The cost of the work will be paid from EYW Airport Operating Fund 404. ITEM BACKGROUND: As part of the Customs & Border Protection (CBP) Phase 3B project, the existing security screening equipment is being relocated from the existing screening room to the new screening room. Leidos is the official agent for the Transportation Security Administration (TSA) that is authorized to install, move, relocate and/or reinstall proprietary security screening equipment. PREVIOUS RELEVANT BOCC ACTION: On October 15, 2025, the BOCC approved the original agreement with Leidos for $308,789.00 to move and install TSA checkpoint equipment from the old security screening checkpoint to the new security screening checkpoint in the EYW Main Terminal, and on December 10, 2025 the BOCC approved the First Amendment to Agreement adding optional equipment in the amount of $18,751.00 for the new EYW security screening checkpoint. This second amendment to the contract for the relocation of the existing security checkpoint equipment to the new screening location (the "Amendment") is made and entered into as of March 11, 2026, by and between Monroe County, Florida, a governmental entity (the "Monroe County"), and Leidos Inc., an incorporated doing business in Virginia ("Leidos"). Statement of Background and Intent A. Monroe County, Florida and Leidos entered a contract to perform the relocation of the existing security checkpoint equipment to the new screening location dated August 22, 2025 (the "Contract"); B. The parties amended the Contract to include Optional Mod 1 to add $18,751 for the gravity rollers and shield at Key West International Airport (EYW) and that additional costs are included in the Services Agreement (Ref. Exhibit A) and amended other terms and conditions as stated herein ("First Amendment"). C. The parties now desire to amend the Contract further to add $107,977 for the de -install, relocation, installation, and testing of one (1) cc'4 Rapiscan 526 SV Unit currently located in the Customs and Border Protection (BCP) facility (the existing CBP screening room) to the new screening room. The new contract value is $435,550, which includes the additional costs in the Services Agreement (Ref. Exhibit A) and the amended other terms and conditions as stated herein ("Second Amendment"). NOW, THEREFORE, in consideration of the mutual covenants and agreements contained herein, the parties hereby amend the Contract as follows: Agreement 1. Exhibit A is hereby amended to include additional scope asset forth in Amendment 2 Exhibit A, attached hereto and incorporated into the Contract. 2. Except to the extent specifically provided above, this Amendment shall not be interpreted or construed as waiving any rights, obligations, remedies or claims the parties may otherwise have under the Contract. 3. In all other respects and except as modified herein, the terms of the Agreement shall remain in force and effect. Description of Services: Key West International Airport (EYW) would like to add the de -install, relocation, and installation of one (1) cc'4 Rapiscan 526 SV Unit currently located in the Customs and Border Protection (BCP) facility (the existing CBP screening room) to the new screening room. The unit will need to be rigged out of the building, palatized, and driven to the back of the building to be rigged into the new screening room. The driven distance is approximately 1,300 feet and the distance between screening rooms inside the building is approximately 50 feet. a. De -install, relocate, and re -install of one (1) cc'4 Rapiscan 526 SV Unit; the approximate move distance is 1300'. b. Leidos will provide independent third -party witness testing for any TSE that an Operational Readiness Test (ORT) or Site Activation Test (SAT) must be conducted because of equipment moves per acceptance by EYW. Leidos will provide a Site Lead for work site services and coordinate with our rigging subcontractor, airport stakeholders, and the original equipment manufacturer (OEM) technicians and Third -Party witness testers performing this relocation. The local TSA, airport or others will be responsible for removal and reinstallation of Duress Alarms during each phased renovation. This work does not include any programming of monitoring panel(s) and auto dialers. 2. Period of Performance: Month Day Year From March 11 2026 To December 31 2026 The above period of performance notes the total anticipated period of performance that includes all planning, actual on -site efforts, and contract closeout activities. 3. Individuals to be provided: Leidos will provide a Site Lead, trained riggers, OEM certified technicians and an approved Third - Party witness tester for relocation and re -installation of the Rapiscan type of equipment. 4. Assumptions A. Airport staff shall request approval of this agreement at the March 11, 2026 Board of County Commissioners meeting and forward a copy of the approved executed service agreement to Robert Morgan. B. The Point of Contact for coordination will be Tyler Bethel at Airport Facilities Construction and Mgmt. Upon award, Leidos will be given TSA-approved Issued for Construction (IFC) drawings and any other relevant site information showing the exact placement of the equipment to complete the installations three (3) business days prior to our starting date. D. Leidos does not provide any review of design drawings under this agreement and assumes that all drawings that will be provided have been reviewed and approved by TSA's checkpoint designers. Drawings are also compliant with the TSA's Checkpoint Design Guidelines. E. Our price assumes a rigging path for the new equipment to fit out the checkpoints will be from airside requiring hoisting using a telehandler or similar equipment to lift equipment to the elevation that the checkpoint is located on. All ceiling height obstructions are higher than 7'-6". F. Issues or problems arising with the equipment that are not directly related to this equipment's movement scope of work are not covered by Leidos under this agreement and must be separately addressed by the General Contractor or OMA. G. All equipment provided and/or relocated is in good working order with no missing parts or cosmetic concerns by the airport or might cause it to fail Witness Testing. H. Leidos is not responsible for procuring or providing any transportation security equipment to install in the new checkpoint. I. A pre decommissioning report will be documented by OEM prior to movements J. Leidos Quote includes Program Management Support, a Leidos Site Lead, rigging, OEM support and Third -Party witness testing to include: K. Decommission, relocation and Site Activation Testing (ORT) for the Rapiscan 526SV system including submission of Test Readiness Notification (TRN) to the Leidos PM at least seven (7) days prior to SAT, coordinate with TSA Acceptance Testing to schedule witness testing. L. Provide, ship and rig the relocation kit for the Rapiscan 526SV. M. Witnessed ORT for the 526SV. N. Badging of contractor personnel is not required. O. TSA notional hours of operation to be confirmed: a. Monday 0430-1900 b. Tuesday 0430-1900 c. Wednesday 0430-1900 d. Thursday 0430-1900 e. Friday 0430-1900 P. Leidos will invoice for 100% of the total proposed price upon project completion. a. Project completion is defined as completing the decommission checklists, relocating, and conducting a successful ORT, and/or SAT of the Rapiscan 526SV system. 5. Deliverable Items: Completion is defined as placement and re -installation of the noted equipment in the final locations and a Third -Party witnessed ORT or SAT. The airport and local TSA will provide a representative to verify the work completion on the last day of the noted schedule to document equipment has been relocated and is operational.
