AGENDA ITEM WORDING: Approval of request for expenditure of $500.00 from MCSO Law
Enforcement Trust Fund to Key West High School Operation Graduation 2026.
ITEM BACKGROUND: The Sheriff is authorized to seize real and personal property under the Florida
Contraband Act. After obtaining final judgment of seized property, the property is forfeited to the
Sheriff and may be disposed of in accordance with Florida Statute 932.7055. Proceeds from forfeited
property shall be deposited into a law enforcement trust fund that is established by the BOCC. Such
proceeds and interest earned therefrom shall be used for school resource officers, crime prevention, safe
neighborhood, drug abuse education and prevention programs, or for other law enforcement purposes
as outlined in § 932.7055. The funds may be expended upon request by the Sheriff to the BOCC,
accompanied by a written certification that the request complies with the statute. The Sheriff is
requesting $500.00 be provided from the Law Enforcement Trust Fund to Key West High School
Operation Graduation 2026. The funds will be used to cover expenses for the all-night event that
provides a safe, drug and alcohol -free celebration, to recognize the achievements of graduating seniors.
PREVIOUS RELEVANT BOCC ACTION: The Sheriff has previously requested expenditures from
the Law Enforcement Trust Fund for various community groups, functions and/or events geared toward
crime prevention, safe neighborhood, drug abuse education and prevention programs and other law
enforcement purposes which were deemed appropriate. In 2025, the BOCC approved the following
requests: Item #2023-4059, Operation Graduation MHS, BOCC Meeting Date: 6/18/25; Item #2023-
4014, Law Enforcement Equipment, BOCC Meeting Date: 5/21/25; Item #2023-3937, Youth Summer
Camp, BOCC Meeting Date: 5/21 /25; Item #2023-3704, Operation Graduation KWHS, BOCC Meeting
Date: 3/25/25; Item #2023-4711, First Responders 5k, BOCC Meeting Date: 11/12/25.

I would like to request that the Commission authorize the following expenditures from
the Law Enforcement Trust Fund:

Every year, Key West High School and our generous community come together to sponsor a post -
graduation event for our graduates called Operation Graduation. This all-night event follows the graduation
ceremony and aims to recognize the achievements of our seniors in a safe, drug and alcohol -free environment.
Operation Graduation is a cherished tradition, filled with dancing, music, movies, games, fun, and food! It's an
opportunity for our community and parents to come together to show support and convey their heartfelt
congratulations to the graduating class and say, "Congratulations... we care about you!"
At the end of the event, we have a prize giveaway, where we raffle off various items such as TV's,
laptops, gift cards, and cash!!! Our goal is that every student leaves with something, and to achieve this, we rely
on the generosity of businesses like yours. We are seeking in -kind donations of prize items from our Amazon
Wishlist, which you can view by scanning the QR code below. Additionally, we welcome donations of gift
cards (Publix, gas stations, Target, etc.) or other prizes such as electronics, dorm room items, etc. in exchange
for your generosity, your business will be acknowledged in the graduation program (see attached for more
information).
An event of this magnitude requires considerable time, energy and resources, and we need your help to
make this year's Operation Graduation a successful and memorable one for our graduating seniors. We
sincerely appreciate any donations you can provide and thank you for considering this opportunity to support
our graduating seniors.
