AGENDA ITEM WORDING: Approval to advertise for a competitive solicitation, specifically a
Request for Proposals, for artificial reef deployment services in the State of Florida's nearshore
waters, on the bayside, off the Middle Keys in Monroe County, Florida, relating to sites E01, JO1, and
POI. Funding is through FWC Grant #23132.
ITEM BACKGROUND: The Monroe County Office of Artificial Reefs is funded by a Florida Fish
and Wildlife Conservation Commission (FWC) grant agreement (#23132) that was executed in
January 2024. The grant is intended to fund and establish a framework for the placement, monitoring,
and maintenance of artificial reef habitat support structures in Monroe County to enhance reef fish
habitat.
A new Request for Proposals (RFP) will solicit proposals for procurement and deployment of artificial
reef materials to three (3) locations in nearshore, state and sanctuary waters, off the Middle Keys of
Monroe County, on the side of Florida Bay at sites: E01, JO1, and PO1. General site information is
attached as supporting documentation to this item. All permits for this deployment activity remain
pending. This includes the U.S. Army Corps of Engineers (USACE) federal permit application #SAJ-
2025-01544, Florida Department of Environmental Protection (FDEP) state permit application #44-
463235-001-EG, and the Office of National Marine Sanctuaries (ONMS)/Florida Keys National
Marine Sanctuary (FKNMS) sanctuary permit application #FKNMS-2025-036. Issuance of a RFP in
parallel will allow rapid mobilization once the permits are issued.
PREVIOUS RELEVANT BOCC ACTION:
On February 15, 2023, BOCC adopted Resolution No. 054-2023 supporting the FWC Artificial Reef
Construction Program. In September of 2023, BOCC approved acceptance of the FWC grant of $10
million for an artificial reef program, and the grant agreement was subsequently amended to increase
available funds by $5 million. Various projects have been initiated and are on -going in furtherance of
this arant.
