AGENDA ITEM WORDING: Presentation of Honorary Conch Certificate to Carla Fry, the
outgoing Monroe County Health Department Administrator.
ITEM BACKGROUND: Dr. Carla Fry has dedicated more than 35 years to the medical and public
health field, with a career defined by service, leadership, and a deep commitment to community well-
being. A United States Army veteran, Dr. Fry began her career as a medic and licensed practical
nurse, later advancing her education to earn a Bachelor of Science in Nursing, a Master of Science in
Nursing and Education from Jacksonville University, and a PhD in Nursing with a minor in Public
Health from the University of Florida.
Prior to her service with the Florida Department of Health, Dr. Fry served as Director of Nursing and
Health Sciences at the College of the Florida Keys, where she played a pivotal role in educating and
preparing the next generation of healthcare professionals. Her collaboration with community partners,
including the Florida Department of Health in Monroe County, helped strengthen public health
outreach and services across the Florida Keys.
Dr. Fry joined the Florida Department of Health in Monroe County in December 2021 as Nursing
Director and was promoted to Assistant County Health Department Director in October 2022. In
February 2023, she was appointed by the State Surgeon General as Administrator and Health Officer
for Monroe County, with the full support of the Monroe County Board of County Commissioners.
During her tenure, Dr. Fry demonstrated exceptional leadership in advancing public health initiatives,
expanding access to care, strengthening community partnerships, and improving health outcomes for
residents and visitors alike. Her work has had a lasting and meaningful impact on the Florida Keys
community.
In March 2026, Dr. Fry was appointed as Administrator and Health Officer for the Florida Department
of Health in Hillsborough County, a testament to her leadership, expertise, and reputation within the
State of Florida's public health system.
The Honorary Conch Certificate is one of the highest recognitions bestowed by the Monroe County
Board of County Commissioners, honoring individuals whose service has significantly enriched the
community. This recognition celebrates Dr. Fry's outstanding contributions and her enduring legacy
in advancing public health in Monroe County.
