Dear Mr. Feinn:
Please consider this letter as Notice to Proceed with Construction for the above contract dated
September 10, 2025.
The NIP Program Manager has approved the schedule and has confirmed that the Contractor has
obtained all the necessary permits.
Pursuant to Special Provision No. 3, the Construction and Post Construction Closeout Contract Time
of 93 Calendar Days will begin on Friday, February 27, 2026, the effective date of this Notice to
Proceed for Construction.
It is expected the Contractor will begin construction on Monday, March 2, 2026.
