ITEM BACKGROUND: There were three (3) change orders considered and approved by the County Administrator/Assistant Administrator for the period beginning 02/01/2026 and ending 02/28/2026 for a total of $60,642.00. There were no change order requests denied. PREVIOUS RELEVANT BOCC ACTION: On September 9, 1998, Ordinance No 027-1998 was adopted in order to provide that the County Administrator may approve separate, non -cumulative change orders for construction projects and professional service contracts in amounts not to exceed $50,000 (as amended by Ordinance No. 024- 2015), or 5% of the original contract price, whichever is greater. On April 19, 2023, Ordinance 005-2023 was adopted in order to provide that the County Administrator may approve separate, non -cumulative change orders for construction projects and professional service contracts in amounts not to exceed $100,000 or 5% of the original contract price, whichever is greater. The BOCC requested a monthly report of all change orders considered by the County Administrator. We are currently working on the crossings from S-12 to S-13, S-14 to S-15, and S-16 to S-17. However, excessive groundwater in the trench has made progress extremely difficult. Despite operating our dewatering system at full capacity, we have only been able to lower the water level by approximately 9 inches. A major challenge is the existing sewer line that intersects all three proposed drainage crossings. Due to the high groundwater levels, we have been unable to properly locate and expose this line. According to NOAA tide predictions, lower tides are expected between September 26 and October 3. We will attempt installation again during this period, starting on Monday. If conditions do not allow us to reach the necessary elevation, we will abandon the area and redirect crews to install the pipe run from S-1 to S-2 instead. This situation will inevitably impact our overall schedule, delaying drainage, barrier wall installation, and road reconstruction. Therefore, we respectfully request consideration for weather -related days due to the impacts of king/high tides. So far, we are requesting weather days for 9/22, 9/23, 9/24, 9/25, and 9/26. Also, we have rescheduled our paving subcontractor for the paving of Adams Dr as, again, the king tide has the road flooded. Today, the site was found flooded with approximately 2 feet of water (see pictures attached), making it impossible to proceed. Given the conditions and the forecasted high tides for the remainder of the week, we kindly request weather days for today and any other day we get impacted. At this point, we need to determine whether to keep the equipment on -site or to demobilize and return once the king/high tide conditions have subsided. This week, not onlywere our drainage and paving activities on the north side of Shaw Drive affected, but also the drainage/WM off -set worl<scheduled for yesterday. As you are aware, in coordination with FKAA, we were prepared to perform the first WM off- set yesterday; however, the elevated groundwater levels made dewatering impossible. Despite forecasts indicating that king/high tide would subside by 10/25, the site remains flooded. In agreement with FKAA, it was decided to reschedule the WM off -set for next Tuesday, 11/4, with the hope that conditions will improve by then. At this point, we have no other activities that can be performed, as nearly the entire project area is affected by flooding. In addition, RFI #40, submitted on 10/22 and marked as urgent, has not yet received a response. It has also been over five weeks since we submitted the last revision regarding the wet well elevation change (RFI #24), and we have yet to receive feedback from the County. This is a potential operation we could move forward with, as it is less affected by the tide conditions. Currently, the only available work we can perform is the installation of approximately three drainage structures on the east side of Shaw Drive —an estimated three days of work. Once this is complete, the project will effectively reach a full shutdown. One of these specifically is for the pump station, showing 35 tons as the quantity. The other line item also describes 57 stone bedding material, with a quantity of 770.25 tons. It is our understanding that this is meant for the gravel swales and driveways along the project corridor. The discrepancy that I refer to is on FCC's Bid Proposal, Addendum 5 revised bid sheets. The 35 tons of 57 stone for the pump station is included, however, you will notice that the 770.25 tons of 57 stone is missing entirely from the bid.
