Scholl,District 3 Holly Merrill Raschein,District 5 Regular Meeting April 15, 2026 Agenda Item Number: T6 26-0772 BULK ITEM: No DEPARTMENT: Risk Management TIME APPROXIMATE: N/A. STAFF CONTACT: Gaelan Jones AGENDA ITEM WORDING: Approval to Renew Monroe County's Property Program Insurance policy for 2026-2027 at a total cost not to exceed $3,250,000. ITEM BACKGROUND: Monroe County's property insurance coverage expires May 1, 2026. This item seeks to renew coverage for 2026-2027 at a total cost not to exceed$3,250,000. An option to increase windstorm coverage limits is also presented at a total not to exceed cost of$3,800,000.00. Should BOCC direct Risk Management to renew property insurance with higher windstorm limits, a budget amendment will be required. The current insurance program is comprised of a primary Blanket Policy ($50M limit segregated into 3 layers of coverage - $5M Windstorm; $5M Excluding Windstorm & Flood; and $40M Excluding Windstorm, Flood, Earthquake). Starting in the 2026-27 policy year, Key West and Marathon Airport properties have been broken out into a separate subpolicy carrying an independent$5M windstorm limit. Additionally, a Parametric Policy provides supplemental windstorm coverage up to $5M, with policy limits determined by the geographic path and strength of the windstorm event. Supplemental windstorm coverage with a substantially lower deductible is maintained through Citizens on some certain eligible buildings, the cost of which is approved by BOCC on a separate item. The Blanket and Parametric policies provide replacement cost value coverage for County buildings, contents, and specified tangible property such as communications towers and portable equipment. The Total Insured Value (TIV) for 2026-27 is $416,912,585, a 30.34% increase from the 2025-26 TIV of $319,865,653. "Approval to Renew Monroe County's Property Program Insurance policy for 2026-2027 at a total cost not to exceed 3, 40 z04 00 $3,679,929.00" The Agenda Item Summary for this item has been revised to recommend renewal of the Blanket Insurance Policy with increased windstorm and flood limits($5M to$10M). The increased limits are requested by the Airport Department to ensure adequate windstorm and flood coverage for covered property at Key West and Marathon Airports, but will result in higher levels of windstorm coverage for all County properties. Exercising the option to increase coverage limits for windstorm and flood will increase the annual premium by$539,625 compared to the premium for continuation of existing coverage limits as previously reflected in this item.
