take appropriate action to insure that County of Monroe interests and
views are more fully represented in the Naval Properties Local Redevelopment Authority.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida at a
regular meeting of said board held on the 17th of July, 1996.
