RESOLUTION NO. 517 -2003
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNT' . FLORIDA RECOGNIZING THE ACHIEVEMENTS OF THE
LATE JOHN C. STORMONT AS A MEMBER OF THE MONROE COUNTY
BOARD OF COUNTY COMMISSIONERS FROM NOVEMBER, 1984 TO
NOVEMBER, 1992, AND MAYOR FROM NOVEMBER, 1989 TO NOVEMBER,
1990, AND PROCLAIMING THE 19TH DAY OF NOVEMBER, 2003 AS JOHN
C. STORMONT RECOGNITION DAY.
WHEREAS, John C. Stormont was an Upper Keys resident for thirty years and served as a
planning commissioner for two years; and
WHEREAS, John Stormont was first elected to the Monroe County Board of County
Commissioners in November, 1984 and served through November 1992 during which service he was
County Mayor from November, 1989 to November, 1990; and
WHEREAS, during his two terms as a County Commissioner he was a dedicated public
servant who devoted great attention in every detail to all the issues that came before the Board;
and
WHEREAS, John Stormont contributed greatly to the establishment of a trauma system
coordinated with Jackson Memorial Hospital's Ryder Trauma Center and Miami Children's Hospital
for acceptance of trauma victims from the Keys, giving birth to the Upper Keys Health Care Taxing
District in 1987, and earning him the sobriquet, "Father of the Trauma District"; and
WHEREAS, John Stormont was a lead advocate of historic preservation in the Upper Keys,
and, along with his wife Lois, founded the Old Tavernier Town Association, through which their
tireless efforts saved the old Tavernier Methodist Church and the Merlin Albury house from the
wrecking ball; and
WHEREAS, John Stormont had a long history of achievements, including:
(1) John earned a bachelor's degree in motion picture production and journalism;
(2) In 1973, John started his own underwater photography business, with many of his
pictures published in numerous books, including some by Jacques Cousteau;
(3) John was a veteran, a former news editor at Miami's Channel 10, a college professor who
taught at Miami-Dade Community College and his alma mater, the University of Miami;
(4) John created the costume for the University of Miami mascot, Sebastian the Ibis, which
was named after his off-campus dorm, San Sebastian Hall, and in 1958 John, dressed as
Sebastian the Ibis, began performing at University of Miami games; and
WHEREAS, John's many other efforts, both in and out of public office, were never for his
personal benefit or gain, but were selfless and tireless in giving to the citizens of Monroe County,
earning him a reputation as a man who spoke his mind and stuck by what he believed was right; and
WHEREAS, John leaves a legacy that stretches from the University of Miami's sports field
to the heart of Monroe County government; and
WHEREAS, John Stormont departed this life on August 24, 2003 and will be truly missed
by all who knew him and by all who care about the future of Monroe County; now, therefore
BE IT RESOLVED THAT THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY hereby proclaims November 19, 2003 as
JOHN C. STORMONT RECOGNITION DAY
in recognition of the many achievements of John Stormont especially as a County Commissioner and
Mayor of Monroe County, and expressing their great sadness in his passing from life.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida,
at a regular meeting of said Board held on the 19th day of November, 2003.
