AGENDA ITEM WORDING: Approval to advertise a Request for Proposals for the operations and
maintenance of existing and new air curtain systems and weed gates for canals, to be funded by canal
assessments.
ITEM BACKGROUND: The County has one existing air curtain in operation on Canal 266 in Big
Pine Key, for which an MSBU is in place to fund the operations and maintenance, repairs and
replacement of the system. The County will be installing two additional air curtains this year under the
Rock Harbor and Tavernier breakwater repair projects and anticipates installing several more in the next
5 years as canal restorations from the Canal Work Plan are completed. Weed gates/air curtains are
needed after a restoration is completed in order to keep out floating vegetation in those canals whose
geographic location allows it to enter, to maintain the County's investment in canal restorations and to
maintain the restored water quality. Operations and maintenance services need to be routinely
performed and include the cost of power, repairs, replacement of parts and routine cleaning. Grants do
not provide funding for operations and maintenance services.
Optional services may include replacement in the event of severe damage from a storm or boat, or when
the system is at the end of its life cycle. This solicitation will seek one or more respondents to provide
those services. By combining the services for several canals under one contract, it is anticipated there
may be cost efficiencies. Any cost savings can then be passed on in the form of lower assessments to
the residents who will be funding the program.
